    Context-Aware Information Retrieval for Enhanced Situation Awareness

    In the coalition forces, users are increasingly challenged with the issues of information overload and correlation of information from heterogeneous sources. Users might need different pieces of information, ranging from information about a single building, to the resolution strategy of a global conflict. Sometimes, the time, location and past history of information access can also shape the information needs of users. Information systems need to help users pull together data from disparate sources according to their expressed needs (as represented by system queries), as well as less specific criteria. Information consumers have varying roles, tasks/missions, goals and agendas, knowledge and background, and personal preferences. These factors can be used to shape both the execution of user queries and the form in which retrieved information is packaged. However, full automation of this daunting information aggregation and customization task is not possible with existing approaches. In this paper we present an infrastructure for context-aware information retrieval to enhance situation awareness. The infrastructure provides each user with a customized, mission-oriented system that gives access to the right information from heterogeneous sources in the context of a particular task, plan and/or mission. The approach lays on five intertwined fundamental concepts, namely Workflow, Context, Ontology, Profile and Information Aggregation. The exploitation of this knowledge, using appropriate domain ontologies, will make it feasible to provide contextual assistance in various ways to the work performed according to a user’s taskrelevant information requirements.     What is a Good Plan? Cultural Variations in Expert Planners’ Concepts of Plan Quality

    This article presents the results of a field research study examining commonalities and differences between American and British operational planners’ mental models of planning. We conducted Cultural Network Analysis (CNA) interviews with 14 experienced operational planners in the US and UK. Our results demonstrate the existence of fundamental differences between the way American and British expert planners conceive of a high quality plan. Our results revealed that the American planners’ model focused on specification of action to achieve synchronization, providing little autonomy at the level of execution, and included the belief that increasing contingencies reduces risk. The British planners’ model stressed the internal coherence of the plan, to support shared situational awareness and thereby flexibility at the level of execution. The British model also emphasized the belief that reducing the number of assumptions decreases risk. Overall, the American ideal plan serves a controlling function, whereas the British ideal plan supports an enabling function. Interestingly, both the US and UK would view the other’s ideal plan as riskier than their own. The implications of cultural models of plans and planning are described for establishing performance measures and designing systems to support multinational planning teams

    The Orbital Space Environment and Space Situational Awareness Domain Ontology – Towards an International Information System for Space Data

    The orbital space environment is home to natural and artificial satellites, debris, and space weather phenomena. As the population of orbital objects grows so do the potential hazards to astronauts, space infrastructure and spaceflight capability. Orbital debris, in particular, is a universal concern. This and other hazards can be minimized by improving global space situational awareness (SSA). By sharing more data and increasing observational coverage of the space environment we stand to achieve that goal, thereby making spaceflight safer and expanding our knowledge of near-Earth space. To facilitate data-sharing interoperability among distinct orbital debris and space object catalogs, and SSA information systems, I proposed ontology in (Rovetto, 2015) and (Rovetto and Kelso, 2016). I continue this effort toward formal representations and models of the overall domain that may serve to improve peaceful SSA and increase our scientific knowledge. This paper explains the project concept introduced in those publications, summarizing efforts to date as well as the research field of ontology development and engineering. I describe concepts for an ontological framework for the orbital space environment, near-Earth space environment and SSA domain. An ontological framework is conceived as a part of a potential international information system. The purpose of such a system is to consolidate, analyze and reason over various sources and types of orbital and SSA data toward the mutually beneficial goals of safer space navigation and scientific research. Recent internationals findings on the limitations of orbital data, in addition to existing publications on collaborative SSA, demonstrate both the overlap with this project and the need for data-sharing and integration

    US/UK Mental Models of Planning: The Relationship Between Plan Detail and Plan Quality

    This paper presents the results of a research study applying a new cultural analysis method to capture commonalities and differences between US and UK mental models of operational planning. The results demonstrate the existence of fundamental differences between the way US and UK planners think about what it means to have a high quality plan. Specifically, the present study captures differences in how US and UK planners conceptualize plan quality. Explicit models of cultural differences in conceptions of plan quality are useful for establishing performance metrics for multinational planning teams. This paper discusses the prospects of enabling automatic evaluation of multinational team performance by combining recent advances in cultural modelling with enhanced ontology languages

    The cyber simulation terrain: Towards an open source cyber effects simulation ontology

    Cyber resilience is characterised by an ability to understand and adapt to changing network conditions, including cyber attacks. Cyber resilience may be characterised by an effects-based approach to missions or processes. One of the fundamental preconditions underpinning cyber resilience is an accurate representation of current network and machine states and what missions they are supporting. This research outlines the need for an ontological network representation, drawing on existing literature and implementations in the domain. This work then introduces an open-source ontological representation for modelling cyber assets for the purposes of Computer Network Defence. This representation encompasses computers, network connectivity, users, software, vulnerabilities and exploits and aims for interoperability with related representations in common use. The utility of this work is highlighted against a functional use-case depicting a realistic operational network and mission. Finally, a future research direction is defined

    In August of 1998 the Collaborative Agent Design Research Center (CADRC) of the California Polytechnic State University in San Luis Obispo (Cal Poly), approached Dr. Phillip Abraham of the Office of Naval Research (ONR) with the proposal for an annual workshop focusing on emerging concepts in decision-support systems for military applications. The proposal was considered timely by the ONR Logistics Program Office for at least two reasons. First, rapid advances in information systems technology over the past decade had produced distributed collaborative computer-assistance capabilities with profound potential for providing meaningful support to military decision makers. Indeed, some systems based on these new capabilities such as the Integrated Marine Multi-Agent Command and Control System (IMMACCS) and the Integrated Computerized Deployment System (ICODES) had already reached the field-testing and final product stages, respectively. Second, over the past two decades the US Navy and Marine Corps had been increasingly challenged by missions demanding the rapid deployment of forces into hostile or devastate dterritories with minimum or non-existent indigenous support capabilities. Under these conditions Marine Corps forces had to rely mostly, if not entirely, on sea-based support and sustainment operations. Particularly today, operational strategies such as Operational Maneuver From The Sea (OMFTS) and Sea To Objective Maneuver (STOM) are very much in need of intelligent, near real-time and adaptive decision-support tools to assist military commanders and their staff under conditions of rapid change and overwhelming data loads. In the light of these developments the Logistics Program Office of ONR considered it timely to provide an annual forum for the interchange of ideas, needs and concepts that would address the decision-support requirements and opportunities in combined Navy and Marine Corps sea-based warfare and humanitarian relief operations. The first ONR Workshop was held April 20-22, 1999 at the Embassy Suites Hotel in San Luis Obispo, California. It focused on advances in technology with particular emphasis on an emerging family of powerful computer-based tools, and concluded that the most able members of this family of tools appear to be computer-based agents that are capable of communicating within a virtual environment of the real world. From 2001 onward the venue of the Workshop moved from the West Coast to Washington, and in 2003 the sponsorship was taken over by ONR’s Littoral Combat/Power Projection (FNC) Program Office (Program Manager: Mr. Barry Blumenthal).     An information assistant system for the prevention of tunnel vision in crisis management

    In the crisis management environment, tunnel vision is a set of bias in decision makers’ cognitive process which often leads to incorrect understanding of the real crisis situation, biased perception of information, and improper decisions. The tunnel vision phenomenon is a consequence of both the challenges in the task and the natural limitation in a human being’s cognitive process. An information assistant system is proposed with the purpose of preventing tunnel vision. The system serves as a platform for monitoring the on-going crisis event. All information goes through the system before arrives at the user. The system enhances the data quality, reduces the data quantity and presents the crisis information in a manner that prevents or repairs the user’s cognitive overload. While working with such a system, the users (crisis managers) are expected to be more likely to stay aware of the actual situation, stay open minded to possibilities, and make proper decisions
