Using HSPA to improve the telemedical links on a moving ambulance

As the demand for faster and more effective health care increases, there is a growing need to establish mobile, high-speed communications between a moving ambulance and a consultation point (usually a hospital). The recent addition of HSPA (HSDPA and HSUPA) into the UMTS suite provides higher bandwidth and reduced delays, making this choice ideal for real-time telemedical applications. In this paper, we will describe a set of scenarios that took place in a typical large city area, along with their equivalent results: a moving ambulance was linked with a consultation station using HSPA and several videoconferencing sessions were initiated. Best-case, worst-case and average scenarios were recorded. Furthermore, in areas where the UMTS reception was marginal, a repeater was placed on top of the vehicle to boost up the signal power and thus maintain the higher bandwidth. Finally, treating doctors were asked to evaluate the effectiveness of this system’s outputs, based on a variety of objective and subjective criteria

Video conferencing: an effective solution to long distance student placement support?

Background Within many health related degree programmes, students receive support during placements via visiting tutors. Literature discusses the importance of this support but economic and environmental arguments indicate a need for alternatives to supporting a student in situ. This project investigated the logistics of and perceptions towards using video conferencing as a means of providing this support. Methods A pilot project was undertaken in which an in situ, support meeting was replaced with a meeting via video link. All participants completed evaluative questionnaires and students attended a follow up focus group in order to explore responses in more depth. Results and discussion Use of the medium identified key logistical hurdles in implementing technology into existing support systems. All participants expressed enthusiasm for the medium with educators expressing a preference. Students identified concerns over the use of this medium for failing placements but could not identify why. As a result of evaluation, this project has raised a number of questions relating to the fitness for purpose of video conferencing in this context. Conclusion Future research aims to respond to the questions raised in evaluating the value and purpose of placement support and the nature of conversations via the video conferencing medium

FHCF: A simple and efficient scheduling scheme for IEEE 802.11e wireless networks

The IEEE 802.11e medium access control (MAC) layer protocol is an emerging standard to support quality of service (QoS) in 802.11 wireless networks. Some recent works show that the 802.11e hybrid coordination function (HCF) can improve signi¯cantly the QoS support in 802.11 networks. A simple HCF referenced scheduler has been proposed in the 802.11e which takes into account the QoS requirements of °ows and allocates time to stations on the basis of the mean sending rate. As we show in this paper, this HCF referenced scheduling algorithm is only e±cient and works well for °ows with strict constant bit rate (CBR) characteristics. However, a lot of real-time applications, such as videoconferencing, have some variations in their packet sizes, sending rates or even have variable bit rate (VBR) characteristics. In this paper we propose FHCF, a simple and e±cient scheduling algorithm for 802.11e that aims to be fair for both CBR and VBR °ows. FHCF uses queue length estimations to tune its time allocation to mobile stations. We present analytical model evaluations and a set of simulations results, and provide performance comparisons with the 802.11e HCF referenced scheduler. Our performance study indicates that FHCF provides good fairness while supporting bandwidth and delay requirements for a large range of network loads

Efficient Video Transport over Lossy Networks

Nowadays, packet video is an important application of the Internet. Unfortunately the capacity of the Internet is still very heterogeneous because it connects high bandwidth ATM networks as well as low bandwidth ISDN dial in lines. The MPEG-2 and MPEG-4 video compression standards provide efficient video encoding for high and low bandwidth media streams. In particular they include two paradigms which make those standards suitable for the transmission of video via heterogeneous networks. Both support layered video streams and MPEG-4 additionally allows the independent coding of video objects. In this paper we discuss those two paradigms, give an overview of the MPEG video compression standards and describe transport protocols for Real Time Media transport over lossy networks. Furthermore, we propose a real-time segmentation approach for extracting video objects in teleteaching scenarios
