The Effectiveness of Low-Level Structure-based Approach Toward Source Code Plagiarism Level Taxonomy

Low-level approach is a novel way to detect source code plagiarism. Such approach is proven to be effective when compared to baseline approach (i.e., an approach which relies on source code token subsequence matching) in controlled environment. We evaluate the effectiveness of state of the art in low-level approach based on Faidhi \& Robinson's plagiarism level taxonomy; real plagiarism cases are employed as dataset in this work. Our evaluation shows that state of the art in low-level approach is effective to handle most plagiarism attacks. The Baosteel Group – A national champion amongst national champions

In comparison to many of the Chinese and Indian state-owned enterprises examined in this volume, the institutional and competitive position of the Baosteel Group is somewhat unique. First, Baosteel stands out as one of the major success stories of recent Chinese state-owned enterprise (SOE) reform. Created as a national steel champion by the Chinese government in the early years of the reform period, and benefiting from the industrial policy support this status has brought during the intervening three decades, Baosteel has earned the status of one of China’s most internationally competitive SOEs. However, Baosteel is also unique in that it does not dominate the Chinese steel sector. Accounting for only a small share of Chinese steel production, Baosteel’s position is one of a technological leader within a competitive market structure populated by a large ‘national champions group’ of SOEs. Moreover, Baosteel has also faced special obligations to implement national industrial policies, by acting as a technological leader tasked with the role of acquiring and upgrading ailing steelmakers. China’s Electricity Market Reform and Power Plants Efficiency

In the past three decades, Chinese electricity industry has experienced a series of regulatory reforms serving different purposes at different stages. In 2002, the former vertically integrated electricity utility - the State Power Corporation (SPC) – was divested and the generation sector was separated from the transmission and distribution networks in an effort to improve production efficiency. In this paper we study the impact of the reform on efficiency of fossil-fired power plants using plant-level data during 2000-2008. Our results from the data envelopment analysis (DEA) and panel regressions show that: 1) the total factor productivity (TFP) growth mainly comes from technological change; 2) the technical efficiency of previously SPC-managed power plants is converging to that of better-performing independent power producers (IPPs); 3) capacity utilization and unit size are significant factors affecting changes in technical efficiency and the pattern of converging technical efficiency between the two kinds of power plants; 4) most plants operate at increasing returns to scale indicating further cost savings could be achieved through increasing output.Efficiency, DEA, Malmquist Index, China, Electricity, Industrial Organization, Productivity Analysis, Resource /Energy Economics and Policy, D24, L11, L51, L94, L98,

Examining the complementarity between the ERIC compilation of implementation strategies and the behaviour change technique taxonomy: A qualitative analysis

BACKGROUND: Efforts to generate evidence for implementation strategies are frustrated by insufficient description. The Expert Recommendations for Implementing Change (ERIC) compilation names and defines implementation strategies; however, further work is needed to describe the actions involved. One potentially complementary taxonomy is the behaviour change techniques (BCT) taxonomy. We aimed to examine the extent and nature of the overlap between these taxonomies. METHODS: Definitions and descriptions of 73 strategies in the ERIC compilation were analysed. First, each description was deductively coded using the BCT taxonomy. Second, a typology was developed to categorise the extent of overlap between ERIC strategies and BCTs. Third, three implementation scientists independently rated their level of agreement with the categorisation and BCT coding. Finally, discrepancies were settled through online consensus discussions. Additional patterns of complementarity between ERIC strategies and BCTs were labelled thematically. Descriptive statistics summarise the frequency of coded BCTs and the number of strategies mapped to each of the categories of the typology. RESULTS: Across the 73 strategies, 41/93 BCTs (44%) were coded, with \u27restructuring the social environment\u27 as the most frequently coded (n=18 strategies, 25%). There was direct overlap between one strategy (change physical structure and equipment) and one BCT (\u27restructuring physical environment\u27). Most strategy descriptions (n=64) had BCTs that were clearly indicated (n=18), and others where BCTs were probable but not explicitly described (n=31) or indicated multiple types of overlap (n=15). For some strategies, the presence of additional BCTs was dependent on the form of delivery. Some strategies served as examples of broad BCTs operationalised for implementation. For eight strategies, there were no BCTs indicated, or they did not appear to focus on changing behaviour. These strategies reflected preparatory stages and targeted collective cognition at the system level rather than behaviour change at the service delivery level. CONCLUSIONS: This study demonstrates how the ERIC compilation and BCT taxonomy can be integrated to specify active ingredients, providing an opportunity to better understand mechanisms of action. Our results highlight complementarity rather than redundancy. More efforts to integrate these or other taxonomies will aid strategy developers and build links between existing silos in implementation science

The objective is to provide an integrated simulation environment for studying and evaluating various issues in designing parallel systems, including machine architectures, parallelizing compiler techniques, and parallel algorithms. The status of Delta project (which objective is to provide a facility to allow rapid prototyping of parallelized compilers that can target toward different machine architectures) is summarized. Included are the surveys of the program manipulation tools developed, the environmental software supporting Delta, and the compiler research projects in which Delta has played a role

Economic Crisis and Fiscal Reforms in Latin America

The recent financial crisis has initiated pressures for not only policy reform but also fundamental institutional fiscal reforms. This paper explores the connection between economic crises and fiscal institutional reforms in a region that has experienced plenty of both in recent years, namely Latin America. For that purpose it reviews the literature and provides five hypotheses about why, and under what circumstances, crises would promote reforms. The empirical evidence shows that debt crises make reforms more likely but banking crises on their own, if anything, reduce the pressure for fiscal institutional reforms. Political institutions are also important. If the electoral system encourages the personal vote, the country is more likely to reform. Does Competition Reduce Costs? Assessing the Impact of Regulatory Restructuring on U.S. Electric Generation Efficiency

This paper explores the empirical effects of competition on technical efficiency in the context of electricity industry restructuring. Restructuring programs adopted by many U.S. states made utilities residual claimants to cost savings and increased their exposure to competitive markets. We estimate the impact of these changes on annual generating plant-level input demand for non-fuel operating expenses, the number of employees and fuel use. We find that municipally-owned plants, whose owners were for the most part unaffected by restructuring, experienced the smallest efficiency gains over the past decade. Investor-owned utility plants in states that restructured their wholesale electricity markets had the largest reductions in nonfuel operating expenses and employment, while investor-owned plants in nonrestructuring states fell between these extremes. The analysis also highlights the substantive importance of treating the simultaneity of input and output decisions, which we do through an instrumental variables approach
