    Network recovery from massive failures under uncertain knowledge of damages

    This paper addresses progressive network recovery under uncertain knowledge of damages. We formulate the problem as a mixed integer linear programming (MILP), and show that it is NP-Hard. We propose an iterative stochastic recovery algorithm (ISR) to recover the network in a progressive manner to satisfy the critical services. At each optimization step, we make a decision to repair a part of the network and gather more information iteratively, until critical services are completely restored. Three different algorithms are used to find a feasible set and determine which node to repair, namely, 1) an iterative shortest path algorithm (ISR-SRT), 2) an approximate branch and bound (ISR-BB) and 3) an iterative multi-commodity LP relaxation (ISR-MULT). Further, we have modified the state-of-the-Art iterative split and prune (ISP) algorithm to incorporate the uncertain failures. Our results show that ISR-BB and ISR- MULT outperform the state-of-the-Art 'progressive ISP' algorithm while we can configure our choice of trade-off between the execution time, number of repairs (cost) and the demand loss.     Strategic Reforms for Accelerated Agricultural Growth in Pakistan

    Agricultural growth rates in the 1960s, 1970s, 1980s and 1990s show that strong growth during the 1960s was driven by several factors, including greater certainty in the use of irrigation water (as a result of an agreement with India), the introduction of productivityenhancing fertiliser-seed packages, the introduction of tubewells and the electrification of rural areas, and policy changes that improved the profitability of farming. Growth during the 1970s dropped to 2.3 percent as a result of the uncertainty created by land reforms in 1972 and 1977, severe climatic shocks, a cotton virus that depressed production for most of the decade, and political instability. The recovery in the 1980s and early 1990s can be attributed to the introduction of new cotton varieties and improved management techniques, as well as to a gradual improvement in economic incentives. Closer inspection of the nature and sources of this growth raises concerns about its sustainability and casts doubt on the ability of the sector to grow by more than 3–4 percent a year in the future. Many of the past sources of agricultural growth in Pakistan appear to have been fully exploited. Strategy for the future must effectively address the followings. Allowing the market to Operate, policy reforms that support the ongoing structural adjustment should be given top priority. To address the crisis in irrigation management market-determined incentives must be allowed to determine resource allocation within the irrigation system. Reform in extension should include establishing closer links with research institutions and reducing the number of front-line extension workers and replacing them with fewer, bettertrained workers who are more responsive to the needs of farming systems. Full-fledged land reform is difficult to enact and can be considered only after a comprehensive study of costs and benefits. Some important measures can be implemented immediately, however. Foremost is providing security of tenure to many farmers, especially tenants-at-will, thereby improving responsiveness to incentives and creating better incentives for long-term investments.

    Intelligent Ranking for Dynamic Restoration in Next Generation Wireless Networks

    Emerging 5G and next generation 6G wireless are likely to involve myriads of connectivity, consisting of a huge number of relatively smaller cells providing ultra-dense coverage. Guaranteeing seamless connectivity and service level agreements in such a dense wireless system demands efficient network management and fast service recovery. However, restoration of a wireless network, in terms of maximizing service recovery, typically requires evaluating the service impact of every network element. Unfortunately, unavailability of real-time KPI information, during an outage, enforces most of the existing approaches to rely significantly on context-based manual evaluation. As a consequence, configuring a real-time recovery of the network nodes is almost impossible, thereby resulting in a prolonged outage duration. In this article, we explore deep learning to introduce an intelligent, proactive network recovery management scheme in anticipation of an eminent network outage. Our proposed method introduces a novel utilization-based ranking scheme of different wireless nodes to minimize the service downtime and enable a fast recovery.     Natural resources conservation management and strategies in agriculture

    This paper suggests a holistic framework for assessment and improvement of management strategies for conservation of natural resources in agriculture. First, it incorporates an interdisciplinary approach (combining Economics, Organization, Law, Sociology, Ecology, Technology, Behavioral and Political Sciences) and presents a modern framework for assessing environmental management and strategies in agriculture including: specification of specific “managerial needs” and spectrum of feasible governance modes (institutional environment; private, collective, market, and public modes) of natural resources conservation at different level of decision-making (individual, farm, eco-system, local, regional, national, transnational, and global); specification of critical socio-economic, natural, technological, behavioral etc. factors of managerial choice, and feasible spectrum of (private, collective, public, international) managerial strategies; assessment of efficiency of diverse management strategies in terms of their potential to protect diverse eco-rights and investments, assure socially desirable level of environmental protection and improvement, minimize overall (implementing, third-party, transaction etc.) costs, coordinate and stimulate eco-activities, meet preferences and reconcile conflicts of individuals etc. Second, it presents evolution and assesses the efficiency of diverse management forms and strategies for conservation of natural resources in Bulgarian agriculture during post-communist transformation and EU integration (institutional, market, private, and public), and evaluates the impacts of EU CAP on environmental sustainability of farms of different juridical type, size, specialization and location. Finally, it suggests recommendations for improvement of public policies, strategies and modes of intervention, and private and collective strategies and actions for effective environmental protection

    Bank regulation and the network paradigm : policy implications for developing and transition economies

    Current issues in banking policy range from the need to construct basic institutions and incentive structures in transition economies, to the challenges posed by the increasingly complex interactions involved in contemporary banking. The authors of this report outline the basic regulatory framework needed to reduce bank failures, as shown by recent experience. Theoreticians note that banking increasingly displays network characteristics that may call for corrective action but make policy intervention ineffective or counterproductive. Networks are susceptible to externalities, redundancy, (ensuring that flows cannot be obstructed by blocking just one path), and a tendency to adapt to disturbances in a complex manner. Regulation is justified, but the complexity of the network makes successful interventions hard to design. Supervision has a role, and the authors outline the basic regulatory measures needed, but the blurring of boundaries between banking and the rest of the financial network has placed an upper bound on the effectiveness of supervision.
