    Software-Defined Radio Demonstrators: An Example and Future Trends

    Software-defined radio requires the combination of software-based signal processing and the enabling hardware components. In this paper, we present an overview of the criteria for such platforms and the current state of development and future trends in this area. This paper will also provide details of a high-performance flexible radio platform called the maynooth adaptable radio system (MARS) that was developed to explore the use of software-defined radio concepts in the provision of infrastructure elements in a telecommunications application, such as mobile phone basestations or multimedia broadcasters

    The Effect of Participation in Government Consortia on the R&D Productivity of Firms: A Case Study of Robot Technology in Japan

    This paper examines the effect of participation in government-sponsored R&D consortia on the R&D productivity of firms in the case of robot technology in Japan. We attempt to provide a new empirical analysis and discussions on the issue of government project evaluation by using indicators of the quality of patents, by investigating the impact of the evolution of government programs, and comparing government-sponsored R&D consortia with collaborative R&D among firms. Using indicators of the quality of patents which enables us to provide an estimation of quality-adjusted research productivity, we find that participation in government programs has a positive impact on the research productivity of participating firms, but the impact of participation became much higher after the design of government programs in this field changed in the late 1990s. Also, we find that participation in government-sponsored consortia has a greater impact on research productivity than participation in collaborative R&D among firms.     Regional economic communities influencing policy: a study of information communications technology policy (on telecommunication) of four SADC countries

    Masters of Arts (ICT Policy and Regulation) Research ReportIn the last three decades’ information and communication technology (ICT) has been a catalyst for an unprecedented social and economic revolution. In part, the revolution can be accredited to the rapid change in technology over the years, while on the other hand it can be attributed to reform changes which include, but are not limited to, the liberalisation of the sector. Countries introduced reforms in the ICT sector via targeted policy changes which facilitated change in the sector. They either formulated policies with the objective to remedy specific issues in their environment or adopted policies guided by the regional bodies. This study evaluates the extent to which country specific ICT policies adopt recommendations made by regional bodies. The Southern African Development Community (SADC) region is used for this research with four Member States ICT policies evaluated for conformity to the SADC recommendations, specifically with respect to the SADC Protocol on Transport, Communication and Meteorology. The policies are also evaluated against policy formulating techniques recommended when formulating policies. The focus of this study is the telecommunications policies of each of the chosen Member States and policy recommendations by SADC on same. The study employed desktop research and an analysis of the relevant documentation, which were interrogated for specific content with respect to previously identified policy objectives. These were then analysed against the SADC Protocol and the policy techniques. The policy formulating techniques are to ensure the policies under analysis are not conforming to the SADC recommendation due to poor policy writing techniques, however it is imperative for the reader to note that the research is on the conformity of the Member States to the policy recommendations by SADC. It emerged from the research that the Member States in SADC, under study, adopted policy recommendations made by SADC to varying degrees. There is also evidence of the use of specific policy-formulation techniques. Countries that have some evidence of use of policy techniques have better policy as evidence by achievements of the policy objectives. In order to formulate good policy not only must the regional body provide concise policy recommendations, the Member States must be able to formulate policy that would be in line with the recommendations. Regional bodies have an influence in member state policy formulation and there are benefits to be gained by regional economic communities if they have harmonised polices supported by Mwasha (nd). It also emerged that whilst there is policy reform in the ICT sector there is a dearth of research with regards to policy analysis and evaluation of the existing policies.MT 201

    Status of Common Service Center Program in India: Issues, Challenges and Emerging Practices for Rollout

    The Common Service Centre is a 1.2 billion USD initiative by the Government of India. It is an integral pillar of the Government’s National e-governance Plan. The project was started in the year 2004 with the vision to develop these centres as the front-end delivery points for government, private and social sector services to rural citizens of India in an integrated manner. However as on 31st May, 2010, six years after the initiation of the project, only about 50 percent of the States had reported success in achieving 70 percent rollout status of these centres. Even the successful States were being plagued by issues which were hindering the operation and threatening the sustainability of these centres. In this paper we have discussed the current status of implementation of the CSCs across the nation and the pertinent issues that are being faced by the various stakeholders in the project. It was interesting to find out that though the country wise rollout had not yet reached the cent percent mark there were some states that were doing well, compared to others, despite the fact that some of these failing states were the first to initiate the exercise.We have also conducted field studies in the states of Jharkhand,Uttar Pradesh and Meghalaya in order to understand the ground level issues and challenges hampering the implementation of these centres. This paper is an attempt to understand the various challenges and bottlenecks that are being faced in making these common service centres sustainable. Given that the CSCs are designed to provide the last mile linkage to G2C and B2C services, the importance and impact of these centres are immense and the program has the potential to overturn the issues related to accessibility that pulls back the sizeable percentage of the populace. It is however, noteworthy that these perceived benefits to the citizens from this project can only be accrued when these centres are operational. Thus it becomes imperative to study the factors that are hindering the setting up and the functioning of these centres. The study also reveals that there was lack of fool-proof planning at the government’s end in terms of having no structured framework for roll out and no risk mitigation plan in place for a project of this dimension. Moreover, the study shows that there has been a substantial evolution in the business model (based on PPP) that was being used initially across various states in the country to a business model (based on PPP) that is emerging to be more successful and sustainable than what was initially planned for.
