    A Case Study Exploring Organizational Development and Performance Management in the Operational Infrastructure of a Professional Working Organization, Using Academic Constructs

    Curriculum, as a concept, has been historically associated with traditional schooling, but the reality is that its application extends to many arenas beyond academia. Through the case study lens, this dissertation utilized the ideologies of curricular theorists John Dewey, John Franklin Bobbitt, and Ralph Tyler to explore how intended, enacted, and assessed curricula phases can integrate into a professional working organization’s comprehensive functionality and materialize into the planning and implementation of its operational infrastructure. Following content analysis of a selected institution’s operational system, using closed codes, a descriptive comprehensive curriculum was designed to address the research purpose of understanding employee performance and organizational outcomes. Findings indicated that curricular phases are inherently embedded into the organizational development and performance management of nonacademic spaces; moreover, the framework of an organization’s operational infrastructure consists largely of curriculum elements.     Exploring the Long Shadow of IT Innovation Adoption Decisions on IT Value

    Much research has been conducted to understand the value of IT innovations. However, research has examined such value primarily at the ex post stage, independently of the ex ante conditions that lead to adopting such innovations. This paper argues that there is a long shadow cast by past adoption conditions and decisions over the present assessment of value. We develop a conceptual framework that ties IT innovation value to the original motives underlying the adoption. The main premise is that the initial conditions that exist at the adoption stage (ex ante) can be used to understand the emphasis that should be placed on the different types of realized IT innovation value (ex post). Specifically, we develop a typology of four motivational forms of adoption that result from combining two dimensions of environmental uncertainty. We then develop propositions that relate each form of adoption to different components of IT innovation value. This paper extends the extant IT value literature by providing an account of IT innovation value that is consistent with the original motives of adoption. It also provides one way to integrate between the IT adoption and IT value streams, which hitherto have been treated separately

    Challenges and opportunities of using a distributive approach in instructional leadership : a case study in secondary schools in the Haramaya district of Ethiopia

    This thesis draws on a case study research method conducted to identify the challenges of school leadership and to investigate the opportunities of instructional leadership practices via a distributive approach for secondary school principals in Haramaya District of Oromia region, Ethiopia. This qualitative research approach allows for obtaining detailed information from the participants for the issue under study. The participants of the study were five secondary school principals, 25 secondary school management members and five Haramaya District Education Office experts. Totally 35 participants were the subjects of the study. The data collected from the participants were analysed using a thematic analysis by employing the necessary steps of qualitative data analysis. Therefore, the study identified that school principals do not give equal emphasis for some of the instructional leadership roles and distribute instructional leadership roles based on a traditional ways rather than using a theme approach. The support provided to school principals from stakeholders to strengthen their instructional leadership practices using a distributive approach is also low. In addition, lack of knowledge and skill of principals to understand the recent school leadership theories and a distributive approach make principals not to practice instructional leadership via a distributive approach effectively and efficiently. Moreover, low commitment of stakeholders to take instructional leadership roles and activities, lack of adequate support from stakeholders to principals and lack of instructional materials and qualified personnel were the major challenges of principals in practicing instructional leadership via a distributive approach. Finally, the researcher recommended that school principals, Haramaya District Education Office and East Hararghe Zone Education Desk should work collaboratively to formulate and communicate a school vision, to use technology for assisting learning and strengthen CPD programme based on need assessment. Moreover, school principals should work on the approach of distributive leadership on a team base to use the various knowledge, skill, expertise and experience of stakeholders. Teachers, students, parents, community, educational authorities at different levels, GO and NGOs should distribute instructional leadership roles and activities to support principals.     Managing at the Speed of Light: Improving Mission-Support Performance

    The House and Senate Energy and Water Development Appropriations Subcommittees requested this study to help DOE's three major mission-support organizations improve their operations to better meet the current and future needs of the department. The passage of the Recovery Act only increased the importance of having DOE's mission-support offices working in the most effective, efficient, and timely manner as possible. While following rules and regulations is essential, the foremost task of the mission-support offices is to support the department's mission, i.e., the programs that DOE is implementing, whether in Washington D.C. or in the field. As a result, the Panel offered specific recommendations to strengthen the mission-focus and improve the management of each of the following support functions based on five "management mandates":- Strategic Vision- Leadership- Mission and Customer Service Orientation- Tactical Implementation- Agility/AdaptabilityKey FindingsThe Panel made several recommendations in each of the functional areas examined and some overarching recommendations for the corporate management of the mission-support offices that they believed would result in significant improvements to DOE's mission-support operations. The Panel believed that adopting these recommendations will not only make DOE a better functioning organization, but that most of them are essential if DOE is to put its very large allocation of Recovery Act funding to its intended uses as quickly as possible

    A neural network and rule based system application in water demand forecasting

    This thesis was submitted for the degree of Doctor of Philosophy and was awarded by Brunel University.This thesis describes a short term water demand forecasting application that is based upon a combination of a neural network forecast generator and a rule based system that modifies the resulting forecasts. Conventionally, short term forecasting of both water consumption and electrical load demand has been based upon mathematical models that aim to either extract the mathematical properties displayed by a time series of historical data, or represent the causal relationships between the level of demand and the key factors that determine that demand. These conventional approaches have been able to achieve acceptable levels of prediction accuracy for those days where distorting, non cyclic influences are not present to a significant degree. However, when such distortions are present, then the resultant decrease in prediction accuracy has a detrimental effect upon the controlling systems that are attempting to optimise the operation of the water or electricity supply network. The abnormal, non cyclic factors can be divided into those which are related to changes in the supply network itself, those that are related to particular dates or times of the year and those which are related to the prevailing meteorological conditions. If a prediction system is to provide consistently accurate forecasts then it has to be able to incorporate the effects of each of the factor types outlined above. The prediction system proposed in this thesis achieves this by the use of a neural network that by the application of appropriately classified example sets, can track the varying relationship between the level of demand and key meteorological variables. The influence of supply network changes and calendar related events are accounted for by the use of a rule base of prediction adjusting rules that are built up with reference to past occurrences of similar events. The resulting system is capable of eliminating a significant proportion of the large prediction errors that can lead to non optimal supply network operation
