    The Nationalökonomische Gesellschaft (Austrian Economic Association, NOeG) provides a prominent example of the Viennese economic circles that more than academic economics dominated scientific discourse in the interwar years. For the first time this paper gives a thorough account of its history, from its foundation 1918 until the demise of its long-time president, Hans Mayer, 1955, based on official documents and archival material. The topics treated include its predecessor and rival, the Gesellschaft österreichischer Volkswirte, the foundation 1918 soon to be followed by years of inactivity, the relaunch by Mayer and Mises, the survival under the NS-regime and the expulsion of its Jewish members, and the slow restoration after 1945. In particular, an attempt is made to provide a list of the papers presented to the NOeG, as complete as possible, for the period 1918-1938.     History of consumer demand theory 1871-1971: A Neo-Kantian rational reconstruction

    This paper examines the history of the neoclassical theory of consumer demand from 1871 to 1971 by bringing into play the knowledge theory of the Marburg School, a Neo-Kantian philosophical movement.     The Vienna circles: cultivating economic knowledge outside academia

    __Abstract__ This article examines the intellectual scenery of interwar Vienna. It argues that its central institution was not academia, but rather the circles (‘Kreise’). The prominence of these circles can partly account for the creative outburst in the social sciences in interwar Vienna. The article also helps to explain the peculiar character of the knowledge produced in interwar Vienna which is just as much concerned with social and political issues as it is with more traditional scientific issues. The lack of formal institutions and the marginal position of the University of Vienna also had downsides. It caused uncertainty in terms of career prospects and professional identities, although the informal interaction within the circles full of rituals and alternative institutions could partly make up for this. The uncertain future for scholars ultimately contributed to the enormous wave of migration from Vienna, frequently even before the political situation became an acute threat

    Disciplinarity and Trandisciplinarity in the Study of Knowledge

    Scholarly inquiry about the nature and significance of knowledge has been shaped by disciplinary traditions and priorities that define “knowledge” differently and result in disconnected literatures. In the mid to late twentieth century, library science educator Jesse Shera sought to bridge the conceptual gap between epistemological and sociological approaches to knowledge in proposing a new discipline he called social epistemology. Around the same time, long-term projects by the economist Fritz Machlup and the physical chemist turned philosopher of science Michael Polanyi did not merely combine existing disciplinary approaches but transcended conventional frameworks for conceptualizing knowledge. These scholars can be viewed in retrospect as bringing to the study of knowledge the germs of a transdisciplinary approach. The concept of transdisciplinarity gained traction only after these authors produced their works and has been applied mainly to scientific and technological topics such as climate change, nanotechnology, and sustainability. However, such an approach is highly applicable in studying the meanings, uses, and roles of knowledge in an environment that has changed with the advent of computer-enabled communication networks. Transdisciplinary accounts of knowledge ought to foster a dialogue between liberal arts and applied, client-oriented disciplines

    The Collapse of Interwar Vienna: Oskar Morgenstern’s Community, 1925 - 1950

    From the perspective of science, art and intellectual life in general, Interwar Vienna was one of the most vibrant communities in modern European history. Within the field of economics, it was home to, amongst others, Ludwig von Mises, Friedrich von Hayek, Hans Mayer, Gottfried Haberler, Fritz Machlup, Oskar Morgenstern, Karl Menger and Abraham Wald. The community flourished after the end of World War I, and then began to suffer in the early 1930’s as a result of growing political instability and rising anti-semitism. With the Anschluss of Austria by the Third Reich in March 1938, it collapsed completely, never to recover. Drawing on the personal papers of two key participants, Oskar Morgenstern and Karl Menger, and also on the archives of the Rockefeller Foundation, this paper provides a portrait of that community, chronicling its evolution and dramatic collapse. Particular attention is paid to the milieu surrounding Morgenstern, both as director of the Rockefeller-funded Austrian Institute for Business Cycle Research and as philosophical “dissident”. In collaborating with mathematicians Menger, Wald and, later, John von Neumann, he gradually forsook his Austrian theoretical legacy. The account detailed here shows conflict and tension to have been central to both the life and death of this fabled community.

    Ideas, Artifacts, and Facilities: Information as a Common-Pool Resource

    The goal of this paper is to summarize the lessons learned from a large body of international, interdisciplinary research on common-pool resources (CPRs) in the past 25 years and consider its usefulness in the analysis of scholarly information as a resource. We will suggest ways in which the study of the governance and management of common-pool resources can be applied to the analysis of information and \u27the intellectual public domain.\u27 The complexity of the issues is enormous for many reasons: the vast number of players, multiple conflicting interests, rapid changes of technology, the general lack of understanding of digital technologies, local versus global arenas, and a chronic lack of precision about the information resource at hand. We suggest, in the tradition of Hayek, that the combination of time and place analysis with general scientific knowledge is necessary for sufficient understanding of policy and action. In addition, the careful development of an unambiguous language and agreed-upon definitions is imperative. As one of the framing papers for the Conference on the Public Domain, we focus on the language, the methodology, and outcomes of research on common-pool resources in order to better understand how various types of property regimes affect the provision, production, distribution, appropriation, and consumption of scholarly information. Our analysis will suggest that collective action and new institutional design play as large a part in the shaping of scholarly information as do legal restrictions and market forces
