    International Guidelines for Securing Sustainable Small-scale Fisheries

    The 'Zero Draft' of the International Guidelines for Securing Sustainable Small-scale Fisheries(SSF Guidelines) has been prepared based on the outcomes of the extensive consultation process that has taken place during the last few years. This preliminary draft text draws in particular on the Discussion Document: Towards Voluntary Guidelines on Securing Sustainable Small-scale Fisheries–prepared as a stock-taking exercise by the FAO SSF Guidelines Secretariat in July 2011 and the contributions to and the outcomes of the FAO Workshop on International Guidelines for Securing Sustainable Small-scale Fisheries held on 7-10 February 2012 in FAO, Rome. It has been prepared to stimulate further consultations among all concerned parties. The outcomes of these additional consultations will provide guidance to the FAO Secretariat when preparing the text of the SSF Guidelines that will be submitted as a draft to the formal inter-governmental negotiation process tentatively scheduled for May 2013

    At the heart of the papers in this Special Issue is the call for research and practice to move to understand and act on the direct and indirect interlinkages between urban development and risk accumulation processes; a broader conception of risk on a continuum from everyday to extreme events and a critical view of urban risk governance as a project that implicates multiple formal and informal actors at difference scales. Out of this focus emerges a research frontier that demands sustained, detailed studies of the links between multi-faceted and multi-scalar development processes and risk but also the re-thinking of scale and jurisdiction as ordering concepts; a stronger understanding of the linkages between environmental/public health risks and small and extreme disasters, and relative changes in manifestations of these forms of risk and in their social differentiation; and better theorisation of governance innovations. For practice, the issue stresses the over-riding need to move beyond a narrow focus on hazard or disaster events and the immediate actors involved to engage a much wider set of actors in integrated planning processes; to develop data to enable holistic policy-making and to build on the emergence of demand-led planning to re-frame the practices of risk-sensitive and resilient urban development

The term communications is used in three interrelated ways: it refers to the interactions and engagements which take place between different actors in the education sector; it looks at the transmission of information, knowledge or data between two or more points; and it refers to the processes and means though which these interactions take place. The report identifies where communications in the education sector has been successful and some of its weaknesses. The paper focuses on spaces for communications in education, the processes of communications and the direct and indirect impacts of communications initiatives. It gives examples of a range of communication initiatives and provides evidence of impact, where available
