LEVERAGING TEXT MINING FOR THE DESIGN OF A LEGAL KNOWLEDGE MANAGEMENT SYSTEM
In today’s globalized world, companies are faced with numerous and continuously changing legal requirements. To ensure that these companies are compliant with legal regulations, law and consulting firms use open legal data published by governments worldwide. With this data pool growing rapidly, the complexity of legal research is strongly increasing. Despite this fact, only few research papers consider the application of information systems in the legal domain. Against this backdrop, we pro-pose a knowledge management (KM) system that aims at supporting legal research processes. To this end, we leverage the potentials of text mining techniques to extract valuable information from legal documents. This information is stored in a graph database, which enables us to capture the relation-ships between these documents and users of the system. These relationships and the information from the documents are then fed into a recommendation system which aims at facilitating knowledge transfer within companies. The prototypical implementation of the proposed KM system is based on 20,000 legal documents and is currently evaluated in cooperation with a Big 4 accounting company
Enabling Interactive Analytics of Secure Data using Cloud Kotta
Research, especially in the social sciences and humanities, is increasingly
reliant on the application of data science methods to analyze large amounts of
(often private) data. Secure data enclaves provide a solution for managing and
analyzing private data. However, such enclaves do not readily support discovery
science---a form of exploratory or interactive analysis by which researchers
execute a range of (sometimes large) analyses in an iterative and collaborative
manner. The batch computing model offered by many data enclaves is well suited
to executing large compute tasks; however it is far from ideal for day-to-day
discovery science. As researchers must submit jobs to queues and wait for
results, the high latencies inherent in queue-based, batch computing systems
hinder interactive analysis. In this paper we describe how we have augmented
the Cloud Kotta secure data enclave to support collaborative and interactive
analysis of sensitive data. Our model uses Jupyter notebooks as a flexible
analysis environment and Python language constructs to support the execution of

Unleashing the Potential of Argument Mining for IS Research: A Systematic Review and Research Agenda
Argument mining (AM) represents the unique use of natural language processing (NLP) techniques to extract arguments from unstructured data automatically. Despite expanding on commonly used NLP techniques, such as sentiment analysis, AM has hardly been applied in information systems (IS) research yet. Consequentially, knowledge about the potentials for the usage of AM on IS use cases appears to be still limited. First, we introduce AM and its current usage in fields beyond IS. To address this research gap, we conducted a systematic literature review on IS literature to identify IS use cases that can potentially be extended with AM. We develop eleven text-based IS research topics that provide structure and context to the use cases and their AM potentials. Finally, we formulate a novel research agenda to guide both researchers and practitioners to design, compare and evaluate the use of AM for text-based applications and research streams in IS

Knowledge Management for Public Administrations: Technical Realizations of an Enterprise Attention Management System
The improvement of governments’ efficiency has gained great importance and validity especially in the current times of economic downturn. E-Government constitutes the most contemporary techno-managerial proposition in the track of possible interventions. The paper addresses, more specifically, empowerments necessitated by Public Administration (PA) organizations. Anchored on the needs of three real-life cases, the paper describes the conception and the realization of an IT artefact together with its methodological appeals aiming at improving information access and delivery and thus PAs’ decision making capacity. Our proposition constitutes a novel approach for managing users’ attention in knowledge intensive organizations which goes beyond informing a user about changes in relevant information towards proactively supporting the user to react on changes. The approach is based on an expressive attention model, which is realized by combining ECA (Event-Condition-Action) rules with ontologies.
