    Sequential Decision Making in Repeated Coalition Formation under Uncertainty

    The problem of coalition formation when agents are uncertain about the types or capabilities of their potential partners is a critical one. In [3] a Bayesian reinforcement learning framework is developed for this problem when coalitions are formed (and tasks undertaken) repeatedly: not only does the model allow agents to refine their beliefs about the types of others, but uses value of information to define optimal exploration policies. However, computational approximations in that work are purely myopic. We present novel, non-myopic learning algorithms to approximate the optimal Bayesian solution, providing tractable means to ensure good sequential performance. We evaluate our algorithms in a variety of settings, and show that one, in particular, exhibits consistently good sequential performance. Further, it enables the Bayesian agents to transfer acquired knowledge among different dynamic tasks

    Bargaining is ubiquitous in real life. It is a major dimension of political and business activities. It appears at the international level, when governments negotiate on matters ranging from economic issues (such as the removal of trade barriers), to global security (such as fighting against terrorism) to environmental and related issues (such as climate change control). What factors determinethe outcomes of such negotiations? What strategies can help reach an agreement? How should the parties involved divide the gains from cooperation? With whom will one make alliances? The authors address these questions by focusing on a noncooperative approach to negotiations, which is particularly relevant for the study of international negotiations.     The problem of maintaining compliance within stable coalitions: experimental evidence

    This study examines the performance of stable cooperative coalitions that form to provide a public good when coalition members have the opportunity to violate their commitments. A stable coalition is one in which no member wishes to leave and no non-member wishes to join. To counteract the incentive to violate their commitments, coalition members fund a third-party enforcer. This leads to the theoretical conclusion that stable coalitions are larger, and provide more of a public good, when their members are responsible for financing enforcement. However, our experiments reveal that member-financed enforcement of compliance reduces the provision of the public good. The decrease is attributed to an increase in the participation threshold for a stable coalition to form and to significant levels of noncompliance. Provision of the public good increases significantly when we abandon the strict stability conditions and require all subjects to join a coalition for it to form.lab experiments

    Not It: Opting out of Voluntary Coalitions that Provide a Public Good

    Most coalitions that form to increase contributions to a public good do not require full participation by all users of the public good, and therefore create incentives for free riding. If given the opportunity to opt out of a voluntary coalition, in theory, agents should try to be among the first to do so, forcing the remaining undecided agents to bear the cost of participating in the coalition. This study tests the predicted sequence of participation decisions in voluntary coalitions using real-time threshold public goods experiments. We find that subjects’ behavior is more consistent with the theoretical predictions when the difference in payoffs between coalition members and free-riding non-members is relatively large.     Applications of Negotiation Theory to Water Issues

    The purpose of the paper is to review the applications of non-cooperative bargaining theory to water related issues – which fall in the category of formal models of negotiation. The ultimate aim is that to, on the one hand, identify the conditions under which agreements are likely to emerge, and their characteristics; and, on the other hand, to support policy makers in devising the “rules of the game” that could help obtain a desired result. Despite the fact that allocation of natural resources, especially of trans-boundary nature, has all the characteristics of a negotiation problem, there are not many applications of formal negotiation theory to the issue. Therefore, this paper first discusses the non-cooperative bargaining models applied to water allocation problems found in the literature. Particular attention will be given to those directly modelling the process of negotiation, although some attempts at finding strategies to maintain the efficient allocation solution will also be illustrated. In addition, this paper will focus on Negotiation Support Systems (NSS), developed to support the process of negotiation. This field of research is still relatively new, however, and NSS have not yet found much use in real life negotiation.     Strategic Voting in Multiparty Systems: A Group Experiment

    The paper tests the theory of strategic voting for multiparty systems with proportional representation and coalition governments at the micro-level. The study focuses in particular on the question whether participation in repeated elections allows voters to learn from experience and enables them to optimize their decision behavior. An economic group experiment with decision scenarios of varying degrees of difficulty was used to test decision making at both the individual and group level. The results suggest that a majority of voters were able to pursue successful decision strategies and that the difficulty of the decision scenarios affected the voting performance of the participants as expected. However, a learning effect is not supported by the data.
