    Globalization, the ambivalence of European integration and the possibilities for a post-disciplinary EU studies

    Using the work of Manuel Castells as a starting point, this article explores the ambivalent relationship between globalization and European integration and the variety of ways in which the mainstream political science of the EU has attempted to deal with this issue. The analysis here suggests that various 'mainstreaming' disciplinary norms induce types of work that fail to address fully the somewhat paradoxical and counter-intuitive range of possible relationships between globalization and European integration. The article explores critically four possible analytical ways out of this paradox—abandonment of the concept of globalization, the development of definition precision in globalization studies, the reorientation of work to focus on globalization as discourse, and inter- and post-disciplinarity. The argument suggests that orthodox discussions of the relationship require a notion of social geography that sits at odds with much of the literature on globalization and while greater dialogue between disciplines is to be welcomed, a series of profound epistemological questions need to be confronted if studies of the interplay between global and social process are to be liberated from their disciplinary chains

    This collection of essays provides new insight into the complex realities of labour and employment market globalisation. The pluridisciplinary and multi-faced understanding of globalisation is based upon ground research in ten countries from South to North. Its contextualisation of globalising labour and employment market, perceived as process, constitutes the originality of the book. Globalisation is understood through a single process of both standardisation and differentiation, which also underscores its political agenda. The globalising process incorporates trends of convergent and somewhat undifferentiated Southern and Northern situations in labour and employment. Strong political perspectives thereby emerge to help understand changes in current capitalism and question the longstanding North to South paradigm. As labour and employment markets standardise and differentiate, what other problematical threads can be pulled to strengthen the hypothesis that trends converge within a single globalising process?     Practices of adult education and learning have historically been closely related to policy arrangements – often by defining and reproducing the culture of local, regional or subcultural communities – but increasingly in the service of the consolidation of the nation states. Depending on political situations and institutional arrangements, the states in Europe have been involved in the promotion and institutional framing of adult education and learning. Today the role of the nation state is changing in many ways, and it also affects the role assigned to education and learning arrangements. Both policies at the supranational level and market forces have had an increasing influence on the understanding of what adult education/lifelong learning is about. The shifts in the meaning and use of central concepts in this field are illustrative of these changes. In this issue the authors have intended to create a space for reflection on these policy transformations and their consequences. In a call for articles four questions were guiding contributors in addressing ‘the work and effects of policies for the education and learning of adults’: 1. How can we interpret the shift in policy vocabulary e.g. from ‘education to learning’, and from ‘emancipation to empowerment’? 2. What is the influence of transnational agencies and how has this inspired education policy at the national level? 3. How is the role of the state in education and learning policies conceptualized?     This paper discusses and aims to explain the emergence of foresight activities in Swedish government authorities, including environmental scanning and analysis, futures studies and other activities trying to detect and analyse change in the surroundings of the organisation. To explain the growing importance of foresight activities we must consider the increasing administrative authority given to public authorities in recent years, and the development of information technology that has given new technological opportunities to conduct foresight.     Introduction to the material study of global constitutional law

    The article addresses the question of how to study global constitutional law by suggesting a material methodology. Drawing from previous studies of the notion of the material constitution, both from materialist and institutionalist types (Marx, Mortati, Poulantzas), the article proposes to look at the development of global constitutional law, in its many instantiations, in terms of its relation with the state. Accounts of the autonomy of global constitutional law are requalified in terms of relative autonomy. More specifically, global constitutional law is conceived as a legal construction functional to the transformation of the contemporary state. From the perspective of the material study of constitutional law, the state is still deemed to be the main unit of analysis, but, at the same time, state-centred accounts based on an exceptionalist understanding of sovereignty are rejected as reductive and, at times, inaccurate

    New governance modes for Germany's financial reporting system

    The question raised in this paper is whether changes over the last 20 years in the German financial accounting system signal a retreat of the nation state from this policy field. Using a comprehensive perspective on accountancy we consider the steps in the accounting process, i.e. standard setting, enforcement and disclosure, and analyse whether significant privatisation tendencies can be observed in accounting, whether and how the state safeguards its scope for interventions in the public interest and how these changes compare to the ongoing globalisation in accounting. We find that changes in all these areas are first of all driven by the application of European legislation, but also by voluntary harmonisation and an increased involvement of private actors. Altogether, a shift towards a (more) societal governance mode can be witnessed. However, the State increases its interventions at the same time by regulating arenas in which it was previously not active. --
