    Recommendation, collaboration and social search

    This chapter considers the social component of interactive information retrieval: what is the role of other people in searching and browsing? For simplicity we begin by considering situations without computers. After all, you can interactively retrieve information without a computer; you just have to interact with someone or something else. Such an analysis can then help us think about the new forms of collaborative interactions that extend our conceptions of information search, made possible by the growth of networked ubiquitous computing technology. Information searching and browsing have often been conceptualized as a solitary activity, however they always have a social component. We may talk about 'the' searcher or 'the' user of a database or information resource. Our focus may be on individual uses and our research may look at individual users. Our experiments may be designed to observe the behaviors of individual subjects. Our models and theories derived from our empirical analyses may focus substantially or exclusively on an individual's evolving goals, thoughts, beliefs, emotions and actions. Nevertheless there are always social aspects of information seeking and use present, both implicitly and explicitly. We start by summarizing some of the history of information access with an emphasis on social and collaborative interactions. Then we look at the nature of recommendations, social search and interfaces to support collaboration between information seekers. Following this we consider how the design of interactive information systems is influenced by their social elements

    Nonprofit Mergers: An Assessment of Nonprofits' Experiences with the Merger Process

    An increasing number of nonprofit organizations are exploring mergers -- the process by which at least two nonprofit corporations join to form one legal entity. Yet, little is known about nonprofits' experiences with the merger process. What leads nonprofits to explore a merger and what outcomes do they expect to achieve as a result? Who within the organization is typically involved in facilitating the merger? How long do mergers take to complete, what do they cost and, above all, what are the results? Drawing on the experiences of 22 nonprofit organizations in Allegheny County that explored, attempted or completed a merger, combined with a comprehensive literature review, this report seeks to answer those questions and provide recommendations that nonprofits and funders can use to inform their conversations about the merger process

    Preparing to Preserve: Three Essential Steps to Building Experience with Long-Term Digital Preservation

    Many organizations face complex questions of how to implement affordable and sustainable digital preservation practices. One strategic priority at the University Libraries at the University of Nevada-Las Vegas, United States, is increased focus toward preservation of unique digital assets, whether digitized from physical originals or born digital. A team comprised of experts from multiple functional library departments (including the special collections/archives area and the technology area) was established to help address this priority, and efforts are beginning to translate into operational practice. This work outlines a three-step approach: Partnership, Policy, Pilot taken by one academic research library to strategically build experience utilizing a collaborative team approach. Our experience included the formation of a team, education of all members, and a foundational attitude that decisions would be undertaken as partners rather than competing departments or units. The team’s work included the development of an initial digital preservation policy, helping to distill the organizational priority and values associated with digital preservation. Several pilot projects were initiated and completed, which provided realistic, first-person experience with digital preservation activities, surfaced questions, and set the stage for developing and refining sustainable workflows. This work will highlight key activities in our journey to date, with the hope that experience gained through this effort could be applicable, in whole or part, to other organizations regardless of their size or capacity

    Financial Fitness Education for Potential Homebuyers: A Start-Up Guide for NeighborWorks Organizations

    Financial fitness education is a critical piece of community development, given today's socioeconomic climate consisting of the deregulation of government institutions and the increasing complexity of financial services. These changes are occurring when personal savings are low and bankruptcy rates are high, with 1.35 million filings in 1997.[1] Twelve million households, one-half of which receive public assistance, do not have bank accounts.[2] Subsequently, in an ever more difficult financial system through which to navigate, there remains a significant number of novice consumers, who would benefit greatly from financial fitness education.The financial system is not only complex but also laden with institutional barriers and potential pitfalls. Over the years, access to legitimate financial institutions and credit in low-income neighborhoods has become increasingly limited, whereby local bank branches have been replaced by expensive fringe banking outlets, such as check-cashing stores, payday loan outlets and pawnshops.Moreover, some residents face cultural or language barriers that prevent them from fully accessing appropriate financial services. Other dangers include consumer scams and schemes, as well as predatory lending practices -- high-cost loans targeted to people who cannot afford to repay them. Financial fitness education can help families become more aware of common pitfalls and thus avoid them while helping them to learn the financial management and planning skills needed to make the most of their income, savings and assets. Such education is vital for low- and moderate-income families who are fulfilling basic needs currently but are precariously positioned to overestimate the reach of their income, with little or no savings as a cushion.Recent changes in the national economy and public policy have led to a rise in the number of organizations developing and delivering financial fitness education. Approximately 20 formal curricula are in circulation around the country, being used by Cooperative Extension and education organizations; government agencies; consumer, nonprofit and community organizations; as well as private financial institutions and credit agencies. These organizations often share the objective of helping people to choose and use financial services successfully.Developing an effective financial fitness education program that will help local constituents move beyond fulfilling basic needs to accumulating savings -- and even assets -- while avoiding all of the perils along the way requires careful planning. Since each community has a unique target population, goals and resources, there cannot be a "one size fits all" program. Rather, an organization needs to develop a program that matches its goals along with the needs of the target population. This start-up guide is designed to help NeighborWorks organizations analyze the local need and their internal capacity for developing a financial fitness education program to increase consumers' money management skills, and in turn, to enable previously underserved markets to attain homeownership

    This paper presents a model for analysing and improving performance of R&D in Malaysian universities. There are various general models for R&D analysis, but none is specific for improving the performance of R&D in Malaysian universities. This research attempts to fill a gap in the body of knowledge with regard to developing countries by explicitly focusing on factors that are relevant for analysing and improving R&D performance in Malaysian universities.\ud The project's methodology essentially entails a deductive route to identify and progressively refine the factors that determine R&D performance. It is based on extensive literature study aimed at developing a model that is appropriate for researching and improving R&D in an emerging economy. The paper addresses the development of the model and the research project’s approach. This model will be applied in collecting data from surveys and a number of field studies. The results will be used to improve the model as well as recommending points of improvement for Malaysian universities

    Labour Market Information Driven, Personalized, OER Recommendation System for Lifelong Learners

    In this paper, we suggest a novel method to aid lifelong learners to access relevant OER based learning content to master skills demanded on the labour market. Our software prototype 1) applies Text Classification and Text Mining methods on vacancy announcements to decompose jobs into meaningful skills components, which lifelong learners should target; and 2) creates a hybrid OER Recommender System to suggest personalized learning content for learners to progress towards their skill targets. For the first evaluation of this prototype we focused on two job areas: Data Scientist, and Mechanical Engineer. We applied our skill extractor approach and provided OER recommendations for learners targeting these jobs. We conducted in-depth, semi-structured interviews with 12 subject matter experts to learn how our prototype performs in terms of its objectives, logic, and contribution to learning. More than 150 recommendations were generated, and 76.9% of these recommendations were treated as useful by the interviewees. Interviews revealed that a personalized OER recommender system, based on skills demanded by labour market, has the potential to improve the learning experience of lifelong learners.Comment: This paper has been accepted to be published in the proceedings of CSEDU 2020 by SciTePres
