    Should It Stay or Should It Go?: Exploring the potential for structural reform in Milwaukee County government

    Milwaukee County government faces immediate and substantial fiscal and programmatic challenges. The county's structural deficit -- defined as the gap between expenditure needs and anticipated revenues -- is projected to grow from 48millionin2011tomorethan48 million in 2011 to more than 106 million by 2014, despite several successive years of significant expenditure and staff reductions and anticipation of significant wage and benefit concessions in 2010. This projection is the clearest indication yet that the county's finances are crumbling and that valued services in areas like parks, transit, mental health and public safety face severe degradation without prompt and concerted action. This action could take any of several forms, including the complete elimination of Milwaukee County government. This report, commissioned by the Greater Milwaukee Committee, provides detailed analysis and perspective on the complex issues surrounding that option, as well as other potential structural changes

    Climate change adaptation in the boardroom

    Abstract Climate adaptation is recognised by many of the world’s largest businesses as a global risk and one that requires critical attention. The World Economic Forum’s 2013 Global Risks Perception Survey, identified the ‘failure of climate change adaptation and rising greenhouse gas emissions as among those global risks considered to be the most likely to materialize within a decade’ (p.16). Yet despite action by many transnationals and international firms, it seems evident that most Australian companies appear to be struggling to move forward in responding to climate change impacts, apparently paralysed by short-term profit-first thinking, uncertain political risks and a corporate culture unused to volatility and disruption. Research approach This project set out to communicate adaptation to climate change to the “big end of town” and to gather soft data, acquire information and present issues back to the National Climate Change Adaptation Research Facility (NCCARF), the funder of this research. Our approach to the research challenge differed from a traditional technical, analytical or academic method. We used action-learning principles to engage a community in which we, as advisors to corporate Australia and as co-researchers, have social capital and standing. Through trusted information sharing networks, private closed-door meetings and one on one conversation with executives and senior management from over 100 companies we shared ideas, gathered, researched and refined information and tested our findings. Findings Our findings from the boardroom engagement include the following:   The Australian Government expects the private sector to adapt, yet little or no incentives exist to promote this behaviour. Autonomous adaptation as practiced may only benefit the lead actor while creating disbenefit for others (including other corporations, society and the environment). Market practices on current paradigms cannot be expected to meet greater societal adaptation needs. Further adaptation research is required in some areas to help guide shape and monitor adaptation for the private sector. A multiplicity of policy reform may be necessary, but crafting and implementing it is likely to remain beyond the capability of the Australian Public Service (APS) or individual Governments. Highly sophisticated mining, gas and some Asian owned technology companies are leading the way with many opportunities missed by Australian companies. Adaptation for the corporate sector is a key strategic issue, unlike mitigation and corporate social responsibility (CSR), as it benefits the corporate primarily. Insurance dependency may only be a short-term risk transfer mechanism as, in its current paradigm, it can mask risk, create a false sense of security and may impede adaptation.   Conclusion We hope that this report is of benefit to Australian organisations, policy makers, regulators and to researchers in adaptation science. This project shows that, on a whole, the Australian private sector is giving little consideration about the impacts climate change. This project has identified that considerable research gaps exist, but has also provided direction for organisations and researchers. Individual corporations and private sector peak bodies urgently need to explore the risks and opportunities that climate change and associated responses bring. This is especially so for the ICT, aviation, energy, insurance and finance sectors.     Network governance and climate change adaptation: collaborative responses to the Queensland floods

    Abstract This research examines ways to build adaptive capacity to climate change, through a case study of organisations that participated in the response to Queensland’s major flood disaster in Queensland in 2010/11. The research applied a network governance approach, including social network analysis and qualitative investigations, to the communities of Rockhampton, Emerald and Brisbane. The study was designed to compare social networks across a range of different geographical; functional; and institutional and regulatory contexts.Primary data were obtained from organisations involved in disaster management and water management, through a telephone survey conducted March – September 2012. The network analyses examined collaboration and communication patterns; changes in the network structure from routine management to flood operations; similarities and differences between the geographic regions, and whether collaboration was correlated with trust. A cultural values analysis was then performed to identify the key values of the network actors in each region. Two workshops were conducted in Rockhampton and Brisbane to disseminate the findings to stakeholders, as well as to obtain feedback through group activities.A total of 63 organisations participated in the study. As the network analyses and visualisations indicated that the Rockhampton and Emerald networks were tightly interconnected, a single ‘Central Queensland’ (CQ) network was used for all subsequent analyses. In both Brisbane and CQ, slightly higher levels of collaboration amongst organisations were recorded during flood periods compared with routine operations; and organisations tended to provide, as well as receive, information and/or resources from their collaborators. Overall, both networks appeared to feature high trust, with only a low level of difficult ties (problematic relationships) being reported.The cultural analyses identified patterns of common values amongst participating organisations. In Brisbane, respondents placed a high value on shared information systems and resources; shared communication and language; as well as on collaboration and flexibility. In the CQ network, there was a greater emphasis on local solutions, community wellbeing and longitudinal issues (such as post-disaster supply chains for recovery). The workshop activities suggested that the current structure of Local Disaster Management Groups was heavily influential on broader network participation; and that defining an ‘effective’ disaster response was a complex issue.This study has demonstrated that a network governance approach can provide new ways of understanding the core elements of adaptive capacity, in areas such as enablers and barriers to adaptation, and translating capacity into adaptation. The key implications for policy and practice include the need for stakeholders to drive adaptation to climate change through collaboration and communication; the need for stakeholders to share a common goal and language; the need for better engagement with community, diversity and Indigenous organisations; the need to establish collaboration outside of disaster events; and the need for network governance systems to play an important role in helping to facilitate climate change adaptation.     A holistic model of emergency evacuations in large, complex, public occupancy buildings

    Evacuations are crucial for ensuring the safety of building occupants in the event of an emergency. In large, complex, public occupancy buildings (LCPOBs) these procedures are significantly more complex than the simple withdrawal of people from a building. This thesis has developed a novel, holistic, theoretical model of emergency evacuations in LCPOBs inspired by systems safety theory. LCPOBs are integral components of complex socio-technical systems, and therefore the model describes emergency evacuations as control actions initiated in order to return the building from an unsafe state to a safe state where occupants are not at risk of harm. The emergency evacuation process itself is comprised of four aspects - the movement (of building occupants), planning and management, environmental features, and evacuee behaviour. To demonstrate its utility and applicability, the model has been employed to examine various aspects of evacuation procedures in two example LCPOBs - airport terminals, and sports stadiums. The types of emergency events initiating evacuations in these buildings were identified through a novel hazard analysis procedure, which utilised online news articles to create events databases of previous evacuations. Security and terrorism events, false alarms, and fires were found to be the most common cause of evacuations in these buildings. The management of evacuations was explored through model-based systems engineering techniques, which identified the communication methods and responsibilities of staff members managing these events. Social media posts for an active shooting event were analysed using qualitative and machine learning methods to determine their utility for situational awareness. This data source is likely not informative for this purpose, as few posts detail occupant behaviours. Finally, an experimental study on pedestrian dynamics with movement devices was conducted, which determined that walking speeds during evacuations were unaffected by evacuees dragging luggage, but those pushing pushchairs and wheelchairs will walk significantly slower.Open Acces

    Following the 2007–2009 Global Financial Crisis (GFC), some national governments have been pursuing a counter-reform of the public sector characterised by further policy centralisation and the ‘hollowing out’ of regional authorities. Public expenditure and sovereign public debt reductions have become the pretext for the implementation of hyperneoliberal development agendas aimed at the attraction of inward capitals and a further ‘competitive’ repositioning of major cities within a global market. Tourism and the visitor economy have been used as leverage for the attraction of capital and skilled people in the long-term development strategies of cities. This article illustrates how crises have led the way in the recent restructuring of the public sector and of destination management organisations (DMOs) in particular.     Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

In theory, the goal is to understand how the crisis response should be and how the system responds to the same type of crisis. There is a gap in the communication plan for crisis response in place.
