    Universal Resource Lifecycle Management

    This paper presents a model and a tool that allows Web users to define, execute, and manage lifecycles for any artifact available on the Web. In the paper we show the need for lifecycle management of Web artifacts, and we show in particular why it is important that non-programmers are also able to do this. We then discuss why current models do not allow this, and we present a model and a system implementation that achieves lifecycle management for any URI-identifiable and accessible object. The most challenging parts of the work lie in the definition of a simple but universal model and system (and in particular in allowing universality and simplicity to coexist) and in the ability to hide from the lifecycle modeler the complexity intrinsic in having to access and manage a variety of resources, which differ in nature, in the operations that are allowed on them, and in the protocols and data formats required to access them

    The Marine Environment and Resource Management - Should careful and rational management of fish stocks be considered a myth or a realistic prospect? Recent history has shown how. because of over-exploitation of certain fish-stocks - among which herring. Anchovy and cod are prime examples - the survival of some species has become an acute problem. Today all fishing zones are threatened, and no stock is safe from potential collapse. The situation is so serious that some scientists and fish- workers' organisations have acted to sound the alarm and to demand from governments that measures to protect the resource be implemented. However, looking beyond the indispensable need for legislation, it is the search for maximum profit which, unfortunately, so often governs fish production and marketing that must be challenged. Moreover, the question of resource management must integrate the need to safe-guard the ecology of the marine environment, which requires profound changes of mentality. In Lisbon, Portugal, in June 1989, about one hundred scientists, fishermen and organization representatives from 25 different countries met at a symposium to develop their thinking on these questions.     Decision-focussed resource modelling for design decision support

    Resource management including resource allocation, levelling, configuration and monitoring has been recognised as critical to design decision making. It has received increasing research interests in recent years. Different definitions, models and systems have been developed and published in literature. One common issue with existing research is that the resource modelling has focussed on the information view of resources. A few acknowledged the importance of resource capability to design management, but none has addressed the evaluation analysis of resource fitness to effectively support design decisions. This paper proposes a decision-focused resource model framework that addresses the combination of resource evaluation with resource information from multiple perspectives. A resource management system constructed on the resource model framework can provide functions for design engineers to efficiently search and retrieve the best fit resources (based on the evaluation results) to meet decision requirements. Thus, the system has the potential to provide improved decision making performance compared with existing resource management systems

This report highlights the study's findings including: the human resource management function must be elevated to a position of primacy in state government, the state must reengineer the Department of Personnel into an effective human resource management agency with a broader mission than overseeing transactions and compliance with statutes and regulations, and the state must support its human resource function with adequate staff resources

    Isotopes in hydrology and hydrogeology

    The structure, status, and processes of the groundwater system, which can only be acquired through scientific research efforts, are critical aspects of water resource management. Isotope hydrology and hydrogeology is a genuinely interdisciplinary science. It developed from the application of methods evolved in physics (analytical techniques) to problems of Earth and the environmental sciences since around the 1950s. In this regard, starting from hydrogeochemical data, stable and radioactive isotope data provide essential tools in support of water resource management. The inventory of stable isotopes, which has significant implications for water resources management, has grown in recent years. Methodologies based on the use of isotopes in a full spectrum of hydrological problems encountered in water resource assessment, development, and management activities are already scientifically established and are an integral part of many water resource investigations and environmental studies. The driving force behind this Special Issue was the need to point the hydrological and water resource management societies in the direction of up-to-date research and best practices
