Innovation in Mobile Learning: A European Perspective
In the evolving landscape of mobile learning, European researchers have conducted significant mobile learning projects, representing a distinct perspective on mobile learning research and development. Our paper aims to explore how these projects have arisen, showing the driving forces of European innovation in mobile learning. We propose context as a central construct in mobile learning and examine theories of learning for the mobile world, based on physical, technological, conceptual, social and temporal mobility. We also examine the impacts of mobile learning research on educational practices and the implications for policy. Throughout, we identify lessons learnt from European experiences to date
Policies for Industrial Learning in China and Mexico: Neo-developmental vs. Neo-liberal approaches
Abstract Previous work has shown that the results of both China and Mexico’s export-led market reforms over the past quarter century have been strikingly different. In contrast to China, Mexico has not managed to increase the value added of its exports of manufactured goods and has subsequently had a difficult time competing with China in world markets. Building on this previous work, in this paper we conduct a comparative analysis of the role of government policies in industrial learning and the development of capabilities of indigenous firms in Mexico and China in order to shed light on why China is so outperforming Mexico. We find that Mexico and China have had starkly different approaches to economic reform in this area. Mexico’s approach to reform has been a “neo-liberal” one, whereas China’s could be described as “neo-developmental.” Mexico’s hands-off approach to learning has resulted in a lack of development of endogenous capacity of domestic firms, little transfer of technology, negligible progress in the upgrading of industrial production, and little increase in value added of exports. By contrast, China has deployed a hands-on approach of targeting and nurturing domestic firms through a gradual and trial and error led set of government policies.International trade, development, competitiveness, value added, government policy, assembly operations
Lessons from the future: ICT scenarios and the education of teachers
This paper reviews significant events of the last 25 years in schools and teacher education in England and looks ahead to the next 25 years. Various scenarios for the future are examined and the potential is considered for new forms of teachers' initial education and continuing professional development using information and communications technology. It is concluded that the current centrally-controlled national system is increasingly inappropriate to present needs and will fracture under the combination of pressures of a commodified education market, learners' consumerist expectations of personalised provision, and networks of informal learning enabled by widespread access to portable communications technology. Four lessons from this future prediction are drawn, with recommendations for radical changes in government policy and orientation. © 2005 Taylor & Francis

The chapter explores how these projects have arisen and what each one has contributed, so as to show the driving forces and outcomes of European innovation in mobile learning. Applications of lean thinking: a briefing document
This report has been put together by the Health and Care Infrastructure Research and Innovation Centre (HaCIRIC) at the University of Salford for the Department of Health.
The need for the report grew out of two main simple questions,
o Is Lean applicable in sectors other than manufacturing?
o Can the service delivery sector learn from the success of lean in manufacturing and realise the benefits of its implementation?The aim of the report is to list together examples of lean thinking as it is evidenced in the
public and private service sector. Following a review of various sources a catalogue of evidence is put together in an organised manner which demonstrates that Lean principles
and techniques, when applied rigorously and throughout an entire organization/unit, they can have a positive impact on productivity, cost, quality, and timely delivery of services
Challenges and complexities in application of LCA approaches in the case of ICT for a sustainable future
In this work, three of many ICT-specific challenges of LCA are discussed.
First, the inconsistency versus uncertainty is reviewed with regard to the
meta-technological nature of ICT. As an example, the semiconductor technologies
are used to highlight the complexities especially with respect to energy and
water consumption. The need for specific representations and metric to
separately assess products and technologies is discussed. It is highlighted
that applying product-oriented approaches would result in abandoning or
disfavoring of new technologies that could otherwise help toward a better
world. Second, several believed-untouchable hot spots are highlighted to
emphasize on their importance and footprint. The list includes, but not limited
to, i) User Computer-Interfaces (UCIs), especially screens and displays, ii)
Network-Computer Interlaces (NCIs), such as electronic and optical ports, and
iii) electricity power interfaces. In addition, considering cross-regional
social and economic impacts, and also taking into account the marketing nature
of the need for many ICT's product and services in both forms of hardware and
software, the complexity of End of Life (EoL) stage of ICT products,
technologies, and services is explored. Finally, the impact of smart management
and intelligence, and in general software, in ICT solutions and products is
highlighted. In particular, it is observed that, even using the same
technology, the significance of software could be highly variable depending on
the level of intelligence and awareness deployed. With examples from an
interconnected network of data centers managed using Dynamic Voltage and
Frequency Scaling (DVFS) technology and smart cooling systems, it is shown that
the unadjusted assessments could be highly uncertain, and even inconsistent, in

Optimizing the Use of Behavioral Locking for High-Level Synthesis
The globalization of the electronics supply chain requires effective methods to thwart reverse engineering and IP theft. Logic locking is a promising solution, but there are many open concerns. First, even when applied at a higher level of abstraction, locking may result in significant overhead without improving the security metric. Second, optimizing a security metric is application-dependent and designers must evaluate and compare alternative solutions. We propose a meta-framework to optimize the use of behavioral locking during the high-level synthesis (HLS) of IP cores. Our method operates on chip’s specification (before HLS) and it is compatible with all HLS tools, complementing industrial EDA flows. Our meta-framework supports different strategies to explore the design space and to select points to be locked automatically. We evaluated our method on the optimization of differential entropy, achieving better results than random or topological locking: 1) we always identify a valid solution that optimizes the security metric, while topological and random locking can generate unfeasible solutions; 2) we minimize the number of bits used for locking up to more than 90% (requiring smaller tamper-proof memories); 3) we make better use of hardware resources since we obtain similar overheads but with higher security metric
