The CIAO Multi-Dialect Compiler and System: An Experimentation Workbench for Future (C)LP Systems
CIAO is an advanced programming environment supporting Logic and Constraint programming. It offers a simple concurrent kernel on top of which declarative and non-declarative extensions are added via librarles. Librarles are available for supporting the ISOProlog standard, several constraint domains, functional and higher order programming, concurrent and distributed programming, internet programming, and others. The source language allows declaring properties of predicates via assertions, including types and modes. Such properties are checked at compile-time or at run-time. The compiler and system architecture are designed to natively support modular global analysis, with the two objectives of proving properties in assertions and performing program optimizations, including transparently exploiting parallelism in programs. The purpose of this paper is to report on recent progress made in the context of the CIAO system, with special emphasis on the capabilities of the compiler, the techniques used for supporting such capabilities, and the results in the áreas of program analysis and transformation already obtained with the system
The 2002 Farm Bill: Revitalizing the Farm Economy Through Renewable Energy Development
2002 Policy Report.Reduced profit margins and low commodity prices have forced many to leave farming in the past decade, or rely increasingly on off-farm income, while more attractive opportunities in less volatile industries have deterred many young people from entering the farming profession. Currently, less than half of American farmers list farming as their primary source of income and the average American farmer is now 54.3 years old. The agricultural economy has always been volatile when compared to other industries due to (1) the inability of farmers to readily change production levels, (2) a fixed demand for food regardless of price, and (3) the unpredictability of climate events. But many uniquely modern challenges face U.S. agriculture as well, such as competition from foreign producers in an increasingly global economy, the proliferation of large-scale industrial agriculture, and the rising cost of energy inputs. Naturally, the economic hardships within the agricultural sector have had repercussions throughout Rural America. U.S. agriculture is at a crossroads. The decisions that shape this Farm Bill will determine the course of the agricultural sector for years to come. Although many challenges lie ahead, many new opportunities present themselves as well. Our fossil fuel-based economy, which heats our homes, powers our automobiles, and provides us with an array of products, is ultimately unsustainable in the long-term. But a new sustainable economy is slowly emerging, an economy which will rely increasingly on renewable sources of energy such as wind, solar, geothermal, and biomass. Farmers can be at the forefront of this revolution; utilizing the commodities they grow, and even the waste streams they now must dispose of, in innovative new ways to produce power, transportation fuels, and a new generation of biobased products and chemicals. Linking agriculture and renewable energy is key to diversifying our energy market, protecting our environment, and revitalizing rural America ñ truly a ìwin-win-winî opportunity that is good for American farmers and good for the country

Comparisons of resource assessments suggest resource constraints are not an obstacle to the large-scale deployment of renewable energy technologies. Knowledge Discovery in the SCADA Databases Used for the Municipal Power Supply System
This scientific paper delves into the problems related to the develop-ment of
intellectual data analysis system that could support decision making to manage
municipal power supply services. The management problems of mu-nicipal power
supply system have been specified taking into consideration modern tendencies
shown by new technologies that allow for an increase in the energy efficiency.
The analysis findings of the system problems related to the integrated
computer-aided control of the power supply for the city have been given. The
consideration was given to the hierarchy-level management decom-position model.
The objective task targeted at an increase in the energy effi-ciency to
minimize expenditures and energy losses during the generation and
transportation of energy carriers to the Consumer, the optimization of power
consumption at the prescribed level of the reliability of pipelines and
networks and the satisfaction of Consumers has been defined. To optimize the
support of the decision making a new approach to the monitoring of engineering
systems and technological processes related to the energy consumption and
transporta-tion using the technologies of geospatial analysis and Knowledge
Discovery in databases (KDD) has been proposed. The data acquisition for
analytical prob-lems is realized in the wireless heterogeneous medium, which
includes soft-touch VPN segments of ZigBee technology realizing the 6LoWPAN
standard over the IEEE 802.15.4 standard and also the segments of the networks
of cellu-lar communications. JBoss Application Server is used as a server-based
plat-form for the operation of the tools used for the retrieval of data
collected from sensor nodes, PLC and energy consumption record devices. The KDD
tools are developed using Java Enterprise Edition platform and Spring and ORM

Can open-source projects (re-) shape the SDN/NFV-driven telecommunication market?
Telecom network operators face rapidly changing business needs. Due to their dependence on long product cycles they lack the ability to quickly respond to changing user demands. To spur innovation and stay competitive, network operators are investigating technological solutions with a proven track record in other application domains such as open source software projects. Open source software enables parties to learn, use, or contribute to technology from which they were previously excluded. OSS has reshaped many application areas including the landscape of operating systems and consumer software. The paradigmshift in telecommunication systems towards Software-Defined Networking introduces possibilities to benefit from open source projects. Implementing the control part of networks in software enables speedier adaption and innovation, and less dependencies on legacy protocols or algorithms hard-coded in the control part of network devices. The recently proposed concept of Network Function Virtualization pushes the softwarization of telecommunication functionalities even further down to the data plane. Within the NFV paradigm, functionality which was previously reserved for dedicated hardware implementations can now be implemented in software and deployed on generic Commercial Off-The Shelf (COTS) hardware. This paper provides an overview of existing open source initiatives for SDN/NFV-based network architectures, involving infrastructure to orchestration-related functionality. It situates them in a business process context and identifies the pros and cons for the market in general, as well as for individual actors
