Beyond Boundaries: A Promising New Model for Security and Global Development

In 2007, a team of international security experts and researchers at the Henry L. Stimson Center launched an initiative to build an effective model for sustainable nonproliferation of biological, chemical, and nuclear weapons. The project represented an exciting and innovative way of thinking about security: a "dual-use" approach that operated at the nexus of the security and development communities. The team's ingenuity paid off. After less than six years, the Stimson Center is phasing out its involvement in the successful program, which will now be government funded. This paper shows how a novel idea, supported with modest grants from Carnegie Corporation, went on to secure millions in support from international sources, achieving real-world policy wins

Syrian Refugees and the Digital Passage to Europe: Smartphone Infrastructures and Affordances

This research examines the role of smartphones in refugees’ journeys. It traces the risks and possibilities afforded by smartphones for facilitating information, communication, and migration flows in the digital passage to Europe. For the Syrian and Iraqi refugee respondents in this France-based qualitative study, smartphones are lifelines, as important as water and food. They afford the planning, navigation, and documentation of journeys, enabling regular contact with family, friends, smugglers, and those who help them. However, refugees are simultaneously exposed to new forms of exploitation and surveillance with smartphones as migrations are financialised by smugglers and criminalized by European policies, and the digital passage is dependent on a contingent range of sociotechnical and material assemblages. Through an infrastructural lens, we capture the dialectical dynamics of opportunity and vulnerability, and the forms of resilience and solidarity, that arise as forced migration and digital connectivity coincide

PORTFOLIO MANAGEMENT OF INNOVATION FIELDS : APPLYING CK DESIGN THEORY IN CROSS INDUSTRY EXPLORATORY PARTNERSHIP

Our paper refers to an industrial practice based on an integrated theoretical framework of design, CK design theory (Hatchuel and Weil, 2002, Hatchuel and Weil, 2003, Hatchuel and Weil, 2008), to support people in management of innovation fields. This study is based on an empirical case in a new form of R&D partnerships, the Cross Industry Exploratory Partnerships. MINATEC IDEAs Laboratory® is composed of a broad scope of partners 2 which aims to co-explore opportunities of micronanotechnologies. The paper deals with a strategic design tool, OPERA, which has been experimented since 2007 and involved participation of design team work and powerholders. During two years, creative insights and projects of the two laboratory's major innovation fields have been collected and structured within CK theory. Achieving Skill Mobility in the ASEAN Economic Community: Challenges, Opportunity, and Policy Implications

Despite clear aspirations by the Association of Southeast Asian Nations (ASEAN) to create an effective and transparent framework to facilitate movements among skilled professionals within the ASEAN by December 2015, progress has been slow and uneven. This report examines the challenges ASEAN member states face in achieving the goal of greater mobility for the highly skilled, including hurdles in recognizing professional qualifications, opening up access to certain jobs, and a limited willingness by professionals to move due to perceived cultural, language, and socioeconomic differences. The cost of these barriers is staggering and could reduce the region’s competitiveness in the global market. This report launches a multiyear effort by the Asian Development Bank and the Migration Policy Institute to better understand the issues and develop strategies to gradually overcome the problems. It offers a range of policy recommendations that have been discussed among experts in a high-level expert meeting, taking into account best practices locally and across the region

A REPRISE OF SUPPLY CHAIN MANAGEMENT IN CONSANGUINITY TO THE INDUSTRY OF TEXTILE

This study investigates supply chain management (SCM) literature to categorize it as well as this study particularly explores studies of SCM for textile industry. An analysis is provided for SCM in connection to textile industry. Science Direct, ABI/INFORM Global, EBSCO Host, and Emerald scholarly databases are inspected for SCM studies. It is found that there is lack of agreement for a sole definition of SCM; moreover, textile industry is being neglected for investigation of SCM. However, categories of SCM are described in a descending order from most studied categories to least studied categories. There is a void of a sole definition for SCM; therefore, a comprehensive definition of SCM is suggested from pertinent literature.
