Communications in education
The paper aims to provide evidence of the role of communications in education. The term communications is used in three interrelated ways: it refers to the interactions and engagements which take place between different actors in the education sector; it looks at the transmission of information, knowledge or data between two or more points; and it refers to the processes and means though which these interactions take place. The report identifies where communications in the education sector has been successful and some of its weaknesses. The paper focuses on spaces for communications in education, the processes of communications and the direct and indirect impacts of communications initiatives. It gives examples of a range of communication initiatives and provides evidence of impact, where available
The TESSA OER Experience: Building sustainable models of production and user implementation
This paper offers a review of the origins, design strategy and implementation plans of the Teacher Education in Sub-Saharan Africa (TESSA) research and development programme. The programme is working to develop new models of teacher education, particularly school based training, including the creation of a programme webspace and an extensive bank of Open Educational Resources. This paper identifies key research findings and literature which informed the TESSA approach and activity design. Drawing on participant experiences in different development activities and data generated in development testing activities, I offer a personal account of the programme to date. The paper concludes by suggesting a pattern of resource making and design that could be adopted by other programmes serving parallel development needs

Meeting the information challenge: exploring partnerships with Africa
Africa suffers from the disadvantages of marginality within the global technical system and a legacy of externally driven infrastructure. Developments in information and communication technologies now offer the chance to redress these but the technologies require skills and capacities which are scarce. The technologies themselves can be used to leverage existing resources so that the necessary skills can be developed. However this process needs to take account of African priorities and requirements if the current inequitable situation is not to be reproduced in a new global infrastructure. The key to this is a balance between external partnership and internal collaboration. The African diaspora offers a means of moderating such relationships
âI Donât Trust the Phone; It Always Liesâ:Trust and Information and Communication Technologies in Tanzanian Micro- and Small Enterprises
Despite its importance in African enterprise, the issue of ÂżtrustÂż is absent in information and communication technology for development scholarship. This article examines three case study subsectors of the Tanzanian economy to shed light on some of the complexities surrounding the sudden interface between traditional, established communication, and the increasing use of new information and communication technologies (ICTs). It seems from the case studies that, whereas mobile phones are indeed creating new forms of network in the twenty-first century, they are still far from being Africa's dominant form of network as StĂžvring (2004, 22) contends. The case studies reveal the overlap between social interaction and business in an African economy. Trust emerges as a common theme, and I discuss how important an issue it is in relation to the new form of communication that ICT provides for entrepreneurs in Africa. I suggest that, in relation to ICT in developing countries, trust might at this stage be separated from the more slippery concept of social capital that it is frequently associated with elsewhere. I then reflect on the implications of this for future research into ICT and its business and nonbusiness applications in developing countries. Trade related business climate and manufacturing export performance in Africa: A firm-level analysis
Africa continues to be marginalised in world trade of manufactured goods, despite reductions in tariffs and non-tariff barriers. This paper investigates whether high business and trade costs associated with Africaâs trade-related infrastructure, trade institutions and the regulatory environment have contributed towards its mediocre trade performance. The paper focuses on eight African countries - Egypt, Kenya, Madagascar, Mauritius, Morocco, South Africa, Tanzania and Zambia - using the World Bankâs investment climate surveys. The results of the study suggest that the business climate, as measured using principal components for micro-level supply constraints, macroeconomic conditions and the legal environment, is closely associated with firm-level export propensity. Improvements in domestic policy may therefore have a considerable positive impact on manufacturing export performance in Africa
Emergent Global Information Infrastructure/Global Information Society: Regime Formation and the Impact on Africa
This paper combines a theoretical perspective on globalization and the information society with a critical usage of international regime theory in order to contribute to a better understanding of the current historical period of transition from an international telecommunications regime to a new and complex regime aimed at providing governance for the global information infrastructure and global information society. Human computer interaction for international development: past present and future
Recent years have seen a burgeoning interest in research into the use of information and communication technologies (ICTs) in the context of developing regions, particularly into how such ICTs might be appropriately designed to meet the unique user and infrastructural requirements that we encounter in these cross-cultural environments. This emerging field, known to some as HCI4D, is the product of a diverse set of origins. As such, it can often be difficult to navigate prior work, and/or to piece together a broad picture of what the field looks like as a whole. In this paper, we aim to contextualize HCI4Dâto give it some historical background, to review its existing literature spanning a number of research traditions, to discuss some of its key issues arising from the work done so far, and to suggest some major research objectives for the future
Diffusion of e-health innovations in 'post-conflict' settings: a qualitative study on the personal experiences of health workers.
BACKGROUND: Technological innovations have the potential to strengthen human resources for health and improve access and quality of care in challenging 'post-conflict' contexts. However, analyses on the adoption of technology for health (that is, 'e-health') and whether and how e-health can strengthen a health workforce in these settings have been limited so far. This study explores the personal experiences of health workers using e-health innovations in selected post-conflict situations. METHODS: This study had a cross-sectional qualitative design. Telephone interviews were conducted with 12 health workers, from a variety of cadres and stages in their careers, from four post-conflict settings (Liberia, West Bank and Gaza, Sierra Leone and Somaliland) in 2012. Everett Roger's diffusion of innovation-decision model (that is, knowledge, persuasion, decision, implementation, contemplation) guided the thematic analysis. RESULTS: All health workers interviewed held positive perceptions of e-health, related to their beliefs that e-health can help them to access information and communicate with other health workers. However, understanding of the scope of e-health was generally limited, and often based on innovations that health workers have been introduced through by their international partners. Health workers reported a range of engagement with e-health innovations, mostly for communication (for example, email) and educational purposes (for example, online learning platforms). Poor, unreliable and unaffordable Internet was a commonly mentioned barrier to e-health use. Scaling-up existing e-health partnerships and innovations were suggested starting points to increase e-health innovation dissemination. CONCLUSIONS: Results from this study showed ICT based e-health innovations can relieve information and communication needs of health workers in post-conflict settings. However, more efforts and investments, preferably driven by healthcare workers within the post-conflict context, are needed to make e-health more widespread and sustainable. Increased awareness is necessary among health professionals, even among current e-health users, and physical and financial access barriers need to be addressed. Future e-health initiatives are likely to increase their impact if based on perceived health information needs of intended users
