The International Bar Association and Trade in Legal Services: Meta Law-Making in International Economic Law?
This article presents the International Bar Association as a highly-influential but often overlooked non-state actor through the lens of its involvement in the standardization of Mutual Recognition Agreements (MRA)s for legal services. Not only do most MRAs contemplate the active involvement of professional bodies such as law societies and bar associations in their construction and monitoring, the IBA’s guidelines for MRAs inform the content of these agreements, facilitating the practice of international law by a more highly mobile profession. This in turn underpins the capacity of the community of international lawyers to exercise their technical expertise to influence other non-state actors, exemplifying what may be described as the IBA’s “meta-lawmaking” on the global stage. As there has been poor uptake of MRAs by developing countries, initiatives of the IBA could help establish mutual recognition for legal services in the developing world
On the trade-off between electrical power consumption and flight performance in fixed-wing UAV autopilots
This paper sets out a study of the autopilot design for fixed wing Unmanned Aerial Vehicles (UAVs) taking into account the aircraft stability, as well as the power consumption as a function of the selected control strategy. To provide some generality to the outcomes of this study, construction of a reference small-UAV model, based on averaging the main aircraft defining parameters, is proposed. Using such a reference model of small, fixed-wing UAVs, different control strategies are assessed, especially with a view towards enlarging the controllers' sampling time. A beneficial consequence of this sample time enlargement is that the clock rate of the UAV autopilots may be proportionally reduced. This reduction in turn leads directly to decreased electrical power consumption. Such energy saving becomes proportionally relevant as the size and power of the UAV decrease, with benefits of lengthening battery life and, therefore, the flight endurance. Additionally, through the averaged model, which is derived from both published data and computations made from actual data captured from real UAVs, it is shown that behavior predictions beyond that of any particular UAV model may be extrapolated.Peer ReviewedPostprint (author's final draft
MRI Visualization of Whole Brain Macro- and Microvascular Remodeling in a Rat Model of Ischemic Stroke: A Pilot Study
Using superparamagnetic iron oxide nanoparticles (SPION) as a single contrast agent, we investigated dual contrast cerebrovascular magnetic resonance imaging (MRI) for simultaneously monitoring macro- and microvasculature and their association with ischemic edema status (via apparent diffusion coefficient [ADC]) in transient middle cerebral artery occlusion (tMCAO) rat models. High-resolution T1-contrast based ultra-short echo time MR angiography (UTE-MRA) visualized size remodeling of pial arteries and veins whose mutual association with cortical ischemic edema status is rarely reported. ??R2?????R2*-MRI-derived vessel size index (VSI) and density indices (Q and MVD) mapped morphological changes of microvessels occurring in subcortical ischemic edema lesions. In cortical ischemic edema lesions, significantly dilated pial veins (p???=???0.0051) and thinned pial arteries (p???=???0.0096) of ipsilateral brains compared to those of contralateral brains were observed from UTE-MRAs. In subcortical regions, ischemic edema lesions had a significantly decreased Q and MVD values (p???<???0.001), as well as increased VSI values (p???<???0.001) than normal subcortical tissues in contralateral brains. This pilot study suggests that MR-based morphological vessel changes, including but not limited to venous blood vessels, are directly related to corresponding tissue edema status in ischemic stroke rat models
Regionalism in standards - good or bad for trade?
Regional agreements on standards have been largely ignored by economists and unconditionally blessed by multilateral trade rules. The authors find, theoretically and empirically, that such agreements increase trade between participating countries but not necessarily with the rest of the world. Adopting a common standard in a region-that is, harmonization-boosts exports of excluded industrial countries to the region. But it reduces exports of excluded developing countries, possibly because developing country firms are hurt more by an increase in the stringency of standards and benefit less from economies of scale in integrated markets. Mutual recognition agreements are more uniformly trade promoting unless they contain restrictive rules of origin, in which case intra-regional trade increases at the expense of trade with other, especially developing, countries. Speed sensorless field oriented control of ac induction motor using model reference adaptive system
In order implement the vector control technique, the motor speed information is required. Incremental encoder, resolvers and tachogenerator, are used to reveal the speed. These sensors require careful mounting and alignment and special attention is required with electrical noises. Sensorless speed vector control is greatly used and applied in induction machine drives instead of scalar control and vector control for their robustness and reliability, and very low maintenance cost. In this project MRAS based techniques are used to estimate the rotor speed based on rotor flux estimation, the estimated speed in the MRAS algorithm is used as a feedback for the vector control system. The model reference adaptive control system is predicated on the comparison between the outputs of adjustable model and reference model. The error between them is employed to drive a suitable adaptation mechanism which generates the estimated rotor speed for the adjustable model. And indirect vector control scheme controls the flux and torque by restricting the torque and flux errors with respective hysteresis bands, and motor flux and torque are controlled by the stator voltage space vectors using optimum inverter switching table. Modeling and simulation of the induction machine and the vector control drives implemented in MATLAB/SIMULINK. Simulation results of proposed MRAS and indirect vector control technique are presented
Clinical Determinants and Prognostic Implications of Renin and Aldosterone in Patients with Symptomatic Heart Failure
Aims Activation of the renin-angiotensin-aldosterone system plays an important role in the pathophysiology of heart failure (HF) and has been associated with poor prognosis. There are limited data on the associations of renin and aldosterone levels with clinical profiles, treatment response, and study outcomes in patients with HF. Methods and results We analysed 2,039 patients with available baseline renin and aldosterone levels in BIOSTAT-CHF (a systems BIOlogy study to Tailored Treatment in Chronic Heart Failure). The primary outcome was the composite of all-cause mortality or HF hospitalization. We also investigated changes in renin and aldosterone levels after administration of mineralocorticoid receptor antagonists (MRAs) in a subset of the EPHESUS trial and in an acute HF cohort (PORTO). In BIOSTAT-CHF study, median renin and aldosterone levels were 85.3 (percentile(25-75) = 28-247) mu IU/mL and 9.4 (percentile(25-75) = 4.4-19.8) ng/dL, respectively. Prior HF admission, lower blood pressure, sodium, poorer renal function, and MRA treatment were associated with higher renin and aldosterone. Higher renin was associated with an increased rate of the primary outcome [highest vs. lowest renin tertile: adjusted-HR (95% CI) = 1.47 (1.16-1.86), P = 0.002], whereas higher aldosterone was not [highest vs. lowest aldosterone tertile: adjusted-HR (95% CI) = 1.16 (0.93-1.44), P = 0.19]. Renin and/or aldosterone did not improve the BIOSTAT-CHF prognostic models. The rise in aldosterone with the use of MRAs was observed in EPHESUS and PORTO studies. Conclusions Circulating levels of renin and aldosterone were associated with both the disease severity and use of MRAs. By reflecting both the disease and its treatments, the prognostic discrimination of these biomarkers was poor. Our data suggest that the "point" measurement of renin and aldosterone in HF is of limited clinical utility
