    Crowd Disasters as Systemic Failures: Analysis of the Love Parade Disaster

    Each year, crowd disasters happen in different areas of the world. How and why do such disasters happen? Are the fatalities caused by relentless behavior of people or a psychological state of panic that makes the crowd 'go mad'? Or are they a tragic consequence of a breakdown of coordination? These and other questions are addressed, based on a qualitative analysis of publicly available videos and materials, which document the planning and organization of the Love Parade in Duisburg, Germany, and the crowd disaster on July 24, 2010. Our analysis reveals a number of misunderstandings that have widely spread. We also provide a new perspective on concepts such as 'intentional pushing', 'mass panic', 'stampede', and 'crowd crushs'. The focus of our analysis is on the contributing causal factors and their mutual interdependencies, not on legal issues or the judgment of personal or institutional responsibilities. Video recordings show that, in Duisburg, people stumbled and piled up due to a 'domino effect', resulting from a phenomenon called 'crowd turbulence' or 'crowd quake'. Crowd quakes are a typical reason for crowd disasters, to be distinguished from crowd disasters resulting from 'panic stampedes' or 'crowd crushes'. In Duisburg, crowd turbulence was the consequence of amplifying feedback and cascading effects, which are typical for systemic instabilities. Accordingly, things can go terribly wrong in spite of no bad intentions from anyone. Comparing the incident in Duisburg with others, we give recommendations to help prevent future crowd disasters. In particular, we introduce a new scale to assess the criticality of conditions in the crowd. This may allow preventative measures to be taken earlier on.     One of the major narratives in transport policy internationally concerns the promotion of private versus public modes. The Global North has many examples where public transport, walking and cycling networks are well developed, yet examples from the Global South are less evident. There is a historical failure of replicating policies and practices from the Global North, particularly in perpetuating the highway building model, often unsuitable to the cultural contexts in the Global South. This paper examines individual attitudes and discourses concerning travel to De La Salle University campus, in Metro Manila, the Philippines. 42 participants are surveyed using Q methodology. Four discourses are developed, reflecting attitudes to growing automobility in Manila, public transport service provision, the difficulties of travelling in the city and the aspiration for increased comfort whilst travelling. Manila provides an example of the complexities in moving towards greater sustainable travel in the southeast Asian context where levels of private car usage are already high. It is hoped that a greater awareness of the problems of the current travel experiences might lead to us to seek different narratives, where transport systems can be developed which better serve social equity and environmental goals

    Urban rail systems are designed to carry large volumes of people into and out of major activity centers. As a result, the stations at these major activity centers are often crowded with boarding and alighting passengers, resulting in passenger inconvenience, delays, and at times danger. This study examines the planning and analysis of station passenger queuing and flows to offer rail transit station designers and transit system operators guidance on how to best accommodate and manage their rail passengers. The objectives of the study are to: 1) Understand the particular infrastructural, operational, behavioral, and spatial factors that affect and may constrain passenger queuing and flows in different types of rail transit stations; 2) Identify, compare, and evaluate practices for efficient, expedient, and safe passenger flows in different types of station environments and during typical (rush hour) and atypical (evacuations, station maintenance/ refurbishment) situations; and 3) Compile short-, medium-, and long-term recommendations for optimizing passenger flows in different station environments

    Increasing urban populations are currently magnifying the importance of the transit station in the context of its surrounding systems. In order to prepare our cities for higher population densities in the future, an examination of the relationships between station form and individual experience may lead to the identification of specific design objectives with implications for increased public transit riderships. Data is collected through research on sensory perception in architecture, spatial organization, and connectivity between an individual structure and it’s local surroundings. Site-specific observations and information describing current professional practices are used to determine prominent design objectives for future implementation

That allows us to reconsider public spaces in relation with time and space. This study intends to evaluate event organizations in open public spaces temporarily for different kinds of events (i.e. arts and culture, sports, science and education, recreation) and scrutinizes the temporary usage opportunities of open public spaces for events with a new method .Eventcheck'. This method corresponds with other known examples of urban design studies that use checklist approach such as .Placecheck and Chapacitycheck.. In addition, this method has been developed as an urban design guide that enables to evaluate the skills and needs for various actors (such as urban designers, artists and organizers) who are the parts of providing event organizations in open public spaces.In order to obtain actor.s preferences and needs about event organizations, a comprehensive pre-determined list of semi-structured questionnaires are prepared. İstanbul and İzmir are selected for place of interviews due to their distinctive cultural policies.     Effective public transit is central to development. For the vast majority of developing city residents, public transit is the only practical means to access employment, education, and public services, especially when such services are beyond the viable distance of walking or cycling. Unfortunately, the current state of public transit services in developing cities often does little to serve the actual mobility needs of the population. Bus services are too often unreliable, inconvenient and dangerous. In response, transport planners and public officials have sometimes turned to extremely costly mass transit alternatives such as rail-based metros. Due to the high costs of rail infrastructure, cities can only construct such systems over a few kilometres in a few limited corridors. The result is a system that does not meet the broader transport needs of the population. Nevertheless, the municipality ends up with a long-term debt that can affect investment in more pressing areas such as health, education, water, and sanitation. However, there is an alternative between poor public transit service and high municipal debt. Bus Rapid Transit (BRT) can provide high-quality, metro-like transit service at a fraction of the cost of other options. This document provides municipal officials, non-governmental organizations, consultants, and others with an introduction to the concept of BRT as well as a step-by-step process for successfully planning a BRT system

    SARS-CoV-2 transmission in indoor spaces, where most infection events occur, depends on the types and duration of human interactions, among others. Understanding how these human behaviours interface with virus characteristics to drive pathogen transmission and dictate the outcomes of non-pharmaceutical interventions is important for the informed and safe use of indoor spaces. To better understand these complex interactions, we developed the Pedestrian Dynamics—Virus Spread model (PeDViS): an individual-based model that combines pedestrian behaviour models with virus spread models that incorporate direct and indirect transmission routes. We explored the relationships between virus exposure and the duration, distance, respiratory behaviour, and environment in which interactions between infected and uninfected individuals took place and compared this to benchmark ‘at risk’ interactions (1.5 metres for 15 minutes). When considering aerosol transmission, individuals adhering to distancing measures may be at risk due to build-up of airborne virus in the environment when infected individuals spend prolonged time indoors. In our restaurant case, guests seated at tables near infected individuals were at limited risk of infection but could, particularly in poorly ventilated places, experience risks that surpass that of benchmark interactions. Combining interventions that target different transmission routes can aid in accumulating impact, for instance by combining ventilation with face masks. The impact of such combined interventions depends on the relative importance of transmission routes, which is hard to disentangle and highly context dependent.</p
