    Climate Mitigation and Adaptation Strategies for Roofs and Pavements. A Case Study at Sapienza University Campus

    The progressively emerging concept of urban resilience to climate change highlights the importance of mitigation and adaptation measures, and the need to integrate urban climatology in the design process, in order to better understand the multiple effects of combined green and cool technologies for the transition to climate responsive and thermally comfortable urban open spaces. This study focuses the attention on selected mitigation and adaptation technologies; two renovation scenarios were designed and modeled according to the minimal intervention criterion. The study pays attention to the effect on surface temperature and physiological equivalent temperature (PET) of vegetation and high albedo materials characterizing the horizontal boundaries of the site. The Sapienza University campus, a historical site in Rome, is taken as a case study. These results highlight the importance of treed open spaces and the combination of permeable green pavements associated with cool roofs as the most effective strategy for the mitigation of summer heatwaves and the improvement of outdoor thermal comfort

    SPECIES DIVERSITY AND HUMAN WELL-BEING: A SPATIAL ECONOMETRIC APPROACH

    Economic valuation of biodiversity is generally carried out by applying revealed or stated preference approaches to determine people’s willingness to pay for small changes in management options. Studies on species preservation investigating passive or nonuse values typically rely on stated preference methods such as the contingent valuation approach and often focus on single animal species. The total value of species preservation can only be derived by aggregating the various values. This paper proposes a different approach by investigating country level data on life-satisfaction attempting to explain differences in subjective well-being by reference to amongst other things species diversity. While most recent papers have concentrated on finding determinants of life-satisfaction other than income, little attention has been drawn to spatial interdependencies. Most researchers investigating the determinants of life-satisfaction implicitly assume that subjective well-being is unaffected by events in neighbouring locations. The existence of spatial relationships in the data has implications for the econometric techniques typically employed including misleading inference testing procedures, bias and inconsistency depending on the precise form of the spatial relationship. We extend our analysis by a spatial econometric approach investigating whether and to what extend spatial relationships exist. Spatially weighted variables are shown to be a highly significant determinant of life-satisfaction. As nature does not respect man-made borders, neither does peoples happiness. Furthermore, even when controlling for a range of other factors we find a significant relationship with species diversity; the higher a countries number of bird or mammal species or the lower the percentage of bird species threatened the more satisfied the people are.     This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. The IPCC was jointly established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP), in particular to assess in a comprehensive, objective, and transparent manner all the relevant scientific, technical, and socioeconomic information to contribute in understanding the scientific basis of risk of human-induced climate change, the potential impacts, and the adaptation and mitigation options. Beginning in 1990, the IPCC has produced a series of Assessment Reports, Special Reports, Technical Papers, methodologies, and other key documents which have since become the standard references for policymakers and scientists.This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decisionmaking under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies

    Economy-wide Impacts of Climate on Agriculture in Sub-Saharan Africa

    Two possible adaptation options to climate change for Sub-Saharan Africa are analyzed under the SRES B2 scenario. The first scenario doubles irrigated areas in Sub-Saharan Africa by 2050, compared to the baseline, but keeps total crop area constant. The second scenario increases both rainfed and irrigated crop yields by 25 percent for all Sub-Saharan African countries. The two adaptation scenarios are analyzed with IMPACT, a partial equilibrium agricultural sector model combined with a water simulation model, and with GTAP-W, a general equilibrium model including water resources. The methodology combines advantages of a partial equilibrium approach, considering detailed wateragriculture linkages with a general equilibrium approach, which takes into account linkages between agriculture and non-agricultural sectors and includes a full treatment of factor markets. The efficacy of the two scenarios as adaptation measures to cope with climate change is discussed. Due to the low initial irrigated areas inthe region, an increase in agricultural productivity achieves better outcomes than an expansion of irrigated areas. Even though Sub-Saharan Africa is not a key contributor to global food production or irrigated food production, both scenarios help lower world food prices, stimulating national and international food markets.Computable General Equilibrium, Climate Change, Agriculture, Sub-Saharan Africa, Integrated Assessment Model

    Potential synergies between existing multilateral environmental agreements in the implementation of Land Use, Land Use Change and Forestry activities

    There is potential for synergy between the global environmental conventions on climate change, biodiversity and desertification: changes in land management and land use undertaken to reduce net greenhouse gas emissions can simultaneously deliver positive outcomes for conservation of biodiversity, and mitigation of desertification and land degradation. However, while there can be complementarities between the three environmental goals, there are often tradeoffs. Thus, the challenge lies in developing land use policies that promote optimal environmental outcomes, and in implementing these locally to promote sustainable development. The paper considers synergies and tradeoffs in implementing land use measures to address the objectives of the three global environmental conventions, both from an environmental and economic perspective.
