    Assessing the effectiveness of pen-based input queries

    In this poster, we describe an experiment exploring the effectiveness of a pen based text input device for use in query construction. Standard TREC queries were written, recognised, and subsequently retrieved upon. Comparisons between retrieval effectiveness based on the recognised writing and a typed text baseline were made. On average, effectiveness was 75% of the baseline. Other statistics on the quality and nature of recognition are also reported

    The problem of generating synthetic data for the training and evaluation of document analysis systems has been widely addressed in recent years. With the increased interest in processing multilingual sources, however, there is a tremendous need to be able to rapidly generate data in new languages and scripts, without the need to develop specialized systems. We have developed a system, which uses language support of the MS Windows operating system combined with custom print drivers to render tiff images simultaneously with windows Enhanced Metafile directives. The metafile information is parsed to generate zone, line, word, and character ground truth including location, font information and content in any language supported by Windows. The resulting images can be physically or synthetically degraded by our degradation modules, and used for training and evaluating Optical Character Recognition (OCR) systems. Our document image degradation methodology incorporates several often-encountered types of noise at the page and pixel levels.     Shape and Texture Combined Face Recognition for Detection of Forged ID Documents

    This paper proposes a face recognition system that can be used to effectively match a face image scanned from an identity (ID) doc-ument against the face image stored in the biometric chip of such a document. The purpose of this specific face recognition algorithm is to aid the automatic detection of forged ID documents where the photography printed on the document’s surface has been altered or replaced. The proposed algorithm uses a novel combination of texture and shape features together with sub-space representation techniques. In addition, the robustness of the proposed algorithm when dealing with more general face recognition tasks has been proven with the Good, the Bad & the Ugly (GBU) dataset, one of the most challenging datasets containing frontal faces. The proposed algorithm has been complement-ed with a novel method that adopts two operating points to enhance the reliability of the algorithm’s final verification decision.Final Accepted Versio

    Investment climate reform - going the last mile : the bulldozer initiative in Bosnia and Herzegovina

    The author examines the Bulldozer Initiative in Bosnia and Herzegovina, an innovative reform methodology that successfully overcame the lack of political will and capacity at the government level through a bottom-up approach. Using an innovative grassroots and public awareness methodology, the initiative mobilized the local business community to bulldoze barriers by identifying concrete legislative changes and advocating for their adoption and implementation. By delivering fast results-50 reforms in 150 days-the initiative won the confidence of entrepreneurs and empowered them to institutionalize permanent grassroots reform committees. The force of this lobby group created political will by putting public pressure on the politicians to do their part to enact the reforms. Most important, it carried investment climate reform the last mile by delivering concrete, quantifiable results in all sectors of the economy. Over time, the initiative is establishing a dynamic of reform and public-private partnership that will facilitate the tackling of more complicated structural reforms. Complementing the systemic approach and framework reform efforts of governments and international agencies, competitiveness partnerships mobilize the local business community to catalog concrete problems across the full spectrum of investment climate concerns, pinpoint solutions, campaign for their adoption, and follow up on reform implementation.
