A Factoid Question Answering System for Vietnamese
In this paper, we describe the development of an end-to-end factoid question
answering system for the Vietnamese language. This system combines both
statistical models and ontology-based methods in a chain of processing modules
to provide high-quality mappings from natural language text to entities. We
present the challenges in the development of such an intelligent user interface
for an isolating language like Vietnamese and show that techniques developed
for inflectional languages cannot be applied "as is". Our question answering
system can answer a wide range of general knowledge questions with promising

Exploring the State of the Art in Legal QA Systems
Answering questions related to the legal domain is a complex task, primarily
due to the intricate nature and diverse range of legal document systems.
Providing an accurate answer to a legal query typically necessitates
specialized knowledge in the relevant domain, which makes this task all the
more challenging, even for human experts. QA (Question answering systems) are
designed to generate answers to questions asked in human languages. They use
natural language processing to understand questions and search through
information to find relevant answers. QA has various practical applications,
including customer service, education, research, and cross-lingual
communication. However, they face challenges such as improving natural language
understanding and handling complex and ambiguous questions. Answering questions
related to the legal domain is a complex task, primarily due to the intricate
nature and diverse range of legal document systems. Providing an accurate
answer to a legal query typically necessitates specialized knowledge in the
relevant domain, which makes this task all the more challenging, even for human
experts. At this time, there is a lack of surveys that discuss legal question
answering. To address this problem, we provide a comprehensive survey that
reviews 14 benchmark datasets for question-answering in the legal field as well
as presents a comprehensive review of the state-of-the-art Legal Question
Answering deep learning models. We cover the different architectures and
techniques used in these studies and the performance and limitations of these
models. Moreover, we have established a public GitHub repository where we
regularly upload the most recent articles, open data, and source code. The

NOWJ1@ALQAC 2023: Enhancing Legal Task Performance with Classic Statistical Models and Pre-trained Language Models
This paper describes the NOWJ1 Team's approach for the Automated Legal
Question Answering Competition (ALQAC) 2023, which focuses on enhancing legal
task performance by integrating classical statistical models and Pre-trained
Language Models (PLMs). For the document retrieval task, we implement a
pre-processing step to overcome input limitations and apply learning-to-rank
methods to consolidate features from various models. The question-answering
task is split into two sub-tasks: sentence classification and answer
extraction. We incorporate state-of-the-art models to develop distinct systems
for each sub-task, utilizing both classic statistical models and pre-trained
Language Models. Experimental results demonstrate the promising potential of

Indigenous Ecology and Chicanada Coalition Building in the dramatic works of Cherríe Moraga: “Living Models” for a Sustainable Future
Abstract:
This study focuses on three recent dramatic works by Cherríe Moraga’s written in the same period as her essay and poetry collection, The Last Generation. Heroes and Saints, Watsonville: Some Place Not Here, and Circle in the Dirt: El Pueblo de East Palo Alto draw from indigenous ecology and the historical archive of Chicano struggle that provide models for a sustainable future she envisions. The author shifts from poetry and essay - the lyrical, reflective mode of self-inquiry and expression for which she is so well known – to a collective dramatic dialogue allowing her to represent the diversity of perspectives that have always existed within and around Chicano communities. Through this plurality she is able to give voice to marginalized perspectives and exhibit the ingeniousness and courage behind a long tradition of Chicano coalition building that will be necessary for global alliances of collective resistance. As Chicano activist theater originated with Luis Valdez’s Teatro Campesino associated with United Farmer Workers Union and later with the Chicano Movement, Moraga’s plays are situated within the tradition of Chicano environmental political struggle. These works are infused with the author’s interpretation of an indigenous ecology that conflates her interlaced political discourses on race, sexuality, gender, community, nationalism, and art with a holistic view of the earth. Contributing to a tradition of Chicano environmental discourse and the global indigenous struggle for sovereignty, her work brings together and challenges the assumptions of ecocriticism, ecofeminism and American environmental and naturalist writing particularly in terms of race and class. In these works, Moraga prioritizes the wellbeing of those who dwell in or work the land as opposed to “pristine” open spaces perceived as untouched by human hands
Agricultural policies in Vietnam
Since 1986, Vietnam started to move from a centrally-planned towards a market-oriented system. It underwent several major economic and trade reforms – a process which is still not completed. At the same time, it also started to open its economy. Vietnam has become a member of the ASEAN Free Trade Agreement (AFTA), signed several bilateral trade agreements and is currently negotiating accession to the World Trade Organization (WTO). First positive results of the reform process became visible in the early 1990s when poverty declined to a large extent. Since then, the Vietnamese agricultural sector has also experienced high growth and impressive export achievements. The country changed from a food importer to one of the major exporters worldwide. The question arises to what extent support policies contributed to this growth, especially of the agricultural sector. In order to answer this question, domestic and trade policies in the agricultural sector are analysed and the market price support (MPS) and producer support estimates (PSEs) are calculated. To account for the special conditions in Vietnam, the MPS and PSEs are adjusted for country- and commodity-specific factors like transportation costs, marketing margins and the quality difference of exportables (or importables) at the border and domestically. The selected agricultural commodities for which the MPS and PSEs are estimated include rice, coffee, tea, rubber, pepper, sugar, groundnut, cashew nut and pig meat. These nine commodities are the main agricultural products and exportables of Vietnam. Their shares in total output exceed 70% allowing for a generalization of the calculated PSEs, thus roughly representing the whole agricultural sector. The finding is that most agricultural products were taxed in the mid 1980s until the mid 1990s. This was often due to large inefficiencies in the production and processing of agricultural commodities, the dominance and monopoly position of the state-owned sector, restrictive trade policies like import and export quotas and licenses, and distorted markets and prices in the country. The domestic reform process, the opening of the economy since the early 1990s, and the shift from an import-substitution strategy towards export-promotion, however, impacted on the gaps between the domestic and international prices. Thus, since the mid 1990s, the support of agriculture increased - but still reaching only rather low levels. At its peak, the %PSE for the agricultural sector was 24.2% which is moderate compared with other countries. The low level of protection implies that Vietnam may not face excessive difficulties in its further international integration. This study of Vietnam is the third comprehensive review conducted within an IFPRI project on understanding and assessing domestic and trade policies in the agricultural sector in developing countries.
