    Data science education – a scoping review

    AIM/PURPOSE : This study aimed to evaluate the extant research on data science education (DSE) to identify the existing gaps, opportunities, and challenges, and make recommendations for current and future DSE. BACKGROUND : There has been an increase in the number of data science programs especially because of the increased appreciation of data as a multidisciplinary strategic re-source. This has resulted in a greater need for skills in data science to extract meaningful insights from data. However, the data science programs are not enough to meet the demand for data science skills. While there is growth in data science programs, they appear more as a rebranding of existing engineering, computer science, mathematics, and statistics programs. METHODOLOGY : A scoping review was adopted for the period 2010–2021 using six scholarly multidisciplinary databases: Google Scholar, IEEE Xplore, ACM Digital Library, ScienceDirect, Scopus, and the AIS Basket of eight journals. The study was narrowed down to 91 research articles and adopted a classification coding framework and correlation analysis for analysis. CONTRIBUTION : We theoretically contribute to the growing body of knowledge about the need to scale up data science through multidisciplinary pedagogies and disciplines as the demand grows. This paves the way for future research to understand which programs can provide current and future data scientists the skills and competencies relevant to societal needs. FINDINGS : The key results revealed the limited emphasis on DSE, especially in non-STEM (Science, Technology, Engineering, and Mathematics) disciplines. In addition, the results identified the need to find a suitable pedagogy or a set of pedagogies existing framework to guide the design and development of DSE at various education levels, leading to sometimes inadequate programs. The study also noted the importance of various stakeholders who can contribute towards DSE and thus create opportunities in the DSE ecosystem. Most of the research studies reviewed were case studies that presented more STEM programs as compared to non-STEM. RECOMMENDATIONS FOR PRACTITIONERS : We recommend CRoss Industry Standard Process for Data Mining (CRISP-DM) as a framework to adopt collaborative pedagogies to teach data science. This research implies that it is important for academia, policymakers, and data science content developers to work closely with organizations to understand their needs. RECOMMENDATIONS FOR RESEARCHERS : We recommend future research into programs that can provide current and future data scientists the skills and competencies relevant to societal needs and how interdisciplinarity within these programs can be integrated. IMPACT ON SOCIETY : Data science expertise is essential for tackling societal issues and generating beneficial effects. The main problem is that data is diverse and always changing, necessitating ongoing (up)skilling. Academic institutions must therefore stay current with new advances, changing data, and organizational requirements. Industry experts might share views based on their practical knowledge. The DSE ecosystem can be shaped by collaborating with numerous stakeholders and being aware of each stakeholder’s function in order to advance data science inter-nationally.     Analysis of a South African cyber-security awareness campaign for schools using interdisciplinary communications frameworks

    To provide structure to cyber awareness and educational initiatives in South Africa, Kortjan and Von Solms (2014) developed a five-layer cyber-security awareness and education framework. The purpose of the dissertation is to determine how the framework layers can be refined through the integration of communication theory, with the intention to contribute towards the practical implications of the framework. The study is approached qualitatively and uses a case study for argumentation to illustrate how the existing framework can be further developed. Drawing on several comprehensive campaign planning models, the dissertation illustrates that not all important campaign planning elements are currently included in the existing framework. Proposed changes in the preparation layer include incorporating a situational and target audience analysis, determining resources allocated for the campaign, and formulating a communication strategy. Proposed changes in the delivery layer of the framework are concerned with the implementation, monitoring and adjustment, as well as reporting of campaign successes and challenges.     Explaining the intention of IT workers to telework: A South African perspective

    The concept of teleworking has been around for more than 40 years. Telework is commonly defined as the use of Information and Communication Technology (ICT) by employees to perform their day-to-day activities while being away from the traditional office. Telework or telecommuting, as it is also known, has received a lot of attention from researchers and organisations over the years due to its many reported benefits. Literature on telework is extensive, covering a wide range of topics including the demographics of teleworkers, different societal, organisational and individual perspectives on telework as well as the role of technology in telework. Despite all of this attention, telework adoption rates have remained low over the years. In South Africa, telework adoption is particularly low when compared to the rest of the world. The majority of past telework research has been focused on the organisational aspects of telework and adoption factors from the worker's perspective are not well understood. Furthermore, the literature reflects that the Information Technology (IT) profession could benefit from remote work practices due to high levels of stress amongst IT workers. This study therefore attempted to answer the question, "What factors influence South African IT workers' intention to telework?". Using an existing research model based on the Theory of Planned Behaviour (TPB), an explanatory research approach was followed with the objective of determining the influence of the TPB elements namely attitude, subjective norms and perceived behavioural control on IT workers' intention to adopt telework. The model was tested by means of an online survey, for which a total of 120 valid responses were received. Both quantitative and qualitative analysis methods were used to analyse the data collected. The sample size was fairly small and the geographical location of survey respondents could not be reliably established. These factors impact on the generalisability of the findings, which is a limitation of the study. Analysis of the data revealed a number of interesting findings. IT workers' attitudes towards telework were found to have little bearing on their intention to adopt this style of work. Similarly, the influence of significant others (subjective norms) did not significantly influence IT workers' intention to telework. Instead, a key determining factor of the intention to telework was the perceived behavioural control of IT workers which was, in turn, determined mainly by the availability and cost of the technology that enables telework, the level of support for teleworking provided by employers and the level of self-efficacy experienced by these workers. These findings are in contrast to the results of prior research, supporting the idea that initial adoption and telework continuance behaviours are different. The results also suggest that the South African context of this study is potentially significant and that the cost of bandwidth is still a major inhibitor of telework amongst local IT workers. The implications of these findings are that management needs to improve IT workers' access to remote work technology and better support staff who wish to telework by providing them with financial support and training. Issues relating to company culture were identified as potential areas for future telework research.     Bring Your Own Device (BYOD) adoption in South African SMEs

    The advancement in technological development is now altering the conventional order in the diffusion of IT innovation from a top-down approach (organisation to employees) to a bottom-up approach (employees to organisation). This change is more notable in developed economies and has led to the Bring Your Own Device (BYOD) phenomenon which promises increased productivity for employees and their organisations. There have been several studies on the corporate adoption of BYOD but few have investigated the phenomenon from a small and medium enterprise (SME) perspective and from developing countries specifically. This study investigated the BYOD phenomenon in South African SMEs. The goal was to identify contextual factors influencing BYOD adoption with the purpose of understanding how these factors shaped and reshaped by SME actions. The Perceived EReadiness Model (PERM) was adopted to unearth contextual BYOD adoption factors, while the Structuration Theory was adopted as the theoretical lens from which the social construction of the BYOD phenomenon was understood. The study adopted an interpretive stance and was qualitative in nature. Data was collected from SMEs using semi-structured interviews, and analysed using a thematic analysis approach. The findings show that for BYOD to be adopted and institutionalized in an SME there needs to be organisational readiness in terms of awareness, management support, business resources, human resources, employees' pressure, formal governance, and technological readiness. Specifically, business resources, management support and technological readiness were perceived to be of the outmost importance to the success of BYOD. Environmental factors of market forces, support from industry, government readiness and the sociocultural factor are identified. Findings from the structuration analysis reports the presence of rules and resources (structures) which SMEs draw upon in their BYOD actions and interactions. It provides understanding on the guiding structures such as "no training" and "no formal governance" within which BYOD meanings are formed, and actions such as allowing employees to use their devices to access organisational resources without the fear of security breaches and data theft, are enacted. While it is true that the successive adoption of ICTs in organisation depends on the availability of a conducive formal policy, findings in the study show that SMEs used their business resources and management support as guiding structures of domination which were legitimized by internal informal verbal rules, lack of an institutional BYOD specific policy, minimal industry support; and the presences of social pressure

    A social media model for public participation in a South African municipality

    Social media have become the preferred method of communication for individuals, organisations and even governments. These technologies have become ingrained in our everyday lives and have changed the way we communicate, collaborate are informed of recent happenings around the world. Social media websites are reported to be the most popular around the world. In the government sphere, social media is purported as a technology that will revolutionise citizen participation, service delivery and government-citizen interactions. Accordingly, governments around the world are steadily implementing social media in a bid to meet citizens’ demand for immediate and constant access to information, as well as increased opportunities to participate in government. Public participation has become an important focus area for government which could be used to effectively engage citizens and foster citizen trust. The United Nation’s E-government survey reports the presence of 125 countries on social media platforms. Despite the increased use of social media by governments, consensus among researchers is that governments need guidance on how to use social media effectively to achieve the potential benefits proposed by these technologies. Many social media adoptions by governments have been deemed as experimental; no formal action plan was designed, and many government employees are expected to learn social media use on-the-job. The aim of this research was to investigate and propose a social media model for public participation to leverage the opportunities provided by social media and present an effective and structured approach towards public participation. The research was designed as a mixed methods research using a case study based in the Eastern Cape Province of South Africa. The research involved a survey of citizens in the selected municipality based on the Uses and Gratifications Theory, interviews with employees responsible for social media in said municipality and a contents analysis of the existing social media pages of the municipality. The model was developed from the findings of the survey, interviews and existing literature. The implementation of the model was done in the Nelson Mandela Bay Municipality. The municipality appointed a social media champion responsible for obtaining support from top management and politicians within the municipality. Additional staff were added to the social media team and formal social media training was provided to the team. An official social media strategy was drafted and at the time of writing, needed to be approved by top management. The proposed model was operationalised within the Nelson Mandela Bay Municipality. This research makes several contributions to the E-government and social media fields in South Africa. The major contribution is the provision of guidance for South African municipalities to implement and use social media in an effective manner to achieve public participation. The research provided a phased approach to social media implementation that eliminates ad hoc experimentation and ensures the municipality’s social media activities are effective. The development of the model was based on the characteristics of the municipality and its citizens derived from the interviews and survey carried out. There are five phases in the model; Initialisation, Setup, Organisation, Institutionalisation and Maintenance. The model can be thought of as a guideline, and as such municipalities should adapt the implementation of the model to fit their organisational characteristics. The social media model will assist municipalities to determine the resources, tools and tactics to enable them to implement social media effectively, which will result in an improved engagement and participation process with citizens, and thereby foster trust

    A research report submitted to the Faculty of Commerce, Law and Management, University of the Witwatersrand, in partial fulfilment of the requirements for the degree of Master of Management specialising in Entrepreneurship and New Venture Creation Johannesburg, 2016The establishment and growth of informal traders in South Africa have been attributed with a considerable need and desire for these informal economies to achieve economic growth, create sustainable entrepreneurial opportunities, assist with employment opportunities, etc. A number of factors have an impact on how these informal traders can become competitive and formalised, and one of these enablers is the influence of ICT interventions by informal economies to improve business performance. The purpose of this research was to establish the perceived relationship between the influence of ICT usage by informal traders and the perceived impact on business performance. The intended objective was to assess whether the perception of ICT adoption by informal traders had a positive or negative business performance outcome. The research methodology adopted was a quantitative approach, which was guided by a positivist paradigm. The population targeted were informal traders in the Sandton region of Johannesburg, South Africa. A questionnaire was distributed to gather data. The influence of ICT and the perceived impact within informal traders in the Sandton region revealed some findings consistent with existing literature. It was the overall accepted perception that ICT adoption has a perceived positive impact on business performance, including but not limited to market share, products, and customer service, as measured in the research. A deeper analysis is required to understand why the respondents in the research overwhelmingly state that the influence of ICT adoption has a perceived positive impact on performance, market share, and product and customer service.MT201

    The theme for the events was "The Future of Work and Digital Skills". The 4IR caused a hollowing out of middle-income jobs (Frey & Osborne, 2017) but COVID-19 exposed the digital gap as survival depended mainly on digital infrastructure and connectivity. Almost overnight, organizations that had not invested in a digital strategy suddenly realized the need for such a strategy and the associated digital skills. The effects have been profound for those who struggled to adapt, while those who stepped up have reaped quite the reward.Therefore, there are no longer certainties about what the world will look like in a few years from now. However, there are certain ways to anticipate the changes that are occurring and plan on how to continually adapt to an increasingly changing world. Certain jobs will soon be lost and will not come back; other new jobs will however be created. Using data science and other predictive sciences, it is possible to anticipate, to the extent possible, the rate at which certain jobs will be replaced and new jobs created in different industries.     ICT organisations' minimal compliance with affirmative actions regulations: case of the Broad-Based Black Economic Empowerment (B-BBEE) ICT sector code in South Africa

    Research problem: Broad-Based Black Economic Empowerment (B-BBEE) is a legal framework established by the South African government to eradicate racial and gender exclusionary elements from the apartheid regime. This refers to the process called economic transformation. The B-BBEE Information Communication and Technology (ICT) Sector Code is the primary regulatory instrument for regulating ICT organisations' economic transformation activities. Organisational minimal compliance with the B-BBEE ICT Sector Code is the primary obstacle to including Black people in ICT business. Minimal compliance is a compliance behaviour that looks good on the letter of the law but does not transform the intended systems. While ICT organisations have good B-BBEE certificates, the points earned in the compliance process have not been translating into transformation. In 2020, 17 years after the introduction of the B-BBEE Act, the ICT Sector Council reported that ICT organisations had not made real progress in racial inclusivity in ownership and management structures. Minimal compliance with the B-BBEE ICT Sector Code reveals a policy enforcement dilemma where compliance with regulation makes no social change. Purpose of the research: The study interrogated how contextual factors affect minimal compliance with affirmative action regulations such as the B-BBEE ICT Sector Code. The study is a response to the call for Information Systems researchers to investigate the role of ICTs in achieving social justice and the socio-technical aspects that affect ICT enterprises. Investigating these kinds of regulations in Information Systems research also reveals how ICT business interacts with aspects of the socio-political context in post-colonial contexts such as South Africa. Methodology: This is a qualitative inquiry guided by a critical research paradigm. Data was collected through interviews, observations, and document analysis in various touchpoints of the B-BBEE ICT Sector Code. We employed thematic analysis and content analysis to analyse the research data. We developed a conceptual framework that suggests that minimal compliance stems from the need to protect the achievement of organisational goals. Key findings: Factors that affect minimal compliance with the B-BBEE ICT Sector Code are the organisational perception of the policy implementation context, organisational logic of action, and organisational legitimisation. ICT organisations leverage regulatory loopholes (e.g., pointsystem compliance) in the B-BBEE ICT Sector Code to comply with it in a manner that does not add value for the beneficiaries but allows them to achieve their organisational goals. ICT organisations responded to B-BBEE regulatory requirements through two utilitarian logics (goal prioritisation and maintaining status quo). Businesses are pragmatic institutions! This phrase surfaces every time a question B-BBEE compliance comes up. When they introduced the point-system compliance, B-BBEE policymakers did not consider the granular details concerning the complexity inherent in the South African historical context that would affect Black people's involvement in the digital economy. Quantifying the involvement of Black people in the ICT sector has resulted in the commoditisation of gender and race – making the beneficiaries the means to an end through B-BBEE points. The point-system compliance mechanism is the supreme loophole of the B- BBEE policy implementation context. The point-system enforcement mechanism propels ICT organisations to protect the achievement of their economic goals while neglecting the transformation agenda. Ideological discourses such as “B-BBEE compliance is anti-FDI, BBBEE compliance is costly, and B-BBEE compliance is complex” continue to thrive as legitimisation mechanisms to justify minimal compliance behaviour and its outcome. Research contribution: The study is rich with new knowledge about ICT organisational response to affirmative action policies in post-colonial contexts. The focus on the B-BBEE ICT Sector Code revealed policy discrepancies that future policymakers may consider ensuring that transformation takes place. International actors may benefit from the study's practical contribution to B-BBEE compliance processes, and the stakeholders involved. The study contributes to theory by proposing a conceptual framework for minimal compliance behaviour. The conceptual framework proposes three factors to be considered while analysing compliance behaviour: policy implementation context, organisational logics of action, and organisational legitimisation. Through this conceptual framework, the study shows that minimal compliance behaviour is mostly viewed as a binary behaviour – compliance or noncompliance. The compliance behaviour that looks good in the letter of the law but does not solve the problems that warrant policy introduction is taken for granted. The methodological contribution of the study rests in the use of multiple data sources that provided a heterogeneous perspective on B-BBEE compliance. Moreover, a critical interrogation of compliance behaviour is instrumental in illuminating mechanisms used by dominant powers to maintain hegemony by going around the regulations

    Balancing Migration: Overcoming the challenge to SaaS provisioning for core business activities: A South African case study

    Cloud computing provides shared information and communication technology (ICT) resources to individuals and organisations, including hardware and software resources that were previously too costly for an individual organisation to manage and own. Cloud computing makes vast amounts of ICT resources available to business organisations, resources that can improve business processes and allow business organisations to leverage ICT in ways that were previously impossible. The correct implementation, adoption and usage of ICT within a business organisation can lead to enhancements in productivity, innovation, and new products and services, as well as the reduction of production costs. Recent literature has attested to the fact that the adoption of cloud computing has been much lower than expected. Business organisations that have adopted cloud computing have done so mainly in products and services that can be categorised as support or non-core activities, such as HR, accounting, and marketing. In order to understand why the adoption pattern of cloud computing in business organisations has focused mainly on non-core activities, this study aims to identify the core challenge facing cloud service providers (CSPs) that provision cloud solutions to business organisations in the investment management industry. These would include cloud solutions that investment managers can use in their core business activities. Furthermore, the aim of this dissertation is to identify how CSPs overcome the core challenge faced. A case study was performed on a single CSP that provisions a SaaS solution to the investment management sector in South Africa. The case study identified migration as the core challenge experienced by CSPs. Classical grounded theory was used to generate the theory of “Balancing Migration” being the resolution to the core challenge identified. The results of the study point to the fact that investment management organisations have processes and systems that have become entrenched in their business over many years. Migrating an established system to the cloud is more than just substituting software. Migration to the cloud requires investment managers to migrate both business processes and operating strategy, and to migrate the actual software products and infrastructure. A CSP provisioning a SaaS solution for a core business activity needs to migrate the products that they offer as well as their business strategy. The theory of “Balancing Migration” proposes that these four categories of migration challenges need to be addressed simultaneously and holistically. In summary, “Migration” is the core concern to a CSP provisioning a SaaS solution for a core business activity, and “balancing migration” is how this core concern is resolved
