    Policy into practice: Adoption of hazard mitigation measures by local government in Queensland:A collaborative research project between Queensland University of Technology and Emergency Management Queensland in association with Local Government of Queensland Disaster Management Alliance

    The focus of the present research was to investigate how Local Governments in Queensland were progressing with the adoption of delineated DM policies and supporting guidelines. The study consulted Local Government representatives and hence, the results reflect their views on these issues. Is adoption occurring? To what degree? Are policies and guidelines being effectively implemented so that the objective of a safer, more resilient community is being achieved? If not, what are the current barriers to achieving this, and can recommendations be made to overcome these barriers? These questions defined the basis on which the present study was designed and the survey tools developed.\ud \ud While it was recognised that LGAQ and Emergency Management Queensland (EMQ) may have differing views on some reported issues, it was beyond the scope of the present study to canvass those views.\ud \ud The study resolved to document and analyse these questions under the broad themes of: \ud \ud • Building community capacity (notably via community awareness).\ud • Council operationalisation of DM. \ud • Regional partnerships (in mitigation/adaptation).\ud \ud Data was collected via a survey tool comprising two components: \ud \ud • An online questionnaire survey distributed via the LGAQ Disaster Management Alliance (hereafter referred to as the “Alliance”) to DM sections of all Queensland Local Government Councils; and\ud • a series of focus groups with selected Queensland Councils\u

    Adaptive cell-based evacuation systems for leader-follower crowd evacuation

    The challenge of controlling crowd movement at large events expands not only to the realm of emergency evacuations but also to improving non-critical conditions related to operational efficiency and comfort. In both cases, it becomes necessary to develop adaptive crowd motion control systems. In particular, adaptive cell-based crowd evacuation systems dynamically generate exit-choice recommendations favoring a coordinated group dynamic that improves safety and evacuation time. We investigate the viability of using this mechanism to develop a ‘‘leader-follower’’ evacuation system in which a trained evacuation staff guides evacuees safely to the exit gates. To validate the proposal, we use a simulation–optimization framework integrating microscopic simulation. Evacuees’ behavior has been modeled using a three-layered architecture that includes eligibility, exit-choice changing, and exit-choice models, calibrated with hypothetical-choice experiments. As a significant contribution of this work, the proposed behavior models capture the influence of leaders on evacuees, which is translated into exitchoice decisions and the adaptation of speed. This influence can be easily modulated to evaluate the evacuation efficiency under different evacuation scenarios and evacuees’ behavior profiles. When measuring the efficiency of the evacuation processes, particular attention has been paid to safety by using pedestrian Macroscopic Fundamental Diagrams (p-MFD), which model the crowd movement dynamics from a macroscopic perspective. The spatiotemporal view of the evacuation performance in the form of crowd-pressure vs. density values allowed us to evaluate and compare safety in different evacuation scenarios reasonably and consistently. Experimental results confirm the viability of using adaptive cell-based crowd evacuation systems as a guidance tool to be used by evacuation staff to guide evacuees. Interestingly, we found that evacuation staff motion speed plays a crucial role in balancing egress time and safety. Thus, it is expected that by instructing evacuation staff to move at a predefined speed, we can reach the desired balance between evacuation time, accident probability, and comfort

    System Identification for the design of behavioral controllers in crowd evacuations

    Behavioral modification using active instructions is a promising interventional method to optimize crowd evacuations. However, existing research efforts have been more focused on eliciting general principles of optimal behavior than providing explicit mechanisms to dynamically induce the desired behaviors, which could be claimed as a significant knowledge gap in crowd evacuation optimization. In particular, we propose using dynamic distancekeeping instructions to regulate pedestrian flows and improve safety and evacuation time. We investigate the viability of using Model Predictive Control (MPC) techniques to develop a behavioral controller that obtains the optimal distance-keeping instructions to modulate the pedestrian density at bottlenecks. System Identification is proposed as a general methodology to model crowd dynamics and build prediction models. Thus, for a testbed evacuation scenario and input?output data generated from designed microscopic simulations, we estimate a linear AutoRegressive eXogenous model (ARX), which is used as the prediction model in the MPC controller. A microscopic simulation framework is used to validate the proposal that embeds the designed MPC controller, tuned and refined in closed-loop using the ARX model as the Plant model. As a significant contribution, the proposed combination of MPC control and System Identification to model crowd dynamics appears ideally suited to develop realistic and practical control systems for controlling crowd motion. The flexibility of MPC control technology to impose constraints on control variables and include different disturbance models in the prediction model has confirmed its suitability in the design of behavioral controllers in crowd evacuations. We found that an adequate selection of output disturbance models in the predictor is critical in the type of responses given by the controller.     Encoding natural movement as an agent-based system: an investigation into human pedestrian behaviour in the built environment

    Gibson's ecological theory of perception has received considerable attention within psychology literature, as well as in computer vision and robotics. However, few have applied Gibson's approach to agent-based models of human movement, because the ecological theory requires that individuals have a vision-based mental model of the world, and for large numbers of agents this becomes extremely expensive computationally. Thus, within current pedestrian models, path evaluation is based on calibration from observed data or on sophisticated but deterministic route-choice mechanisms; there is little open-ended behavioural modelling of human-movement patterns. One solution which allows individuals rapid concurrent access to the visual information within an environment is an 'exosomatic visual architecture" where the connections between mutually visible locations within a configuration are prestored in a lookup table. Here we demonstrate that, with the aid of an exosomatic visual architecture, it is possible to develop behavioural models in which movement rules originating from Gibson's principle of affordance are utilised. We apply large numbers of agents programmed with these rules to a built-environment example and show that, by varying parameters such as destination selection, field of view, and steps taken between decision points, it is possible to generate aggregate movement levels very similar to those found in an actual building context

    The liquid argon time projection chamber (LArTPC) detector technology provides an opportunity for precision neutrino oscillation measurements, neutrino cross section measurements, and searches for rare processes, such as SuperNova neutrino detection.     Spatial layout planning in sub-surface rail station design for effective fire evacuation

    The London Underground network is a crucial part of the transportation system in one of only four ‘Alpha’ world cities. The other three – Paris, New York and Tokyo – also have such sub-surface railway transport systems that may benefit from this shape grammar station design process in a future research proposal. In London’s case, the passenger flow rates are the underlining factor in sizing infrastructure where passengers have access – it is therefore this criterion that provides the basis for the shape grammar formulation for the largest, oldest and one of the most complex underground systems in the world. The research aims to improve passenger fire evacuation times, with due cognisance of the growth of numbers using the system, and its present susceptibility to terrorist attacks taken into account. The proposed shape grammar approach will provide for generation of spatial layouts, based upon visual rules of shape recognition, replacement / union, their connectivity and spatial relationships. The paper concentrates on definition and implementation of novel shape grammar design rules that incorporate station planning design knowledge, and in particular also discusses designers’ fire risk assessment approach and related knowledge that is also needed to produce credible station design solutions. Development, to date, of the proposed artificially intelligent CAD environment is also described along with parallel theoretical research. The proposed CAD interface provides familiarity to the designer and avoids incompatibility issues regarding drawing exchange format between various software systems. The shape grammar layouts produced will be tested in SIMULEX, a commercially available evacuation package, and be compared against ‘traditionally’ designed layouts to demonstrate improvements of preliminary ‘reference’ designs, which follow the standard London Underground design process as a later stage of this research

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Performance of Hollow Load Process Challenge Devices (HLPCDs) for the determination of air removal and steam penetration in porous load steam sterilization processes: Part 1 – The evolution of HLPCDs in standards and a review of the current supporting published evidence

    Steam sterilization Process Challenge Devices (PCDs) are devices which present a defined challenge to a sterilization process. In part one of a two part series the authors review the published literature covering studies evaluating the removal of air and penetration of steam into hollow tubular devices and then discuss the relevance of the material in support of the current custom and practice of utilising simple tubular PCDs (Hollow Load Process Challenge Devices HLPCDs) as a means of monitoring production loads for adequacy of air removal and steam penetration. This review places such data in the context of the evolution of HLPCDs in the standards for small and large porous load steam sterilizers. With regard to the apparent acceptance of the HLPCD in EN 867-5 into custom and practice for batch monitoring the literature suggests this may be misleading. The literature review concludes that there is an urgent need for an International Standard which describes how a HLPCD can be developed and tested against real medical devices in a range of sterilization processes representing current state of the art in full load conditions
