Pleasure, profit and pain: Alcohol in New Zealand and the contemporary culture of intoxication
This book details the rich, complex and often contested role of alcohol in New Zealand society. It explores the three fundamental alcohol rights that continue to fight for dominance of the national drinking culture: the rights of individual drinkers to enjoy the pleasures of alcohol, the rights of society to protect itself from the harms of alcohol, and the rights of the alcohol industry to profit from the sale of a legal commodity. Historically, most of our intoxicated drinkers were adult males and drinking was typically separated from family, food and entertainment. With the sweeping social changes of the 1960s and 1970s, women and later young people, increasingly engaged with alcohol. A growing proportion of these groups have since joined men in a culture of intoxication, or binge drinking culture as it is often termed. New Zealand is not alone however, in having a culture of intoxication, with similar alcohol consumption patterns evident in many other developed nations. This book identifies the local and the global influences that have affected New Zealand society (and much of the rest of the world) since the late 1900s and details how these influences have sustained the contemporary culture of intoxication. Finally, this book will propose that to implement effective change to our national drinking culture, the rights of the alcohol industry and of individual drinkers will need to be pulled back from the liberal excesses that the 1980s and 1990s provided. A re-balancing is required in order to strengthen and sustain societyâs right to protect itself from alcohol-related harm

Dominant Search Engines: An Essential Cultural & Political Facility
When American lawyers talk about essential facilities, they are usually referring to antitrust doctrine that has required certain platforms to provide access on fair and nondiscriminatory terms to all comers. Some have recently characterized Google as an essential facility. Antitrust law may shape the search engine industry in positive ways. However, scholars and activists must move beyond the crabbed vocabulary of competition policy to develop a richer normative critique of search engine dominance.
In this chapter, I sketch a new concept of essential cultural and political facility, which can help policymakers recognize and address situations where a bottleneck has become important enough that special scrutiny is warranted. This scrutiny may not always culminate in regulation. However, it clearly suggests a need for publicly funded alternatives to the concentrated conduits and content providers colonizing the web
After Broadband: A Study of Organizational Use of Broadband in Southwest Alaska
The purpose of this research was to gain a preliminary understanding of how organizations
including large and small businesses, Native corporations and organizations, and local and
regional governments are using broadband that is now available in much of southwest Alaska.
To learn about community access to broadband, interviews were also conducted with library and
school staff in communities where broadband had been installed under the OWL (Online with
Libraries) program. Further, the study identifies research from other sources that could help to
predict what socio-economic impacts the availability and adoption of broadband may have in
rural Alaska.
Financial institutions use online connections for teller services and credit and debit card
processing, and stated that more people in rural communities now have debit cards that they can
use for online purchases and bill paying. Large retailers use online services for payroll, for pointof-sale
(POS) transactions, and online ordering. Seafood processors rely heavily on connectivity
with their head offices (generally in the lower 48) for administrative services including payroll,
accounting, shipping and receiving, purchasing, and ERP (enterprise resource planning), and
access data base software to track fish tickets. Seafood processors also provide Internet access
for their employees, most of whom are seasonal and from other states or countries.
Tourism businesses use broadband for online reservation systems and for guests, who
increasingly demand connectivity even for remote vacations. Village corporations and tribal
councils use online services to help their residents obtain hunting and fishing licenses and fishing
permits, to learn about funding opportunities, and to file reports on grants.
Local Governments connect online for interoffice communications and for payroll and other
administrative functions. Other online applications and services include providing remote
desktop access from other agency sites, use of online tools for land management and mapping,
training including webinars for workforce development, and providing access to social services
for clients. An economic development organization sends newsletters to communities
electronically and packets of documents to its board members rather than relying on fax or
courier.
Websites are important for tourism-related businesses to advertise and promote their
businesses and for nonprofits and local governments to provide information about their services.

Broadband now plays many roles in rural education. Most students are required to use the
Internet for class assignments. High school students can connect to classes in advanced subjects
in other communities, and may complete online courses for college credit. Libraries remain
important locations for community access, with residents going online to connect with friends on
Facebook, as well as to download content for e-books, file income tax, and apply for jobs and
government benefits. School and library Wi-Fi provides access inside and near the buildings for
residents with smartphones.
Despite enthusiasm for broadband and the adoption of many broadband-based applications
and services, most organizations interviewed identified problems with broadband, particularly
with the pricing, stating that the terrestrial broadband network is too costly for them to take full
advantage of online services and applications.
While the scope of this study was too limited to estimate long-term benefits, it found that
broadband is highly valued and increasingly important to businesses and nonprofit organizations
and local governments in southwest Alaska. Broadband helps businesses to be more efficient in
their operations and to extend their reach to new customers and suppliers. It also helps to
improve the effectiveness of public sector services such as those provided by borough and city
governments and extends access to education and training. Broadband is also likely to be an
important component of strategies to develop ecotourism and other ecosystem services.Support for this research came from Connect Alaska with funding from the National

Policy Brief: Social Equity Impacts of Congestion Management Strategies
To better understand the equity implications of a variety of congestion management strategies, researchers at the Transportation Sustainability Research Center (TSRC) at University of California, Berkeley analyzed existing literature on congestion management strategies and findings from 12 expert interviews. The literature review applies the Spatial â Temporal â Economic â Physiological â Social (STEPS) Equity Framework1 to identify impacts and classify whether social equity barriers are reduced, exacerbated, or both by a particular strategy. This paper represents a summary of the 'Next Steps Project' which piloted the practical application of a new methodological approach applying welfare economic principles to estimate the value of non-market outputs of higher education institutions. 3 areas of non-market activity of Scottish higher education institutions were studied, namely community engagement, cultural outreach and public policy advisory activity. The aim of the study was to use real world higher education data to test the new methodological framework's potential to identify areas of high value and where metrics could be devised to support public resource allocation decisions
TERMS: Techniques for electronic resources management
Librarians and information specialists have been finding ways to manage electronic resources for over a decade now. However, much of this work has been an ad hoc and learn-as-you-go process. The literature on electronic resource management shows this work as being segmented into many different areas of traditional librarian roles within the library. In addition, the literature show how management of these resources has driven the development of various management tools in the market as well as serve as the greatest need in the development of next generation library systems. TERMS is an attempt to create a series of on-going and continually developing set of management best practices for electronic resource management in libraries
Synergistic Interactions of Dynamic Ridesharing and Battery Electric Vehicles Land Use, Transit, and Auto Pricing Policies
It is widely recognized that new vehicle and fuel technology is necessary, but not sufficient, to meet deep greenhouse gas (GHG) reductions goals for both the U.S. and the state of California. Demand management strategies (such as land use, transit, and auto pricing) are also needed to reduce passenger vehicle miles traveled (VMT) and related GHG emissions. In this study, the authors explore how demand management strategies may be combined with new vehicle technology (battery electric vehicles or BEVs) and services (dynamic ridesharing) to enhance VMT and GHG reductions. Owning a BEV or using a dynamic ridesharing service may be more feasible when distances to destinations are made shorter and alternative modes of travel are provided by demand management strategies. To examine potential markets, we use the San Francisco Bay Area activity based travel demand model to simulate business-as-usual, transit oriented development, and auto pricing policies with and without high, medium, and low dynamic ridesharing participation rates and BEV daily driving distance ranges.
The results of this study suggest that dynamic ridesharing has the potential to significantly reduce VMT and related GHG emissions, which may be greater than land use and transit policies typically included in Sustainable Community Strategies (under California Senate Bill 375), if travelers are willing pay with both time and money to use the dynamic ridesharing system. However, in general, large synergistic effects between ridesharing and transit oriented development or auto pricing policies were not found in this study. The results of the BEV simulations suggest that TODs may increase the market for BEVs by less than 1% in the Bay Area and that auto pricing policies may increase the market by as much as 7%. However, it is possible that larger changes are possible over time in faster growing regions where development is currently at low density levels (for example, the Central Valley in California). The VMT Fee scenarios show larger increases in the potential market for BEV (as much as 7%). Future research should explore the factors associated with higher dynamic ridesharing and BEV use including individual attributes, characteristics of tours and trips, and time and cost benefits. In addition, the travel effects of dynamic ridesharing systems should be simulated explicitly, including auto ownership, mode choice, destination, and extra VMT to pick up a passenger
