    The knowledge society and high performance workplace systems: Enhancing worker voice

    This paper focuses on an aspect of the ‘Future of Work’. The introduction of high performance workplace systems (hpws) is, in general terms, consistent with the broad thrust of the ‘knowledge society’ debate. The central thesis holds that the introduction of hpws has the potential to enhance ‘worker voice,’ especially in the context of a ‘third way’ political environment that fosters a more tripartite approach to industrial relations. The paper draws on several pieces of research, each of which has its own methodological approach. The discussion of the ‘knowledge society’ debate and the ‘third way’ political context draws on policy analyses undertaken by Law and Piercy. The body of the paper is based on a survey by Law of union members engaged in a hpws in a large NZ dairy factory. That research involved focus groups and a postal survey. Qualitative (write-in) responses were further analysed using a dynamic coding system developed by Law. The findings are consistent with the (US) work of Black and Lynch. With some qualifications, the introduction of hpws has enhanced worker participation. Active union involvement was a positive factor. For a proportion of union members, the introduction of hpws has had positive off-site effects

    Some of the most important assets that the New Zealand government develops and maintains are not recorded on the Crown\u27s balance street. They are the regulatory arrangements that have been developed, introduced and refined over many years to protect the rights, safety, property and other interest of its citizens, residents and visitors, according to this report. Summary The latest Crown financial statements report that, at 30 June 2014, the New Zealand government held total assets valued at around $256 billion (New Zealand Government, 2014). These included a diverse range of physical, financial and other assets, such as national parks, highways, state houses, electricity generation plant and equipment, Kiwibank mortgages, shares, deposits, and the National Library and Te Papa collections. But some of the most important assets that the New Zealand government develops and maintains are not recorded on the Crown’s balance sheet. They are the regulatory arrangements that have been developed, introduced and refined over many years to, among other things, protect the rights, safety, property and other interests of its citizens, residents and visitors, allocate responsibilities for various risks, and otherwise help them transact or engage with each other on fair and efficient terms

    The New Zealand performance based research fund and its impact on publication activity in economics

    New Zealand’s academic research assessment scheme, the Performance Based Research Fund (PBRF), was launched in 2002 with the stated objective of increasing research quality in the nation’s universities. Evaluation rounds were conducted in 2003, 2006 and 2012. In this paper, we employ 22 different journal weighting schemes to generate output estimates of refereed journal paper and page production over three six year periods (1994-1999; 2000-2005 and 2006-2011). These time periods reflect a pre-PBRF environment, a mixed assessment period, and a pure PBRF research environment, respectively. Our findings indicate that, on average, research productivity, defined in either paper or page terms, has increased since the introduction of the PBRF. However, this outcome is due to a major increase in the quantity of papers and pages produced per capita that has more than off-set a decline in the quality of published outputs since the introduction of the PBRF. In other words, our findings suggest that the PBRF has failed to achieve its stated goal of increasing average research quality, but it has resulted in substantial gains in productivity achieved via large increases in the quantity of refereed journal articles

    Economic Integration, Sovereignty and Identity: New Zealand in the Global Economy

    Markets are becoming more integrated. Whilst governments have limited influence over this process, they can hasten or hinder the pace of integration and will need to respond to the implications of integration. This paper provides a framework for thinking about the benefits and costs of market integration. It analyses how cross border flows of goods, services, capital and labour affect the living standards of New Zealanders in terms of both productivity and incomes as well as other, broader, aspects of living standards. Particular attention is paid to the areas of spatial economic analysis and national sovereignty and identity. Governments must consider a number of factors when thinking about their stance on integration. Further economic integration promises economic benefits for New Zealanders in terms of greater productivity and higher incomes. One risk, however, is that with increasingly free factor flows, government pursuit of integration may increase the risk of activity relocating offshore. The evidence on the overall effect of integration on income distribution is unclear, however we do know that there will be winners and losers. Decision-making power and feelings of identity seem to be important components of well-being - integration brings with it both risks and opportunities in these areas, as pressure is put on traditional forms of governance and identity, and new forms develop. Deciding how the costs and benefits of integration stack up ultimately involves a number of value judgements - the paper provides a framework and a summary of empirical evidence to help inform those judgements.

    Dairy industry organizations, universities and government agencies are variously involved in embedding web-based, standardized farm business performance systems in the Australian and New Zealand industries. The spectrum of involvement prompts an exploration of demand drivers and expectations of benefits, public and private. Inclusion of South Australian dairy businesses in a web data system as part of implementing the South Australian dairy industry strategic plan is discussed as an example where public and private benefits are expected. To the extent that adoption of the web as a data management platform is an aid to dialogue in the public-private partnership of industry development more detailed research about the systems and their benefits to stakeholders is merited.Farm Management,

    The political economy of a productivist agriculture: New Zealand dairy discourses

    The New Zealand dairy industry faces political and commercial pressure to improve its environmental performance on the one hand while maintaining economic efficiency and commercial competitiveness in a global marketplace on the other. The growing scale and intensity of dairy production have caused significant cumulative environmental impacts. Productivist constructions of environmental improvement by the industry are an example of ecological modernisation by a large international agri-food organisation in the face of global trade competition and domestic political pressures. This paper explores the productivist constructions of environmental management by the New Zealand dairy industry in the context of global economic competition and notes an alternative response inspired by an ethic of sustainability. It suggests that despite global pressures of economic competition it is possible to incorporate non-material values into farm management provided these are recognised and rewarded

    What’s behind the ag-data logo? An examination of voluntary agricultural-data codes of practice

    In this article, we analyse agricultural data (ag-data) codes of practice. After the introduction, Part II examines the emergence of ag-data codes of practice and provides two case studies—the American Farm Bureau’s Privacy and Security Principles for Farm Data and New Zealand’s Farm Data Code of Practice—that illustrate that the ultimate aims of ag-data codes of practice are inextricably linked to consent, disclosure, transparency and, ultimately, the building of trust. Part III highlights the commonalities and challenges of ag-data codes of practice. In Part IV several concluding observations are made. Most notably, while ag-data codes of practice may help change practices and convert complex details about ag-data contracts into something tangible, understandable and useable, it is important for agricultural industries to not hastily or uncritically accept or adopt ag-data codes of practice. There needs to be clear objectives, and a clear direction in which stakeholders want to take ag-data practices. In other words, stakeholders need to be sure about what they are trying, and able, to achieve with ag-data codes of practice. Ag-data codes of practice need credible administration, accreditation and monitoring. There also needs to be a way of reviewing and evaluating the codes in a more meaningful way than simple metrics such as the number of members: for example, we need to know something about whether the codes raise awareness and education around data practices, and, perhaps most importantly, whether they encourage changes in attitudes and behaviours around the access to and use of ag-data

    Valuing Avoided Soil Erosion by Considering Private and Public Net Benefits

    The population in New Zealand is expected to increase to over five million by the mid 2020’s from the current level of 4.3 million (Statistics New Zealand, 2009). An increasing demand for primary produce as a result may put pressure on marginal land to be farmed. Understanding the economic value of avoided erosion in New Zealand is therefore an important factor in policy making to optimise the soil related activities in the economy. Establishing a methodology for estimating the economic value of avoided soil erosion is the first step in assessing the problem. This study uses the future forest scenarios developed by Scion to identify potential afforestation areas and thereby compare the current erosion/sedimentation status under current land-use (non woody vegetation) with potential future afforestation. The study aims to quantify the incremental public and private net benefits from the change in scenario. The notion has come under different headings in the literature, such as on-site and off-site erosion effects or sediment and soil erosion effects, all of which recognize the importance of separation of effects to avoid double-counting. The separation into public and private benefits and costs in this case, while avoiding double-counting, will also help identify appropriate policy instruments to avoid soil erosion damage using the private and public net benefit framework (Pannell, 2008).Environmental Economics and Policy, Land Economics/Use,

    Australia's Pacific Seasonal Worker Pilot Scheme and its interface with the Australian horticultural labour market: is it time to refine the policy?

    The Pacific Seasonal Worker Pilot Scheme (PSWPS) signals a new level of engagement between Australia and Pacific island countries and is of major significance for all participating countries. It embodies the ramping up of the globalisation of labour markets, communities and nations in the Pacific region and constitutes international people movement that inevitably will have a transformative impact on labour receiving and sending nations in terms of their social, political and economic structures. This article focuses on the demand side of this relationship, with emphasis on the newly established Australian PSWPS. The article raises questions concerning how, after an overview of New Zealand's Recognised Seasonal Employer (RSE) scheme and the Australian PSWPS, the advent of seasonal emigration from the Pacific will affect, and be affected by, existing employment and labour relations in the Australian horticultural sector. In this context, it examines information about undocumented workers in the Australian horticultural labour market and the degree they are impacting on the success of the pilot scheme. Finally, the article discusses the long-term viability of the pilot, based on a range of stakeholders' perspectives, and identifies some impediments to its expansion in its current form
