    Tracking Adaptation and Measuring Development in Kenya

    Tracking Adaptation and Measuring Development (TAMD) is a twin-track framework that evaluates adaptation success as a combination of how widely and how well countries or institutions manage climate risks (Track 1) and how successful adaptation interventions are in reducing climate vulnerability and in keeping development on course (Track 2). With this twin-track approach, TAMD can be used to assess whether climate change adaptation leads to effective development, and also how development interventions can boost communities' capacity to adapt to climate change. Importantly, TAMD offers a flexible framework that can be used to generate bespoke frameworks for individual countries that can be tailored to specific contexts and used at different scales.     Against a background of inconclusive evidence of the results of EU Cohesion policy since 1989, the aim of this study has been to evaluate the main achievements of EU Cohesion policy programmes and projects and their effectiveness and utility over the longer term in 15 selected regions of the EU15. Specifically, the main objectives of the study were twofold: (i) to examine the achievements of all programmes co-financed by the ERDF and, where applicable, the Cohesion Fund, which have been implemented in the 15 selected regions from 1989 to 2012 (regional programmes and national programmes implemented in the regions); and (ii) to assess the relevance of programmes and the effectiveness and utility of programme achievement

    Monitoring Climate Finance in Developing Countries: Challenges and Next Steps

    At the 18th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), the parties agreed to a standard format for developed countries to follow when reporting on the climate finance they provide to developing countries. Developed countries will use these formats for the first time when they submit their Biennial Reports to the UNFCCC in early 2014. Later in 2014, developing countries are expected to submit Biennial Update Reports showing the financial support that they have received. From initial attempts to measure and report climate finance by developed and developing countries, it is already apparent that information on finance provided is unlikely to match information on finance received.Aside from the reporting requirements of the UNFCCC, better financial data can help decision makers in developing countries identify gaps, improve coordination and management, and raise funds to mitigate and adapt to climate change. Better climate finance information can also enable countries to draw lessons from the use of different financial instruments and develop strategies and policies that aim to expand finance for climate change. Improved data will allow the information reported by developed countries to be cross-checked, thus promoting transparency, completeness, and accuracy. Finally, it can contribute to a more comprehensive picture of climate financial flows in relation to development assistance at the national and international levels. This working paper reports on three workshops in Asia, Africa, and Latin America, in which participants discussed some of the steps that developing countries and their international partners can take toward monitoring and tracking climate finance more effectively. More than 40 representatives from 20 developing countries, regional development banks, and national organizations attended the three workshops. Participants shared information on the limits of existing legislation and mandates, national planning and approval processes, financial management systems, efforts to coordinate among ministries and development partners, and many other unique challenges faced by the participating countries. WRI obtained additional information via a questionnaire, follow-up correspondence, and interviews with representatives of the countries

    Transforming Lives: An Evaluation of CRS Integrated Watershed Management Programs in Ethiopia

    This is an evaluation of Catholic Relief Services' (CRS) Integrated Watershed Management (IWM) activities in Ethiopia. WASH was integral to these projects, though it was not the only focus. The six major components of the IWM projects were natural resource management; agricultural support and agro-enterprise development; multiple uses of water; sanitation, hygiene and health education and disease prevention; savings and internal lending communities and income generation activities; and gender and partnership arrangements. The evaluation finds that the program made significant positive changes in the lives and livelihoods of rural households. However, budgeting, beneficiary targeting, and planning for sustainability and phase-out could have been improved

    Early Warning Systems in the Republic of Korea: Experiences, Lessons, and Future Steps

    This paper examines the cases of the Early Warning System (EWS) in the Republic of Korea, which was introduced in the wake of 1997/98 Asian financial crisis in a policy effort to prevent its recurrence. The EWS in the Republic of Korea was expanded into a national system in 2005 incorporating the finance, real estate, commodities, and labor sectors. This paper provides the descriptions of each EWS sector and documents several episodes of their policy contributions. The past experiences suggest that quantitative models tend to have difficulty predicting a crisis due to the changing nature of crises. Hence, it is desirable that quantitative models are supplemented by qualitative analysis reinforcing EWSs with various methodologies. To improve economic surveillance and message delivery to guide proper policy actions, the independence of surveillance unit should be maintained and the scope of monitoring should be expanded to incorporate regions and markets other than domestic ones given the growing influences of the external sector on the domestic economy through trade and financial linkages.EWS; crisis; surveillance; monitoring; quantitative model; qualitative analysis

    This report has been drafted by the European Policies Research Centre (University of Strathclyde) as part of an ex post evaluation of the management and implementation systems for Cohesion policy, 2000-06, which has been commissioned by DG REGIO and which is being managed by EPRC and Metis (Vienna) under European Commission contract no: 2007.CE.16.0.AT.034. The report provides an overview of the main features of management and implementation systems across the EU25 in the 2000-06 period (2004-06 for the EU10) and has been drafted by Professor John Bachtler, Laura Polverari and Frederike Gross, with assistance from Dr Sara Davies and Ruth Downes. The research is based on studies of individual countries undertaken by EPRC together with national experts from each of the EU25 Member States.     The CGIAR Research Program on Aquatic Agricultural Systems (AAS) has developed its Gender Research in Development Strategy centered on a transformative approach. Translating this strategy into actual research and development practice poses a considerable challenge, as not much (documented) experience exists in the agricultural sector to draw on, and significant innovation is required. A process of transformative change requires reflecting on multiple facets and dimensions simultaneously. This working paper is a collation of think pieces, structured around broad the mes and topics, reflecting on what works (and what does not) in the application of gender transformative approaches in agriculture and other sectors, and seeking to stimulate a discussion on the way forward for CGIAR Research Programs (CRPs) and other programs to build organizational capacities and partnerships
