"This report focuses on the situation of people internally displaced by three situations of generalised violence, which between them caused the displacement of over 800,000 people within the region: violence and displacement in Assam and Meghalaya states in December 2010 and January 2011; violence and displacement in Western Assam during the 1990s and 2000s; and violence and displacement from Mizoram state to Tripura state in 1997 and 2009.

Transnationalization of human rights norms and its impact on internally displaced Kurds

This paper addresses the less researched topic of internal displacement as a human rights issue and analyzes the extent that the transnationalization of human rights issues and the pressures from regional organizations affected the rights of ethnic minorities, particularly internally displaced ethnic groups. In order to shed light on how much state sovereignty on sensitive internal matters can be challenged by regional organizations, the paper examines Turkey's efforts to join the European Community (through membership in the Council of Europe and the European Union) in light of its policies toward its internally displaced Kurdish population. Internal noise driven generalized Langevin equation from a nonlocal continuum model

Starting with a micropolar formulation, known to account for nonlocal microstructural effects at the continuum level, a generalized Langevin equation (GLE) for a particle, describing the predominant motion of a localized region through a single displacement degree-of-freedom (DOF), is derived. The GLE features a memory dependent multiplicative or internal noise, which appears upon recognising that the micro-rotation variables possess randomness owing to an uncertainty principle. Unlike its classical version, the new GLE qualitatively reproduces the experimentally measured fluctuations in the steady-state mean square displacement of scattering centers in a polyvinyl alcohol slab. The origin of the fluctuations is traced to nonlocal spatial interactions within the continuum. A constraint equation, similar to a fluctuation dissipation theorem (FDT), is shown to statistically relate the internal noise to the other parameters in the GLE

Victims to villains: Internal displacement and nation-building in Ukraine

The war in Donbas has created large-scale displacement within Ukraine, an issue the impoverished state has struggled to manage. Internally displaced people (IDPs) have suffered from prejudice at the hands of host communities and from legal ambiguities caused by the state’s incoherent attempts at limiting the threat of mass displacement. This paper examines how the Ukrainian government-owned newspaper Uriadovyi Kurier represents the IDPs from Donbas and analyses what the publication’s attitudes towards internal displacement mean. Over time, a distinction appears in the newspaper’s reporting between real IDPs in need of help, and people posing as IDPs, guilty of siphoning Ukrainian tax payers’ money to the rebel-held areas. Also, the paper eagerly discusses how the European Union (EU) and foreign states can be engaged in providing support for the IDPs, relieving pressure from regional budgets and simultaneously binding Ukraine to the West. These tropes serve to construct Ukrainian national unity by excluding politically suspicious migrants from Donbas. They also excuse the state from making any structural adjustments or battling corruption as inadequate social protection can be replaced with foreign aid

Nonconservative Nature of the Stresses Developed in a Continuum.

The stresses in an elastic continuum (i.e. a continuum with zero strains after unloading) are classically deemed to be conservative (i.e. their total work all over the continuum is a single-valued function of only the displacement distribution in the continuum). So, internal damping in an elastic continuum appears to be a contradiction in itself. Actually, the total work of the internal stresses all over a continuum does not coincide with the strain energy of the continuum, but also includes the work of the internal body forces formed by the stress derivatives, which only con-tributes to the kinetic energy of the continuum. Owing to this inclusion, the total work of the internal stresses cannot be a single-valued function of only the displacement distribution in the continuum, and hence, the internal stresses must be nonconservative, which indicates internal damping inherent in any continuum whether elastic or not. Stability Analysis in Magnetic Resonance Elastography II

We consider the inverse problem of finding unknown elastic parameters from internal measurements of displacement fields for tissues. In the sequel to Ammari, Waters, Zhang (2015), we use pseudodifferential methods for the problem of recovering the shear modulus for Stokes systems from internal data. We prove stability estimates in $d=2,3$ with reduced regularity on the estimates and show that the presence of a finite dimensional kernel can be removed. This implies the convergence of the Landweber numerical iteration scheme. We also show that these hypotheses are natural for experimental use in constructing shear modulus distributions.Comment: 14 page
