Physics in Riemann's mathematical papers
Riemann's mathematical papers contain many ideas that arise from physics, and
some of them are motivated by problems from physics. In fact, it is not easy to
separate Riemann's ideas in mathematics from those in physics. Furthermore,
Riemann's philosophical ideas are often in the background of his work on
science. The aim of this chapter is to give an overview of Riemann's
mathematical results based on physical reasoning or motivated by physics. We
also elaborate on the relation with philosophy. While we discuss some of
Riemann's philosophical points of view, we review some ideas on the same
subjects emitted by Riemann's predecessors, and in particular Greek
philosophers, mainly the pre-socratics and Aristotle. The final version of this

The Evolution of Enterprise Reform in Africa: From State-owned Enterprises to Private Participation in Infrastructure â and Back?
Many African state-owned enterprises (SOEs), particularly those in infrastructure, have a long history of poor performance. From the outset, SOE financial and economic performance generally failed to meet the expectations of their creators and funders. By the late 1970s, the situation was alarming, and by early 1980s, critical. The poor financial performance of SOEs became so burdensome to government budgets that it attracted the attention of the international financial institutions, or IFIs. In response, in the 1980s, the World Bank approved SOE reforms that could be summed up in the term âcommercializationâ. By the mid-1990s, however, the idea of making SOEs function efficiently and effectively under government management was largely abandoned by the IFIs and privatization and private participation in infrastructure, or PPI became the order of the day. Once more, however, the results were disappointing. PPI has not been as widely adopted as anticipated, nor has it generated the massive resources and changes hoped for, nor has it been widely accepted as beneficial by the African public. The findings of recent studies in Africa suggest that PPI should not be jettisoned, and that the more productive path is to recognize the limitations of the approach, and to work harder at creating the conditions needed to make it function effectively. This will entail, as many have recognized, an end to the view that public and private infrastructure provision is a dichotomy â a case of either-or, one or the other â and a better appreciation of the extent to which the performance of each is dependent on the competence of the other. In other words, for the private sector to perform well, public sector capacity must be enhanced. Moreover, proposed tactics of reform should fit more closely with the expectations and sentiments of the affected government, consumer base, and general population. This broader approach implies, probably, a reduction in the scope and, certainly, a reduction in the planned speed of operations. The Distinction Between Physics and Metaphysics in Duhemâs Philosophy
Pierre Duhemâs philosophy of science has influenced many philosophers in the twentieth century, and even today. Many of the subjects he addressed are still highly discussed today, especially the distinction between science and metaphysics. My aim in this paper will be to motivate a naturalistic approach where the difference between physics and metaphysics is only a matter of degree. I focus on whether it would be possible to articulate this gradual distinction from a duhemian point of view. Although Duhem thought that metaphysics is an entirely different and more excellent activity than physics, I believe that Duhemâs philosophy of science also supports a naturalistic distinction in terms of degrees. I offer three reasons to justify this conclusion: Duhemâs notion of common sense; Duhemâs holism and his views on the generality of our theories, and Duhemâs notion of natural classification. At the end of the paper I will argue that a naturalistic approach accomplishes must of what Duhem wanted to achieve with his distinction
Atomism and Cartesianism:Gassendi and Gorlaeus (and More) in Utrecht Disputations in the 1650s
In the 1650s, two professors of philosophy at the University of Utrecht defended atomism. Interestingly, one of them, Johannes de Bruyn, is considered to be a staunch Cartesian, while the other, Daniel Voet, was a neo-Aristotelian and strongly opposed to Descartesâs philosophy. This article examines this curious situation and analyses the theories of both professors. While converging with Gassendi on several crucial points, their theories relied mainly on other sources. Since De Bruynâs atomistic view has never been studied before, the main part of the article is devoted to him and his sources. Surprisingly, it turns out that David Gorlaeus was a source of inspiration for De Bruynâs development of a new type of Cartesianism.</p
