    Moving Beyond Title Ix: An Evaluation Of The Comprehensiveness And Accessibility Of Policies And Procedures For Preventing And Responding To Gender Based Violence

    The current study examines the gender based violence policies and programs of large, public universities in Florida. Current literature argues that preventing and responding to gender based violence in institutions of higher education requires comprehensive and ecological techniques at the individual, interpersonal, community, and societal level. In recent years, various institutions and agencies have showed increasing administrative commitment to addressing these issues. Futures Without Violence, formerly named Family Violence Prevention Fund, is a private organization that has established a set of guidelines and recommendations to aid IHEs in their response and prevention of gender based violence, intended to exceed federal regulations, such as Title IX and the Jeanne Clery Act. The current study used the guidelines and recommendations established by Futures Without Violence to perform a content analysis of ten large Florida universities\u27 websites to determine the comprehensiveness and accessibility of each university\u27s gender based violence policies and procedures. Findings indicate various levels of compliance within and among the universities. Thus, the current study outlines the generalized findings among all universities, describes the strengths and weaknesses of each university\u27s policies, and provides recommendations for these institutions as well as future exploration of the feasibility of these guidelines and recommendations in practice

    New Stanford research on thousands of police interactions found significant racial differences in Oakland, Calif., police conduct toward African Americans in traffic and pedestrian stops, while offering a big data approach to improving police-community relationships there and elsewhere.The report makes 50 specific recommendations for police agencies to consider, such as more expansive data collection and more focused efforts to change the nature of mindsets, policies and systems in law enforcement that contribute to racial disparities.Among the findings, African American men were four times more likely to be searched than whites during a traffic stop. African Americans were also more likely to be handcuffed, even if they ultimately were not arrested.Across the United States, the report noted, police agencies are guided by the commitment to serve communities with fairness, respect and honor. Yet tensions between police and communities of color are documented to be at an all-time high

    The House and Senate Energy and Water Development Appropriations Subcommittees requested this study to help DOE's three major mission-support organizations improve their operations to better meet the current and future needs of the department. The passage of the Recovery Act only increased the importance of having DOE's mission-support offices working in the most effective, efficient, and timely manner as possible. While following rules and regulations is essential, the foremost task of the mission-support offices is to support the department's mission, i.e., the programs that DOE is implementing, whether in Washington D.C. or in the field. As a result, the Panel offered specific recommendations to strengthen the mission-focus and improve the management of each of the following support functions based on five "management mandates":- Strategic Vision- Leadership- Mission and Customer Service Orientation- Tactical Implementation- Agility/AdaptabilityKey FindingsThe Panel made several recommendations in each of the functional areas examined and some overarching recommendations for the corporate management of the mission-support offices that they believed would result in significant improvements to DOE's mission-support operations. The Panel believed that adopting these recommendations will not only make DOE a better functioning organization, but that most of them are essential if DOE is to put its very large allocation of Recovery Act funding to its intended uses as quickly as possible

    New Jersey 9-1-1 Consolidation Study: Site Visit Results and Implications for Consolidation

    In 1999, the Center for Government Services at Rutgers, The State University of New Jersey completed a study of New Jersey's E9-1-1 system. The study offered a snapshot of the extensive and decentralized network of communications centers that receive incoming calls requesting emergency assistance and that dispatch police, fire, and medical units. In 2005, the New Jersey Office of Management and Budget commissioned the John J. Heldrich Center for Workforce Development at Rutgers University to build on the findings of the 1999 study by exploring ways to improve the efficiency of New Jersey's E9-1-1 system while maximizing the use of available funding.This report is the result of site visits and interviews with officials from 12 PSAPs. The focus of this report is on the current landscape of local operations, funding, staffing, equipment, and technology. In addition, this report identifies issues associated with consolidation, including barriers and opportunities, and presents recommendations for promoting consolidation in New Jersey. It is the third of four deliverables to be produced by the Heldrich Center for the State of New Jersey's 9-1-1 Consolidation Study.Presently, there are over 200 Public Safety Answering Points (PSAPs) and more than 100 enhanced Public Safety Dispatch Points (PSDPs) operating in New Jersey. The central goal of this study is to determine whether a consolidation of PSAPs and PSDPs could reduce costs while maintaining and/or improving the level of service. In this report, consolidation is defined as the reduction in the number of locally managed PSAPs and PSDPs that provide emergency communications services
