    Role of external knowledge flows in cluster upgrading: an empirical analysis of the Mirandola biomedical district in Italy

    The paper analyses the role of external knowledge flows in the upgrading of the biomedical district of Mirandola, Emilia-Romagna region, in Italy. The district produces two types of products, namely disposables and electromedical machines, and the paper considers this second production type. The Mirandola district has been able to maintain a relatively good competitive position. The paper shows that while all firms in this sector in this region tend to have fairly good performance in terms of size and revenue growth, a significant difference exists in terms of innovation performance. Firms in the Mirandola district produce more patents and more scientific publications. From a methodological point of view, negative binomial regressions are made on the determinants of patenting and publishing activity by firms. Two major factors seem to explain the superior performance in terms of innovation. First, the significant role of the leader firms in the district. Second, linkages external to the district, namely relationships with research centres (universities in particular) located not only in the region but also in the rest of the country and abroad.     Using a new dataset with detailed geographic information about licensing activities of the Max Planck Society, Germany's largest non-university public research organization, we analyze how the probability and magnitude of commercial success are affected by geographic distance between licensors and licensees. Our evidence suggests that proximity is not generally associated with superior commercialization outcomes. A negative association between distance and commercialization success is identified only for the specific cases of, first, spin-off licensees located outside Germany and, second, foreign licensees within the subsample of inventions with multiple licensees.academic inventions, licensing, spin-off entrepreneurship, geographic distance

    How productive are academic researchers in agriculture-related sciences? The Mexican case

    This paper explores the effect of commercial farmers-academic researchers linkages on research productivity in fields related to agriculture. Using original data and econometric analysis, our findings show a positive and significant relationship between intensive linkages with a small number of commercial farmers and research productivity, when this is defined as publications in ISI journals. This evidence seems contrary to other contributions that argue that strong ties with the business sector reduce research productivity and distort the original purposes of university, i.e., conducting basic research and preparing highly-trained professionals. When research productivity is defined more broadly adding other types of research outputs, the relationship is also positive and significant confirming the argument that close ties between public research institutions and businesses foster the emergence of new ideas that can be translated into innovations with commercial and/or social value. Another important finding is that researchers in public institutions produce several types of research outputs; therefore, measuring research productivity only by published ISI papers misses important dimensions of research activities.agriculture sector, research productivity, university-business sector interaction, university-industry collaboration

    Biotechnology business in Norway: Peripheral advantage, or just periphery?

    Research on biotechnology related firms has long been associated with the agglomeration of “dedicated biotechnology firms” and partners such as large corporations, research institutes and venture capital firms. At the same time it is acknowledged that such agglomeration trends may be most closely associated with medical biotechnology. This paper shows that there are more than 130 firms which may be classified as biotechnology related firms in Norway. Furthermore they are spread out throughout the country, albeit with more than half being located in the Eastern part. While there is indeed a great preoccupation with medical biotechnology also in Norway, the survey shows that two other distinct traits are present: a concentration of firms being focused on diagnostics and drug delivery rather than on therapeutics, and a focus on marine biotechnology (more than one third of the firms) within nutrition related products rather than or in addition to medical products. In addition to contributing these descriptive findings the paper thus opens up the agglomeration discussion, and suggests that foci on such niches as those which are prevalent in Norway may function with geographical distribution patterns different from those prevalent within the current medical biotechnology focused literature.

    The medical device development landscape in South Africa: Institutions, sectors and collaboration

    A characterisation of the medical device development landscape in South Africa would be beneficial for future policy developments that encourage locally developed devices to address local healthcare needs. The landscape was explored through a bibliometric analysis (2000–2013) of relevant scientific papers using co-authorship as an indicator of collaboration. Collaborating institutions thus found were divided into four sectors: academia (A); healthcare (H); industry (I); and science and support (S). A collaboration network was drawn to show the links between the institutions and analysed using network analysis metrics. Centrality measures identified seven dominant local institutions from three sectors. Group densities were used to quantify the extent of collaboration: the A sector collaborated the most extensively both within and between sectors; local collaborations were more prevalent than international collaborations. Translational collaborations (AHI, HIS or AHIS) are considered to be pivotal in fostering medical device innovation that is both relevant and likely to be commercialised. Few such collaborations were found, suggesting room for increased collaboration of these types in South Africa

    Medical research charities and open access

    This paper provides an analysis of the attitudes and activities of UK medical research charities in relation to open access (OA). Both quantitative and qualitative data are presented derived from a recent survey of charities covering areas such as policy development, funding arrangements, and business process design for OA. Positions on key issues including green and gold OA, funding article-processing charges (APCs), and publication licences are assessed. Modelling of potential APCs as a percentage of overall annual research spend is undertaken to show possible costs of a charged for gold system. Medical research charities clearly regard OA as important and some see it as an opportunity to further their mission. However, many expressed significant concerns particularly about the costs and expertise required to support OA. Further co-ordination of policy development and action across the sector and with other stakeholders is recommended in order to help ensure optimal implementation of OA

    Vulnerability of eco-environmental health to climate change: The views of government stakeholders and other specialists in Queensland, Australia

    Background: There is overwhelming scientific evidence that human activities have changed and will continue to change the climate of the Earth. Eco-environmental health, which refers to the interdependencies between ecological systems and population health and well-being, is likely to be significantly influenced by climate change. The aim of this study was to examine perceptions from government stakeholders and other relevant specialists about the threat of climate change, their capacity to deal with it, and how to develop and implement a framework for assessing vulnerability of eco-environmental health to climate change.---------- Methods: Two focus groups were conducted in Brisbane, Australia with representatives from relevant government agencies, non-governmental organisations, and the industry sector (n = 15) involved in the discussions. The participants were specialists on climate change and public health from governmental agencies, industry, and nongovernmental organisations in South-East Queensland.---------- Results: The specialists perceived climate change to be a threat to eco-environmental health and had substantial knowledge about possible implications and impacts. A range of different methods for assessing vulnerability were suggested by the participants and the complexity of assessment when dealing with multiple hazards was acknowledged. Identified factors influencing vulnerability were perceived to be of a social, physical and/or economic nature. They included population growth, the ageing population with associated declines in general health and changes in the vulnerability of particular geographical areas due to for example, increased coastal development, and financial stress. Education, inter-sectoral collaboration, emergency management (e.g. development of early warning systems), and social networks were all emphasised as a basis for adapting to climate change. To develop a framework, different approaches were discussed for assessing eco-environmental health vulnerability, including literature reviews to examine the components of vulnerability such as natural hazard risk and exposure and to investigate already existing frameworks for assessing vulnerability.---------- Conclusion: The study has addressed some important questions in regard to government stakeholders and other specialists’ views on the threat of climate change and its potential impacts on eco-environmental health.
