    In the context of the global production network (GPN) paradigm, this paper considers the combination of local and global factors which have contributed to the development of the ICT clusters in three small countries. Developments in each country reflect the combination of local advantages in human, knowledge and institutional capital and each nation?s global economic and socio-political linkages. A key focus of the paper is the role of each nation?s capital city ? or more accurately the capital city region ? in the development of the ICT cluster. The consequences for the regional distribution of ICT activity within the three countries are discussed, along with the potential technological and competitive implications of this distribution. Initial sections of the paper focus on the factors which underpinned the massive growth of the ICT sector in each country in the latter half of the 1990s. This leads to an assessment of the global market position of each industry and its prospects in any future upturn. The paper considers different aspects of the role of Tel Aviv, Dublin and Helsinki in attracting and supporting ICT development are considered. Symbolic and image factors are considered in terms of the cities? ability to attract internationally mobile human and financial capital. Institutional (e.g. higher education, thickness of financial institutions) and infrastructural factors are also considered in terms of the cities? ability to support and facilitate ICT companies. The role of entrepreneurship is also considered alongside the availability of venture capital etc.

    THE ROLE OF DEVELOPMENT AGENCIES FOR THE ENTREPRENEURIAL

    National and local “economic development programs” – programs that provide assistance to individual businesses with tax or financial subsidies, or special public services, in order to increase local jobs or improve local businesses’ competitiveness – have become prominent and controversial. The paper illustrates the basic principles of development agencies that are not invariable and specific structures, rather “ideal- typical” structures that assume particular aspects only referring to a variety of local society answers’. In this sense, a tool as the enterprise incubator could foster the growth of entrepreneurs in regional contexts with a low level of entrepreneurial attitude. The definition of a model of incubator, through the analysis of a specific case study, the Israeli technological incubators, whose outline conditions, resources, vocations, obligations and their incidence on policies of entrepreneurships promotion in Israel are identified, help us to outline factors of success, direct and induced effects on regional contexts, possible new relations introduced among actors, also in a new informational economy perspective. The local context characters, both at human and social capital level and at institutional and infrastructure levels, become decisive factors for productive choices, overtaking sometimes the national level to link directly to global networks. In this way, it seems inevitable a transformation of both the aims and the organisation in a changing context.     Governance and Water Management: Progress and Tools in Mediterranean Countries

    This paper reviews the progress with respect to Integrated Water Resource Management (IWRM) in Mediterranean countries, as addressed within the activities of the Nostrum-Dss project, a Coordination Action funded by the 6th Framework Programme of the EC, with a particular emphasis on the current use of decision support tools (DSS). The IWRM paradigm is a comprehensive management framework, which integrates the different aspects of water resources – from the underlying ecological and physical aspects, to the socio-economic values and needs (horizontal integration); and calls for increasing decentralisation and privatisation of water services (vertical integration), and the devolution of planning authority, without however forgetting the need to ensure equitable access to water resources. Substantial progress has been made in the last decades in Nostrum-Dss Partner countries, although a disparity can still be seen between the Northern and Southern banks. New institutions have been established for implementing IWRM, existing institutions have been reformed, and decision making processes increasingly require public participation. Decentralisation of decision making, implementation and monitoring are also well underway, although improvements are still needed to ensure that the traditional power structures do not prevail. More efficient technologies and infrastructures are in place, especially for the production of high value goods or in agriculture. Finally, several DSS have been developed: yet, while operational/technical DSS instruments have been successfully employed, DSSs tools developed in a participatory way, or tackling more complex, political as well as environmental and economic problems are still de-linked from actual decision making processes. Laws and regulations for water management in most Mediterranean countries embrace and support the paradigms of IWRM – and EU framework directives have played an important role in fostering this shift from more traditional, vertical governance to new, horizontal governance based on soft laws. Yet, the implementation of such laws and regulations is often only partial – often because of the lack of a clear monitoring and enforcement strategy, but also because of governments’ financial and human resources constraints. Strong overlaps of roles and competences among different government institutions remain, hampering effective implementation of water management. The tendency to centralisation of decision making persists, and actors’ involvement is scanty. The shift towards the use of demand side policies as opposed to supply side policies is not yet completed: yet, supply side policies are very costly, as they are based on greater mobilisation of financial resources. Full cost recovery pricing is not practiced widely. This reluctance to introduce full cost recovery pricing in developing countries may be due to ethical and moral considerations, but in developed countries it is often associated with strong lobbying power of interest groups.     European Regional Science: Between Economy of Culture and Economy of Catastrophes (Review of the ERSA 2005 Amsterdam Congress Reports)

    ERSA Congress can be seen as laboratory of ideas with broad representation not only European, but also scientists from US, Japan, Korea, Brazil, African and Asian countries. With very high speed new thoughts and phenomena from the European regional scientific community appear on the stages of the ERSA annual Congresses. Three new features were characteristic for the 2005 ERSA Congress in comparison with the previous ones. First, special focus on the factors of density in the regional development. That was not surprising as the meeting was held in the city of Amsterdam with the highest density in Europe where land and space are scarce goods. Second, integrative tendencies in attempt to use natural factors to explain traditional phenomena of the regional science. Issues of land and water management coincide with economic growth and regional development in many reports. Third, for the first time theme of networks and network society was embedded in many sections of the Congress and in the very title of the Congress itself. All these aspects as participants demonstrated could be positive creative factors increasing cultural assets of the European regions, efficiency of the knowledge transfer, leisure activities; or negative as the source of disaster and risk for human beings. Density factors (lack of people or lack of space?) divide European regional science into two sciences – urban for the populated regions and regional for the territories scarcely populated with very different themes, methods and tools of research. Housing markets, urban sprawl and commuting patterns are popular topics in the first case; labour markets and human capital in the second case. New Economic Geography models work smoothly in the first regions but are inappropriate in the second. Competition is harder in the labour markets of the populated regions but is softer in the regions with scattered population where it is substituted by the forces of cooperation. Contemporary regional society can be sustainable only as network society. In the reports networks were examined on different levels: a) as transportation networks in the investment national or interregional projects; b) as policentricity urban structures replacing Cristaller’s hierarchy of central places; c) as public-public, public-private partnerships combining public and private stakeholders in the decision-making process. Transition of the European regions from the industrial to network/service has begun 25 years ago. Position of the concrete region on this route determines clearly the type and intensity of its problem and research agenda. The more advanced is the region or nation on this route the more often terms like ñ€Ɠreinventñ€, ñ€Ɠrethinkñ€, ñ€Ɠrevisitedñ€ are used in the scientific community. Rediscovery of the old concepts, definitions, essence (as Amsterdam Congress demonstrated) is very creative and challenging process of the post-industrial regional science.

    Analysing Scientific Collaborations of New Zealand Institutions using Scopus Bibliometric Data

    Scientific collaborations are among the main enablers of development in small national science systems. Although analysing scientific collaborations is a well-established subject in scientometrics, evaluations of scientific collaborations within a country remain speculative with studies based on a limited number of fields or using data too inadequate to be representative of collaborations at a national level. This study represents a unique view on the collaborative aspect of scientific activities in New Zealand. We perform a quantitative study based on all Scopus publications in all subjects for more than 1500 New Zealand institutions over a period of 6 years to generate an extensive mapping of scientific collaboration at a national level. The comparative results reveal the level of collaboration between New Zealand institutions and business enterprises, government institutions, higher education providers, and private not for profit organisations in 2010-2015. Constructing a collaboration network of institutions, we observe a power-law distribution indicating that a small number of New Zealand institutions account for a large proportion of national collaborations. Network centrality concepts are deployed to identify the most central institutions of the country in terms of collaboration.     Redesigning work organizations and technologies: experiences from European projects

    Currently distributed business process (re) design (resulting in components of business networks) basically relies on technical criteria. And that are the main purposes of most research projects supported by EC. Through the process of building a European Research Area, this means a strong influence in the national research programmes. However it is generally accepted that it should also take into account social criteria and aspects such as the quality of working life, or participation in decision processes. Those were some of the objectives of projects in de 80s decade, and framed some of the main concepts and scientific approaches to work organisation. The democratic participation of network and organisations members in the design process is a critical success factor. This is not accepted by everyone, but is based in sufficient case studies. Nevertheless, in order to achieve an optimization that can satisfying the requirements of agility of a network of enterprises, more complex design methods must be developed. Thus, the support to the collaborative design of distributed work in a network of enterprises, through a concurrent approaching business processes, work organisation and task content is a key factor to achieve such purposes.
