    Public Fora Purpose: Analyzing Viewpoint Discrimination on the President’s Twitter Account

    Today, protectable speech takes many forms in many spaces. This Note is about the spaces. This Note discusses whether President Donald J. Trump’s personal Twitter account functions as a public forum, and if so, whether blocking constituents from said account amounts to viewpoint discrimination—a First Amendment freedom of speech violation. Part I introduces the core legal devices and doctrines that have developed in freedom of speech jurisprudence relating to issues of public fora. Part II analyzes whether social media generally serves as public fora, whether the President’s personal Twitter account is a public forum, and whether his recent habit of blocking constituents from that account amounts to viewpoint discrimination. In doing so, Part II also addresses the applicability of the recent decision from the U.S. District Court for the Eastern District of Virginia, Davison v. Loudoun County Board of Supervisors—wherein a local county government official was held to have engaged in viewpoint discrimination for banning a constituent from her personal social media account—to the Knight First Amendment Institute at Columbia University’s pending case against the President for the same. Part III then suggests multiple approaches for courts to analyze these claims, while taking account of an analytical mismatch that occurs when trying to apply the Davison case to the case brought against the President

    Emerging role of angiogenesis in adaptive and maladaptive right ventricular remodeling in pulmonary hypertension

    Right ventricular (RV) function is the primary prognostic factor for both morbidity and mortality in pulmonary hypertension (PH). RV hypertrophy is initially an adaptive physiological response to increased overload; however, with persistent and/or progressive afterload increase, this response frequently transitions to more pathological maladaptive remodeling. The mechanisms and disease processes underlying this transition are mostly unknown. Angiogenesis has recently emerged as a major modifier of RV adaptation in the setting of pressure overload. A novel paradigm has emerged that suggests that angiogenesis and angiogenic signaling are required for RV adaptation to afterload increases and that impaired and/or insufficient angiogenesis is a major driver of RV decompensation. Here, we summarize our current understanding of the concepts of maladaptive and adaptive RV remodeling, discuss the current literature on angiogenesis in the adapted and failing RV, and identify potential therapeutic approaches targeting angiogenesis in RV failure

    In this paper we introduce a Cash Flow Model with Float so as to overcome apparent shortcomings that pervade the Standard Cash Flow Model. We deploy the complex structure the float exhibits and this allows not only for strategic financial decision making but a much more sensible use of sources and applications of expected future cash flows, as well. Furthermore, it provides with a method for building up floats. It is a distinguishing feature in this model that uncovers agency problems and costs. Besides, it gives grounds for a quantitative approach to free cash flows analysis. Prior to introducing the model, however, we derive both the Statement of Cash Flows and the Standard Cash Flow Model so as to weigh up their qualifications against the model with float.Cash Flow, Float, Corporate Finance, Corporate Governance

    Deep Recurrent Generative Decoder for Abstractive Text Summarization

    We propose a new framework for abstractive text summarization based on a sequence-to-sequence oriented encoder-decoder model equipped with a deep recurrent generative decoder (DRGN). Latent structure information implied in the target summaries is learned based on a recurrent latent random model for improving the summarization quality. Neural variational inference is employed to address the intractable posterior inference for the recurrent latent variables. Abstractive summaries are generated based on both the generative latent variables and the discriminative deterministic states. Extensive experiments on some benchmark datasets in different languages show that DRGN achieves improvements over the state-of-the-art methods.Comment: 10 pages, EMNLP 201

    Genomics of the new species Kingella negevensis: diagnostic issues and identification of a locus encoding a RTX toxin.

    Kingella kingae, producing the cytotoxic RTX protein, is a causative agent of serious infections in humans such as bacteremia, endocarditis and osteoarticular infection, especially in young children. Recently, Kingella negevensis, a related species, has been isolated from the oral cavity of healthy children. In this study, we report the isolation of K. negevensis strain eburonensis, initially misidentified as K. kingae with MALDI-TOF MS, from a vaginal specimen of a patient suffering of vaginosis. The genome sequencing and analysis of this strain together with comparative genomics of the Kingella genus revealed that K. negevensis possesses a full homolog of the rtx operon of K. kingae involved in the synthesis of the RTX toxin. We report that a K. kingae specific diagnostic PCR, based on the rtxA gene, was positive when tested on K. negevensis strain eburonensis DNA. This cross-amplification, and risk of misidentification, was confirmed by in silico analysis of the target gene sequence. To overcome this major diagnostic issue we developed a duplex real-time PCR to detect and distinguish K. kingae and K. negevensis.
