    Partner Selection Criteria in Strategic Alliances When to Ally with Weak Partners

    In many emergent markets, cross-industry alliances are necessary to develop and market new products and services. The resource-based view suggests that firms form alliances to access or acquire valuable, rare, non-imitable and non-substitutable resources, and that such access determines the level of profits. Hence, firms confronted with the choice between partners with strong versus partners with weak resource endowments should choose the former. We contest this view and argue that firms benefit from allying with weak partners at certain times. In essence, we suggest that partner selection involves assessing the relative importance of strong resource endowments and aligned strategic aspirations over time. By adopting an evolutionary approach, we show that appropriate partner selection criteria are dynamic and may involve allying with weak partners in the initial exploratory stage, with weak and/or strong partners in the development stage and with strong partners in the maturity stage. Our findings suggest that the resource-based understanding of strategic alliances should be extended to include a more profound role for a partner firm’s strategic aspiration.Strategic alliances, partner selection, resources, aspirations

This facilitates a seamless service provision over disparate networks in a consumer-centric manner. Service providers select network bearers according to the network operators' ability to meet the QoS target, which in turn is influenced, among other things, by user's price and quality requirements.     In this paper we discuss different business models for deployment and operation of femtocell networks intended for provisioning of public mobile broad band access services. In these types of business cases the operators use femtocells in order to reduce investments in "more costly" macro networks since the traffic can be "offloaded" to "less costly" femtocell networks. This is in contrast to the many business cases presented in Femtoforum where femtocells mainly are discussed as a solution to improve indoor coverage for voice services in homes and small offices, usually for closed user groups The main question discussed in this paper is if "operators need to consider new forms of cooperation strategies in order to enable large scale deployment of femtocells for public access?" By looking into existing solutions for indoor wireless access services we claim that the answer is both "Yes" and "No". No, since many types of cooperation are already in place for indoor deployment. Yes, because mobile operators need to re-think the femtocell specific business models, from approaches based on singe operator networks to different forms of cooperation involving multi-operator solutions, e.g. roaming and network sharing. --

    An intelligent-agent approach for managing congestion in W-CDMA networks

    PhDResource Management is a crucial aspect in the next generation cellular networks since the use of W-CDMA technology gives an inherent flexibility in managing the system capacity. The concept of a “Service Level Agreement” (SLA) also plays a very important role as it is the means to guarantee the quality of service provided to the customers in response to the level of service to which they have subscribed. Hence there is a need to introduce effective SLA-based policies as part of the radio resource management. This work proposes the application of intelligent agents in SLA-based control in resource management, especially when congestion occurs. The work demonstrates the ability of intelligent agents in improving and maintaining the quality of service to meet the required SLA as the congestion occurs. A particularly novel aspect of this work is the use of learning (here Case Based Reasoning) to predict the control strategies to be imposed. As the system environment changes, the most suitable policy will be implemented. When congestion occurs, the system either proposes the solution by recalling from experience (if the event is similar to what has been previously solved) or recalculates the solution from its knowledge (if the event is new). With this approach, the system performance will be monitored at all times and a suitable policy can be immediately applied as the system environment changes, resulting in maintaining the system quality of service
