    Development of University Life-Science Programs and University-Industry Joint Research in Japan

    How does the establishment of new university educational programs promote university-industry joint research? To study this question for the fields of life sciences and biotechnology, we first compile the data on the establishment of new undergraduate and graduate programs in these fields in Japanese universities since the 1950s. We then analyze statistically whether and how such establishment contributed to the occurrence and frequency of university-industry joint research in biotechnology. The results suggest that, first, the expansion of such university programs in fact contributed to the promotion of university-industry joint research and, second, these collaborations increased following the 1998 legislation to promote technology transfer from universities (the so-called TLO Act) and the 1999 legislation to allow universities to retain rights on their inventions made with government research funds (the so-called Japanese Bayh-Dole Act).

    University-local industry linkages : the case of Tohoku University in the Sendai area of Japan

    This paper focuses on Tohoku University in Sendai in the nonmetropolitan area of Japan. Both a long historical and comparative perspective and a spacial perspective are essential to discuss the relevance of university-local industry linkages to local regional economic development. The conjunction of these linkages and economic development has been affected by two evolutionary processes: institutional configurations and territorial dynamics in the national innovation system.     Technology transfer and cultural exchange: Western scientists and engineers encounter late Tokugawa and Meiji Japan

    [FIRST PARAGRAPH] During the last decade of the nineteenth century, the Engineer was only one of many British and American publications that took an avid interest in the rapid rise of Japan to the status of a fully industrialized imperial power on a par with major European nations. In December 1897 this journal published a photographic montage of "Pioneers of Modem Engineering Education in Japan" (Figure I), showing a selection of the Japanese and Western teachers who had worked to bring about this singular transformation.' The predominance of Japanese figures in this representation is highly significant: it is an acknowledgment by British observers that the industrialization of Japan-the "Britain of the East"-was not a feat accomplished solely by Western experts who transferred their science and technology to passive Japanese recipients. Yet in focusing primarily on native teachers active in Japan after 1880, this image excludes several of the very foreigners who had trained this indigenous workforce in the preceding decade. Rather than attempting to assess the careers of each of the many international experts involved in Western encounters with Japan before and after the Meiji restoration in 1868, we will focus on disaggregating the highly individualized responses of just some of the Englishspeaking characters. In documenting their diverse encounters with Japanese people and technologies, we will look at the complex phenomena of cultural exchange in which they participated, not always without chauvinism or resistance

    On the Historical Process of the Institutionalizing Technical Education: The Case of Weaving Districts in the Meiji Japan

    This paper explores the process of the institutionalizing technical education in modern Japan. In particular, this research attempts to elucidate why people in local weaving districts needed such educational institutions and how it is related with the introduction of western technology. This process is found to be much different from the government-led introduction of modern industries through establishment of technical high schools and universities to nurture engineers. In the case of traditional Japanese weaving districts, it was trade associations that voluntarily and actively established institutes for training, which were later supported by prefectural governments and the Ministry of Agriculture and Commerce and finally institutionalized as public technical schools by the Ministry of Education.

    Trialing project-based learning in a new EAP ESP course: A collaborative reflective practice of three college English teachers

    Currently in many Chinese universities, the traditional College English course is facing the risk of being ‘marginalized’, replaced or even removed, and many hours previously allocated to the course are now being taken by EAP or ESP. At X University in northern China, a curriculum reform as such is taking place, as a result of which a new course has been created called ‘xue ke’ English. Despite the fact that ‘xue ke’ means subject literally, the course designer has made it clear that subject content is not the target, nor is the course the same as EAP or ESP. This curriculum initiative, while possibly having been justified with a rationale of some kind (e.g. to meet with changing social and/or academic needs of students and/or institutions), this is posing a great challenge for, as well as considerable pressure on, a number of College English teachers who have taught this single course for almost their entire teaching career. In such a context, three teachers formed a peer support group in Semester One this year, to work collaboratively co-tackling the challenge, and they chose Project-Based Learning (PBL) for the new course. This presentation will report on the implementation of this project, including the overall designing, operational procedure, and the teachers’ reflections. Based on discussion, pre-agreement was reached on the purpose and manner of collaboration as offering peer support for more effective teaching and learning and fulfilling and pleasant professional development. A WeChat group was set up as the chief platform for messaging, idea-sharing, and resource-exchanging. Physical meetings were supplementary, with sound agenda but flexible time, and venues. Mosoteach cloud class (lan mo yun ban ke) was established as a tool for virtual learning, employed both in and after class. Discussions were held at the beginning of the semester which determined only brief outlines for PBL implementation and allowed space for everyone to autonomously explore in their own way. Constant further discussions followed, which generated a great deal of opportunities for peer learning and lesson plan modifications. A reflective journal, in a greater or lesser detailed manner, was also kept by each teacher to record the journey of the collaboration. At the end of the semester, it was commonly recognized that, although challenges existed, the collaboration was overall a success and they were all willing to continue with it and endeavor to refine it to be a more professional and productive approach

    Research & Development in the Telecommunication Industry in Prewar Japan -Automatic Telephone Switchboard-

    The telephone system was not sufficiently developed in prewar Japan. This study examines the technological development of automatic telephone switchboard (ATS) to clarify the problems of telephone system in prewar Japan. Ministry of Communication(MOC) introduced automatic telephone system in 1923. From the standpoint of the telephone exchange service, it was a very opportune decision; however, it was technologically premature. Although they had conducted research on the system before WW1, their only choice was the primitive S ~ S system. Further, the dependence on import technology caused different A-type and H-type ATS to coexist. Each local telephone exchange district independently introduced a different type. The MOC had to prepare the specifications and parts for repair for two different systems. These factors hampered the improvement of the telecommunication quality. Standardizing the system by using independent technology became the biggest issue for the MOC in the 1930s. In the 1930s, some joint researches were organized with private enterprises. They tried to develop a gT-typeh or gElectronic Tube-typeh ATS. However, the T-type ATS was merely an improvement over the outdated S ~ S system with respect to the circuit design. On the other hand, Matsumae aimed at a novel technology, an electronic common control system. However, a suitable electronic tube was not invented. As a result, the telecommunication industry was unable to resolve the coexistence problem in the prewar period. However, the engineers of MOC and ATS suppliers recognized their technological backwardness and shared an awareness of the importance of standardization by independent technology.     Software Defined Media: Virtualization of Audio-Visual Services

    Internet-native audio-visual services are witnessing rapid development. Among these services, object-based audio-visual services are gaining importance. In 2014, we established the Software Defined Media (SDM) consortium to target new research areas and markets involving object-based digital media and Internet-by-design audio-visual environments. In this paper, we introduce the SDM architecture that virtualizes networked audio-visual services along with the development of smart buildings and smart cities using Internet of Things (IoT) devices and smart building facilities. Moreover, we design the SDM architecture as a layered architecture to promote the development of innovative applications on the basis of rapid advancements in software-defined networking (SDN). Then, we implement a prototype system based on the architecture, present the system at an exhibition, and provide it as an SDM API to application developers at hackathons. Various types of applications are developed using the API at these events. An evaluation of SDM API access shows that the prototype SDM platform effectively provides 3D audio reproducibility and interactiveness for SDM applications.Comment: IEEE International Conference on Communications (ICC2017), Paris, France, 21-25 May 201
