Privacy-Aware Recommender Systems Challenge on Twitter's Home Timeline
Recommender systems constitute the core engine of most social network
platforms nowadays, aiming to maximize user satisfaction along with other key
business objectives. Twitter is no exception. Despite the fact that Twitter
data has been extensively used to understand socioeconomic and political
phenomena and user behaviour, the implicit feedback provided by users on Tweets
through their engagements on the Home Timeline has only been explored to a
limited extent. At the same time, there is a lack of large-scale public social
network datasets that would enable the scientific community to both benchmark
and build more powerful and comprehensive models that tailor content to user
interests. By releasing an original dataset of 160 million Tweets along with
engagement information, Twitter aims to address exactly that. During this
release, special attention is drawn on maintaining compliance with existing
privacy laws. Apart from user privacy, this paper touches on the key challenges
faced by researchers and professionals striving to predict user engagements. It
further describes the key aspects of the RecSys 2020 Challenge that was

Labour Market Information Driven, Personalized, OER Recommendation System for Lifelong Learners
In this paper, we suggest a novel method to aid lifelong learners to access
relevant OER based learning content to master skills demanded on the labour
market. Our software prototype 1) applies Text Classification and Text Mining
methods on vacancy announcements to decompose jobs into meaningful skills
components, which lifelong learners should target; and 2) creates a hybrid OER
Recommender System to suggest personalized learning content for learners to
progress towards their skill targets. For the first evaluation of this
prototype we focused on two job areas: Data Scientist, and Mechanical Engineer.
We applied our skill extractor approach and provided OER recommendations for
learners targeting these jobs. We conducted in-depth, semi-structured
interviews with 12 subject matter experts to learn how our prototype performs
in terms of its objectives, logic, and contribution to learning. More than 150
recommendations were generated, and 76.9% of these recommendations were treated
as useful by the interviewees. Interviews revealed that a personalized OER
recommender system, based on skills demanded by labour market, has the
potential to improve the learning experience of lifelong learners.Comment: This paper has been accepted to be published in the proceedings of

Whole-Chain Recommendations
With the recent prevalence of Reinforcement Learning (RL), there have been
tremendous interests in developing RL-based recommender systems. In practical
recommendation sessions, users will sequentially access multiple scenarios,
such as the entrance pages and the item detail pages, and each scenario has its
specific characteristics. However, the majority of existing RL-based
recommender systems focus on optimizing one strategy for all scenarios or
separately optimizing each strategy, which could lead to sub-optimal overall
performance. In this paper, we study the recommendation problem with multiple
(consecutive) scenarios, i.e., whole-chain recommendations. We propose a
multi-agent RL-based approach (DeepChain), which can capture the sequential
correlation among different scenarios and jointly optimize multiple
recommendation strategies. To be specific, all recommender agents (RAs) share
the same memory of users' historical behaviors, and they work collaboratively
to maximize the overall reward of a session. Note that optimizing multiple
recommendation strategies jointly faces two challenges in the existing
model-free RL model - (i) it requires huge amounts of user behavior data, and
(ii) the distribution of reward (users' feedback) are extremely unbalanced. In
this paper, we introduce model-based RL techniques to reduce the training data
requirement and execute more accurate strategy updates. The experimental
results based on a real e-commerce platform demonstrate the effectiveness of

A qualitative study of stakeholders' perspectives on the social network service environment
Over two billion people are using the Internet at present, assisted by the mediating activities of software agents which deal with the diversity and complexity of information. There are, however, ethical issues due to the monitoring-and-surveillance, data mining and autonomous nature of software agents. Considering the context, this study aims to comprehend stakeholders' perspectives on the social network service environment in order to identify the main considerations for the design of software agents in social network services in the near future. Twenty-one stakeholders, belonging to three key stakeholder groups, were recruited using a purposive sampling strategy for unstandardised semi-structured e-mail interviews. The interview data were analysed using a qualitative content analysis method. It was possible to identify three main considerations for the design of software agents in social network services, which were classified into the following categories: comprehensive understanding of users' perception of privacy, user type recognition algorithms for software agent development and existing software agents enhancement
