Documentação da Língua Brasileira de Sinais
Esta publicação contém uma coletânea de textos produzidos pelos participantes do Seminário Ibero-Americano da Diversidade Linguística, que aconteceu em Foz do Iguaçu, Paraná, de 17 a 20 de novembro de 2014. O evento foi organizado pelo Departamento do Patrimônio Imaterial do Iphan e pela Diretoria de Relações Internacionais do Ministério da Cultura. de sinais brasileira (Libras) que está sendo desenvolvida pela Universidade
Federal de Santa Catarina (UFSC). Essa documentação da Libras envolve o
Inventário da Libras do Estado de Santa Catarina da Região Metropolitana
de Florianópolis. Foram desenvolvidos procedimentos que configuram
uma metodologia de coleta de dados, registro e transcrição da Libras.
Inicialmente apresentar-se-á uma introdução sobre a Libras, bem como uma
contextualização das políticas linguísticas relacionadas com essa língua que
favorecem o desenvolvimento do Inventário Nacional da Libras. A partir
disso, será detalhada a metodologia desenvolvida no Inventário de Libras
criado na Região Metropolitana de Florianópolis, no sentido de socializar os

Length-frequency estimation for yellowfin tuna (Thunnus albacares) caught by commercial fishing gear in the Eastern Pacific Ocean
ENGLISH: Methods of collecting samples for the purpose of estimating the numbers and weights of fish caught, by length interval, are described. Several models for two-stage sampling are described, and the equations for the estimators and their variances are given. The results from a brief simulation study are used to show the differences between estimates made with the different models. Estimators for the average weights of fish in the catch and their variances are also described. These average weights are used to provide improved estimates of the total annual catches of yellowfin taken from the eastern Pacific Ocean, east of 150°W, between 1955 and 1990. SPANISH: Se describen los métodos de recoger de muestreo para estimar el número o peso de peces capturados, por intervalo de talla. Se describen varios modelos para el muestreo de dos etapas, y se presentan las ecuaciones para los estimadores y sus varianzas. Se usan los resultados de un breve estudio de simulación para indicar las diferencias entre estimaciones realizadas con los distintosmodelos. También se describe un estimador para el peso promedio de peces en la captura y su varianza. Se usan estos estimadores para calcular estimaciones mejoradas de las capturas anuales totales de aleta amarilla tomadas del Océano Pacífico oriental, al este de 150°W, entre 1955 y 1990.

Sub-Classifier Construction for Error Correcting Output Code Using Minimum Weight Perfect Matching
Multi-class classification is mandatory for real world problems and one of
promising techniques for multi-class classification is Error Correcting Output
Code. We propose a method for constructing the Error Correcting Output Code to
obtain the suitable combination of positive and negative classes encoded to
represent binary classifiers. The minimum weight perfect matching algorithm is
applied to find the optimal pairs of subset of classes by using the
generalization performance as a weighting criterion. Based on our method, each
subset of classes with positive and negative labels is appropriately combined
for learning the binary classifiers. Experimental results show that our
technique gives significantly higher performance compared to traditional
methods including the dense random code and the sparse random code both in
terms of accuracy and classification times. Moreover, our method requires
significantly smaller number of binary classifiers while maintaining accuracy

A study of changes in fishing effort, abundance, and yield for yellowfin and skipjack tuna in the Eastern Tropical Pacific Ocean
ENGLISH: The rapid growth of the Eastern Pacific fishery for yellowfin and skipjack tuna since the end of World War II has given rise to questions concerning the rational utilization of these resources. As part of the Inter-American Tropical Tuna Commission's program of research designed to investigate these problems, a study was undertaken to determine from the historical records of the fishery the effects of fishing upon the stocks of yellowfin and skipjack tuna of the Eastern Pacific region and to evaluate the present condition of these stocks with respect to the maximum equilibrium yield. SPANISH: EI rápido crecimiento, desde la terminación de la Segunda Guerra Mundial, de la pesquería de atún aleta amarilla y barrilete en el Pacifico Oriental, ha dado lugar a que se hagan algunos comentarios sabre la racional utilización de estos recursos. Como parte del programa de la Comisión Interamericana del Atún Tropical designado para la investigación de estos problemas, un estudio fué llevado a cabo para determinar, de los informes historicós de la pesquería, los efectos de la pesca sobre los stocks de atún aleta amarilla y barrilete de la región del Pacifico Oriental y para evaluar la presente condición de estos stocks con respecto al máximo rendimiento de equilibria.

Some factors affecting the distribution and apparent abundance of yellowfin and skipjack tuna in the Eastern Pacific Ocean
ENGLISH: Since 1951, the Inter-American Tropical Tuna Commission has been investigating the biology, ecology and population dynamics of the yellowfin tuna, Thunnus albacares, and the skipjack tuna, Katsuwonus pelamis, in the Eastern Pacific Ocean. Of particular importance has been the study of the effects of fishing and of fishery-independent factors on the abundance and distribution of these tunas. For yellowfin tuna there is, on the average, an inverse relationship between total fishing effort and apparent abundance (Schaefer, 1957a). For skipjack there is no evidence to suggest that fishing effort has ever been sufficiently intense to affect measurably the abundance (Schaefer, 1961). Rather, it appears that the year-to-year fluctuations in apparent abundance are independent of the activities of the fishing fleets.
SPANISH: Desde 1951 la Comisión Interamericana del Atún Tropical se ha dedicado a la investigación de la biología, ecología y la dinámica de las poblaciones del atún aleta amarilla, Thunnus albacares, y del barrilete, Katsuwonus pelamis, en el Océano Pacífico del Este. De importancia especial ha sido el estudio de los efectos de la pesca y de los factores independientes de las pesquerías sobre la abundancia y la distribución de esos atunes. En cuanto al atún aleta amarilla, existe, en promedio, una relación inversa entre el esfuerzo total de pesca y la abundancia aparente (Schaefer, 1957a) . Con respecto al barrilete, no hay evidencia que haga pensar que el esfuerzo de pesca haya sido nunca lo suficientemente intenso como para afectar sensiblemente la abundancia (Schaefer, 1961). Más bien parece que las fluctuaciones de un año a otro en su abundancia aparente, son independientes de las actividades de las flotas pesqueras
Dimension Reduction by Mutual Information Discriminant Analysis
In the past few decades, researchers have proposed many discriminant analysis
(DA) algorithms for the study of high-dimensional data in a variety of
problems. Most DA algorithms for feature extraction are based on
transformations that simultaneously maximize the between-class scatter and
minimize the withinclass scatter matrices. This paper presents a novel DA
algorithm for feature extraction using mutual information (MI). However, it is
not always easy to obtain an accurate estimation for high-dimensional MI. In
this paper, we propose an efficient method for feature extraction that is based
on one-dimensional MI estimations. We will refer to this algorithm as mutual
information discriminant analysis (MIDA). The performance of this proposed
method was evaluated using UCI databases. The results indicate that MIDA
provides robust performance over different data sets with different
characteristics and that MIDA always performs better than, or at least

Report of the Inter-American Tropical Tuna Commission for the year 1952
ENGLISH: The Inter-American Tropical Tuna Commission, established by a Convention between the United States and Costa Rica, has as its purpose the collection and interpretation of information which will facilitate maintaining, at levels of maximum sustained yield, the populations of tropical tunas in the Eastern Pacific and of the bait species used in their capture. To this end, the Commission is directed by the Convention to undertake investigations of the tunas and bait species, and to make recommendations for joint action by the member governments designed to attain the objectives of the Convention. The year 1952 is the second since the initiation of the investigations of the Commission. The Commission was organized in 1950. Its program of investigations ~as outlined and work commenced during 1951. The work during 1952 has been a continuation and logical development of the research commenced the previous year. SPANISH: La Comisión Interamericana del Atún Tropical, establecida por una Convención entra Costa Rica y los Estados Unidos de América, tiene como deberes recolectar e interpretar la información que facilite el mantenimiento, a niveles de una contínua producción máxima, de las poblaciones de las especies tropicales de atún en el Pacífico Oriental y de los peces de carnada que se emplean para su pesca. Con este propósito la Comisión se encarga, en conformidad con los términos de la antes expresada Convención de efectuar investigaciones sobre los atunes y mencionadas especies de carnada, y de hacer recomendaciones a los Gobiernos Miembros a fin de que pueden tomar una acción conjunta que les permita obtener los resultados que el citado Convenio persigue. El año 1952 es el segundo desde la iniciación de las investigaciones de la Comisión. Esta fué organizada en 1950. Durante 1951 se preparó el programa de estudios y se comenzaron los trabajos. La tarea realizada en el año 1952 ha sido una continuación y lógico desarrollo de las investigaciones empezadas en el año anterior.
