NATO Cyberspace Capability: A Strategic and Operational Evolution

The development of cyberspace defense capabilities for the North Atlantic Treaty Organization (NATO) has been making steady progress since its formal introduction at the North Atlantic Council Prague Summit in 2002. Bolstered by numerous cyber attacks, such as those in Estonia (2007), Alliance priorities were formalized in subsequent NATO cyber defense policies adopted in 2008, 2011, and 2014. This monograph examines the past and current state of cyberspace defense efforts in NATO to assess the appropriateness and sufficiency to address anticipated threats to member countries, including the United States. The analysis focuses on the recent history of cyberspace defense efforts in NATO and how changes in strategy and policy of NATO writ large embrace the emerging nature of cyberspace for military forces as well as other elements of power. It first examines the recent evolution of strategic foundations of NATO cyber activities, policies, and governance as they evolved over the past 13 years. Next, it outlines the major NATO cyber defense mission areas, which include NATO network protection, shared situational awareness in cyberspace, critical infrastructure protection, counter-terrorism, support to member country cyber capability development, and response to crises related to cyberspace. Finally, it discusses several key issues for the new Enhanced Cyber Defence Policy that affirms the role that NATO cyber defense contributes to the mission of collective defense and embraces the notion that a cyber attack may lead to the invocation of Article 5 actions for the Alliance. This monograph concludes with a summary of the main findings from the discussion of NATO cyberspace capabilities and a brief examination of the implications for Department of Defense and Army forces in Europe. The role of the Partnership for Peace Program and the State Partnership Program in the process of NATO enlargement : the case of the Hungarian-Ohio cooperation

The end of the Cold War created new challenges and opportunities for European Security. The power vacuum that was left by the disappearance of the Warsaw Pact needed to be addressed quickly and pragmatically to ensure the democratization of the former Eastern Block nations. Also, recent developments in World Security such as increased Terrorism and Military Operations Other Than War have forced NATO and other Transatlantic Security Institutions to adapt to a new way of thinking, operating and cooperating. This thesis identifies some of the most recent political and security procedures of NATO, other various Transatlantic Security Institutions and the National Guard State Partnership Program to aide these nascent democracies. The development of RAF air power doctrine 1999-2013

In this thesis, the development of RAF air power doctrine in 1999-2013 is explored. Three issues of doctrine are explored in terms of the factors that influenced the preparation process. The four-factor model of doctrine preparation as developed by Oliver Daddow is applied to air power doctrine. The main factors included in the thesis are that of the external environment of previous and on-going operations, the internal environment of domestic politics in inter-service rivalry, the influence of networks of academic and independent contributors and, finally, the impact of authors on the doctrine preparation process.The research demonstrates that, in the timeframe under review here, the doctrine preparation process was primarily influenced by the different stages of jointery institutionalisation. The dominance of jointery in national defence discourse stimulated the RAF to adapt its framework document – the environment doctrine in accordance with new trends in jointery. Therefore, the third edition of AP 3000 was aimed at demonstrating the service‟s commitment to jointery with the two other services. The fourth edition aimed at demonstrating that the service can produce a joint environment doctrine under single-service authorship. Finally, the last doctrine JDP 0-30 demonstrated a crucial shift from single-service to joint authorship over environmental doctrine and new trends in its preparation process.The originality of this thesis lies in the chosen timeframe and the systematic nature of the analysis. This thesis fills an existing gap – to be precise the lack of systematic research on the development of RAF doctrine over the last two decades. This thesis is a logical continuation of the existing works on air power doctrine development which concentrated on the preceding decades. One key aspect of originality is the use of interviews to provide perspectives of doctrine development that were not previously available to a wider audience
