    Concrete utopianism in integrated assessment models: Discovering the philosophy of the shared socioeconomic pathways

    The Shared Socioeconomic Pathways (SSPs) are at the forefront of climate change science today. As an influential methodology and method, the SSPs guide the framing of numerous climate change research questions and how these are investigated. Although the SSPs were developed by an interdisciplinary group of scientists in a well-documented process, there is no apparent consensus in the literature that answers the question, "What is the philosophy of science behind the SSPs?" To investigate, the paper applies a systematic thematic qualitative content analysis to the dataset of published papers that establish the rules and expectations for using the SSPs. The research determines that there is no obvious and concise statement on the epistemological and ontological foundation of the SSPs. However, based on the evidence identified in the dataset, SSPs are implicitly, though not explicitly, consistent with a critical realist and concrete utopian philosophy as coined by Roy Bhaskar. This is the first paper to discuss the philosophical underpinning of the SSPs

The purpose of the study was to evaluate various cognitive mapping techniques in order to conclude with the identification of the optimal technique for the NetSyMod methodology. Network Analysis – Creative System Modelling (NetSyMod) methodology has been designed for the improvement of decision support systems (DSS) with respect to the environmental problems. In the paper the difference is made between experts and stakeholders knowledge and preference elicitation methods. The suggested technique is very similar to the Nominal Group Techniques (NGT) with the external representation of the analysed problem by means of the Hodgson Hexagons.     Reframing Kurtz’s Painting: Colonial Legacies and Minority Rights in Ethnically Divided Societies

    Minority rights constitute some of the most normatively and economically important human rights. Although the political science and legal literatures have proffered a number of constitutional and institutional design solutions to address the protection of minority rights, these solutions are characterized by a noticeable neglect of, and lack of sensitivity to, historical processes. This Article addresses that gap in the literature by developing a causal argument that explains diverging practices of minority rights protections as functions of colonial governments’ variegated institutional practices with respect to particular ethnic groups. Specifically, this Article argues that in instances where colonial governments politicize and institutionalize ethnic hegemony in the pre-independence period, an institutional legacy is created that leads to lower levels of minority rights protections. Conversely, a uniform treatment and depoliticization of ethnicity prior to independence ultimately minimizes ethnic cleavages post-independence and consequently causes higher levels of minority rights protections. Through a highly structured comparative historical analysis of Botswana and Ghana, this Article builds on a new and exciting research agenda that focuses on the role of long-term historio-structural and institutional influences on human rights performance and makes important empirical contributions by eschewing traditional methodologies that focus on single case studies that are largely descriptive in their analyses. Ultimately, this Article highlights both the strength of a historical approach to understanding current variations in minority rights protections and the varied institutional responses within a specific colonial government

    Modeling the Use of Nonrenewable Resources Using a Genetic Algorithm

    This paper shows, how a genetic algorithm (GA) can be used to model an economic process: the interaction of profit-maximizing oil-exploration firms that compete with each other for a limited amount of oil. After a brief introduction to the concept of multi-agent-modeling in economics, a GA-based resource-economic model is developed. Several model runs based on different economic policy assumptions are presented and discussed in order to show how the GA-model can be used to gain insight into the dynamic properties of economic systems. The remainder outlines deficiencies of GA-based multi-agent approaches and sketches how the present model can be improved.

    The Economic Effects of Constitutions: Replicating – and Extending – Persson and Tabellini

    Persson and Tabellini (2003) show that presidential regimes and majoritarian election systems have important effects on fiscal policy, government effectiveness and productivity. Here, their dataset is extended in a number of ways: the number of countries included is increased from 85 to up to 116, and more recent data for both government effectiveness and productivity are used. In replicating and extending their analyses, we find that the effect of presidential regimes on all three groups of economic variables vanishes almost entirely. With regard to electoral systems, the original results are largely confirmed: majoritarian (as opposed to proportional) electoral systems lead to lower government expenditure, lower levels of rent seeking but also lower output per worker. The institutional details such as the proportion of candidates that are not elected via party lists and the district magnitude have proved to be of particular importance. The question whether societies can improve their lot by choosing specific constitutional rules remains open.

    Discourse network analysis: policy debates as dynamic networks

    Political discourse is the verbal interaction between political actors. Political actors make normative claims about policies conditional on each other. This renders discourse a dynamic network phenomenon. Accordingly, the structure and dynamics of policy debates can be analyzed with a combination of content analysis and dynamic network analysis. After annotating statements of actors in text sources, networks can be created from these structured data, such as congruence or conflict networks at the actor or concept level, affiliation networks of actors and concept stances, and longitudinal versions of these networks. The resulting network data reveal important properties of a debate, such as the structure of advocacy coalitions or discourse coalitions, polarization and consensus formation, and underlying endogenous processes like popularity, reciprocity, or social balance. The added value of discourse network analysis over survey-based policy network research is that policy processes can be analyzed from a longitudinal perspective. Inferential techniques for understanding the micro-level processes governing political discourse are being developed

    The Governance Grenade: Mass Privatization, State Capacity and Economic Growth in Post-communist Countries

    Why did the transitions from state socialism to capitalism result in improved growth in some countries but significant economic declines in others? Three main arguments have been advanced: (1) the most successful countries rapidly implemented privatization, liberalization, and stabilization policies; (2) failures were unrelated to economic policies but occurred because of a poor institutional environment; and (3) the policies were counterproductive because they damaged the state. We present a state-centered theory which argues that the more radical the privatization program, the worse the subsequent performance. We agree with the second account, that institutions matter, but demonstrate that it was radical privatization itself which was a major determinant of institutional weakness. In addition, our account holds that privatization was in fact a crucial determinant of institutional failure, operating primarily through the creation of a massive shock to state revenues. We perform cross-national regressions for a sample of 30 countries between 1990 and 2000, and find that mass privatization programs negatively impacted economic growth, state capacity and property rights protection. These findings are corroborated with data from a random sample of 4,000 firms from 26 post-communist countries. We show that in countries which implemented sizable mass-privatized programs, privatized firms were substantially less likely to engage in successful industrial restructuring but considerably more likely to engage in barter and have tax arrears than their state owned counterparts.

    Dialectic tensions in the financial markets: a longitudinal study of pre- and post-crisis regulatory technology

    This article presents the findings from a longitudinal research study on regulatory technology in the UK financial services industry. The financial crisis with serious corporate and mutual fund scandals raised the profile of compliance as governmental bodies, institutional and private investors introduced a ‘tsunami’ of financial regulations. Adopting a multi-level analysis, this study examines how regulatory technology was used by financial firms to meet their compliance obligations, pre- and post-crisis. Empirical data collected over 12 years examine the deployment of an investment management system in eight financial firms. Interviews with public regulatory bodies, financial institutions and technology providers reveal a culture of compliance with increased transparency, surveillance and accountability. Findings show that dialectic tensions arise as the pursuit of transparency, surveillance and accountability in compliance mandates is simultaneously rationalized, facilitated and obscured by regulatory technology. Responding to these challenges, regulatory bodies continue to impose revised compliance mandates on financial firms to force them to adapt their financial technologies in an ever-changing multi-jurisdictional regulatory landscape
