    Youth and the Millennium Development Goals (MDGs): Challenges and Opportunities for Implementation

    Young people ages 15 to 24 are 1.2 billion of the world’s human capital. Around the world, many of them are already making contributions to the Millennium Development Goals (MDGs), and their work should be further acknowledged and strengthened. Increasingly, youth are recognized as key participants in decision-making and development, as reflected in the growing presence of non-governmental youth organizations and the upsurge of youth advisory boards and committees to international institutions and programmes. Yet building the capacity of and creating sustained partnerships with young people are crucial strategies to achieving the MDGs that have not been fully realized by the international community. This paper aims to provide an overview of youth participation as it currently exists, to outline the ways in which youth are directly involved and affected by each Goal, to demonstrate the ways in which young people are contributing to the MDGs, and to provide ‘Options for Action’ that governments, the United Nations system, donors and other actors can harness, support, and scale-up in order to support young people in making significant contributions to achieving the MDGs. Part I outlines the existing mechanisms for youth participation in development policy. These channels can be used by governments and institutions to strengthen and mobilize young people as partners in policy formulation. Successful modes of participation should be recognized and replicated, and also adapted to the challenging political and socio-economic realities facing many youth-led and youth-serving organizations. Part II presents youth participation as it relates directly to the MDGs. Each goal is analyzed with respect to its effect on young peoples lives as well as how young people can play – and indeed are playing — a role in its implementation. Under each goal are a number of “Options for Action” that governments, the UN and multilateral organizations can use to fully harness the contributions that youth can make to achieving the MDGs. Part III outlines the synergies between the Options for Action presented in this report and the Quick Wins proposed by the Millennium Project. The Options for Action are complimentary and provide a process to implement the Quick Win actions, using young people as key implementing agents and service providers. Part III also outlines a number of youth-focused Quick Wins that can make a significant and measurable difference to the state of young people in target countries. Part IV elaborates on how youth can participate in achieving the MDGs and contains cross-cutting recommendations on youth engagement in all 8 Goals. Overall, the report demonstrates that investing in youth will provide the longest and most effective dividend towards meeting the Millennium Development Goals (MDGs) by building the social capital needed to foster pragmatic development. Indeed, without the involvement of young people, a demographic that comprises one fifth of the world’s total population, the full achievement of the MDGs will remain elusive and their long-term sustainability will be compromised. Youth participation is currently quite varied, ranging from effective, to sometimes tokenistic, to often non-existent. There are specific ways in which youth and youth organizations can contribute to the design and implementation of MDG-based strategies, some of which are outlined in this document.     The TESSA OER Experience: Building sustainable models of production and user implementation

    This paper offers a review of the origins, design strategy and implementation plans of the Teacher Education in Sub-Saharan Africa (TESSA) research and development programme. The programme is working to develop new models of teacher education, particularly school based training, including the creation of a programme webspace and an extensive bank of Open Educational Resources. This paper identifies key research findings and literature which informed the TESSA approach and activity design. Drawing on participant experiences in different development activities and data generated in development testing activities, I offer a personal account of the programme to date. The paper concludes by suggesting a pattern of resource making and design that could be adopted by other programmes serving parallel development needs

    Capacity Building In Information And Communication Management (ICM) Towards Food Security

    This paper addresses capacity strengthening needs in the area of ICM to support food security initiatives. It fully acknowledges that FS is a state of assuring physical availability and economic accessibility to enough food in terms of quantity (amount, distribution, calories), quality (safe, nutritious, balanced) and cultural acceptability for all people at all times for a healthy and active life. It starts by outlining how ICM can support strategies to ensure availability, access, acceptability, adequacy, and agency and it highlights key information needs in each case. A FS Information and Communication Web is developed basing on a generic conceptual framework of determinants of food security. The web delineates information needs that would support strategies to ensure adequacy of food, stability of supply, and access – physical and economical. The paper then articulates capacity strengthening needs in line with the three dimensions or levels of food security: national, community and household. Four case studies: (i) Uganda’s ICT policy and Food Security (ii) Human Resources needs at community level drawing experiences from Africa and Asia (iii) HR Capacity Development Needs in Africa by the IMF (iv) Audio visual and farmer skills in Mali – serve to demonstrate grassroots ICM applications that support food security initiatives, and in each case it points to theme specific capacity strengthening needs. The studies, as a result, demonstrate how enhanced ICM capacity can support food security through: developing suitable ICT policies, empowering communities with ICM knowledge, improving development planning, enhancing agricultural productivity, supporting marketing systems, improving natural resources management and conservation, and through effective execution of early warning systems – all having implications for food security. The paper concludes by presenting a summary of capacity strengthening needs. These range from sensitization of regional and national policy makers, down to technical skills required by data collectors, analysts and information generators, knowledge disseminators and also knowledge users.     Disability and international cooperation and development : a review of policies and practices

    The purpose of this review is to canvas policies and, to the extent possible, practices of major multilateral and bilateral development agencies, aimed at including disability in development. Development that includes disability, as referenced in this review, is understood as development in which persons with disabilities participate as both actors and beneficiaries. It can be achieved by disability specific initiatives, by adding disability-specific components to development programs, by fully inclusive programming, designed to include disability concerns into all development processes, or by a combination of these approaches. While this review does not claim to be exhaustive, it does attempt to provide as comprehensive as possible an overview of policies and practices on disability and development (D&D), both within and among the United Nations (UN) system, and among major bilateral development agencies. It should be noted that this is a dynamic issue and thus many development agencies are either in the process of crafting new disability policies or strategies or are currently reviewing their existing approaches with a view to modifying or amending them. Section two of this report reviews the international legal and policy framework pertinent to the consideration of D&D with particular attention to the Convention on the Rights of Persons with Disabilities (CRPD) and Millennium Development Goals (MDGs). Section three reviews multilateral agencies and structures, particularly those within the UN system, and reviews their existing policies and/or practices related to D&D. Section four includes coverage of regional structures supporting the inclusion of disability indevelopment. Section five identifies bilateral development agencies that, either as matter of written policy or as evidenced through practice, have taken steps to design and implement programs and practices that are inclusive of disability. The term communications is used in three interrelated ways: it refers to the interactions and engagements which take place between different actors in the education sector; it looks at the transmission of information, knowledge or data between two or more points; and it refers to the processes and means though which these interactions take place. The report identifies where communications in the education sector has been successful and some of its weaknesses. The paper focuses on spaces for communications in education, the processes of communications and the direct and indirect impacts of communications initiatives. It gives examples of a range of communication initiatives and provides evidence of impact, where available

    A comparison of policies and guidelines related to multimorbidity in the UK, Australia and Sri Lanka

    Background and objectives Increased rates of multimorbidity, evident in developed and developing countries, should be addressed by health policy. The aim of this study was to compare policies and guidelines related to multimorbidity in primary healthcare in countries with different health systems, to identify initiatives, gaps and opportunities for further improvement. Methods We conducted a content analysis of UK, Australian and Sri Lankan policy documents and guidelines published between 2006 and 2017, in electronic databases, references and government repositories, tabulating data extracted for content, implementation plans, gaps and opportunities for development. Results Overall, 38 of the 56 identified documents explicitly or implicitly addressed multimorbidity or its prevention. The UK had four policy documents and guidelines specifically on multimorbidity. Australia and Sri Lanka lacked specific policies on multimorbidity, but policies did address chronic conditions and noncommunicable diseases. Discussion Important differences exist in how national policies seek to address multimorbidity. Policy implementation, how this affects quality of care and outcomes, and the role of primary care should be examined

    Data management and reporting for drinking water quality monitoring in community-managed supplies

    Includes bibliographical references (leaves 111-126).Water Service Authorities, which may be district municipalities with hundreds of community-managed supplies under their jurisdiction, are legally responsible for ensuring the quality of water supplied to all consumers. Without the assistance of communities, this requirement, which would involve regular testing in many remote and inaccessible supplies, is extremely difficult to fulfil. Water Service Authorities also struggle to respond timeously to problems in remote supplies, as they are often unaware of the problem for some days. Two-way communication between the Water Service Authority and the Community-based Water Services Provider is therefore essential to an effective monitoring programme. Information and communication technologies, particularly mobile phones on the cellular network, offer potential solution to the challenge of supporting community-managed supplies. Following an investigation into the information needs of various stakeholders in community management, a prototype drinking water quality information system for community-managed supplies was developed
