    This paper draws on institutional and evolutionary economics and contributes to an approach to environmental policy which diverges from mainstream prescriptions. The 'socio-technical system' is the core concept: this is a complex made of co-evolving institutions, technologies, markets and actors that fulfils an overall societal need (such as housing, production, mobility, etc.). A systemic and dynamic analysis of those structural changes which are needed to create more sustainable socio-technical systems is provided; actors – and their ability to influence politics and policy – are explicitly taken into consideration. Unsustainable socio-technical systems feature a relevant resistance to change, because they are embedded in the very structure of our society and because of the conservative action of dominant stakeholders; this is why no environmental policy will be effective unless it aims at 'unlocking' our societies from their dominance. But also a constructive side of environmental policy is needed in order to establish new and more sustainable socio-technical systems; consistently, environmental policy is viewed as a combination of actions that can trigger, make viable and align those institutional, technological and economic changes which are needed to reach sustainability. Again, actors (for change) are at the heart of this vision of environmental policy: as subject, because the creation of new and sustainable socio-technical systems is made possible by (coalitions of) actors for change; as object, because environmental policy – to be effective – must actively support the empowerment, legitimation and social networking of such coalitions. A 'chicken and egg' problem remains: who comes first? Actors for change advocating policies for sustainability or policies for sustainability supporting actors for change?

    Rethinking the ontogeny of mindreading

    We propose a mentalistic and nativist view of human early mental and social life and of the ontogeny of mindreading. We define the mental state of sharedness as the primitive, one-sided capability to take one's own mental states as mutually known to an i nteractant. We argue that this capability is an innate feature of the human mind, which the child uses to make a subjective sense of the world and of her actions. We argue that the child takes all of her mental states as shared with her caregivers. This a llows her to interact with her caregivers in a mentalistic way from the very beginning and provides the grounds on which the later maturation of mindreading will build. As the latter process occurs, the child begins to understand the mental world in terms of differences between the mental states of different agents; subjectively, this also corresponds to the birth of privateness.

    For diverse reasons, the problem of phenomenal consciousness is persistently challenging. Mental terms are characteristically ambiguous, researchers have philosophical biases, secondary qualities are excluded from objective description, and philosophers love to argue. Adhering to a regime of efficient causes and third-person descriptions, science as it has been defined has no place for subjectivity or teleology. A solution to the “hard problem” of consciousness will require a radical approach: to take the point of view of the cognitive system itself. To facilitate this approach, a concept of agency is introduced along with a different understanding of intentionality. Following this approach reveals that the autopoietic cognitive system constructs phenomenality through acts of fiat, which underlie perceptual completion effects and “filling in”—and, by implication, phenomenology in general. It creates phenomenality much as we create meaning in language, through the use of symbols that it assigns meaning in the context of an embodied evolutionary history that is the source of valuation upon which meaning depends. Phenomenality is a virtual representation to itself by an executive agent (the conscious self) tasked with monitoring the state of the organism and its environment, planning future action, and coordinating various sub- agencies. Consciousness is not epiphenomenal, but serves a function for higher organisms that is distinct from that of unconscious processing. While a strictly scientific solution to the hard problem is not possible for a science that excludes the subjectivity it seeks to explain, there is hope to at least psychologically bridge the explanatory gulf between mind and matter, and perhaps hope for a broader definition of science

    This dissertation is an examination of the work of Adaptive Schools in Smith County Schools. It begins by explaining how the work of Adaptive Schools is relevant in the larger context of school reform. To explore this relevance, a qualitative analysis of Smith County was conducted. Smith County was selected based on systematic implementation of the work of Adaptive Schools. Analysis of interview data focused on: the impact of the work of Adaptive Schools within Smith County and the degree to which Adaptive Schools intersected with themes of continuity and change. Further analysis explores emergent questions about: (a) the function of Adaptive Schools as a paradigm or phenomenon and (b) significant contextual features of Smith County Schools. Theories of Dewey, Bandura, Vygotsky and Dweck were used in framing the study because of implicit and explicit connections to the work of Adaptive Schools. Ultimately, the study connects the work of Adaptive School in Smith County to the theory of Action Space. Findings are shared as a case study of the Smith County School district. This dissertation is divided into six chapters. The first chapter situates the study within the field of education reform. Chapter two explores the research base supporting Adaptive Schools and connects to relevant theorists. Chapter three includes description of the qualitative techniques that were used in constructing the case study. Chapters four and five explore patterns and themes which emerged from the study using the words of the seventeen interview participants. Chapter six synthesizes the findings of the study and makes suggestions about significance both for Smith County and the larger work of Adaptive Schools. Findings indicate that Adaptive Schools provides a paradigm for schools to enact Professional Learning Communities. Within the context of Smith County, the work of Adaptive Schools functioned as both a phenomenon and a paradigm. Visionary leadership and commitment to extending professional learning are needed in supporting deep levels of understanding and application of the work. The potential of Adaptive Schools to be impactful is significant in light of research that supports the efficacy of capacity building in the context of collaboration

    Information Systems Development as a Social Process: A Structurational Model

    Prior research has shown that social interactions are important in order to understand the phenomena involved in information systems development. However, most traditional research largely ignores these issues. DeSanctis and Poole (1994) made an important contribution to the study of social dynamics in information systems research with their Adaptive Structuration Theory (AST). Although the concepts have found broad acceptance for the study of information technology (IT) uses and effects, AST has not been widely used for studying the process of designing IT artifacts and developing information systems. In this paper we transfer AST to studying information systems development as a social process. We build on Markus and Silver\u27s (2008) redefinition of AST’s core concepts ‘structural features’ and ‘spirit’ as technical objects, functional affordances, and symbolic expressions, and we extend them with relational concepts for agents and activities that we derive from social construction of technology (SCOT) studies. The result is an AST-based model that describes the information systems development process. We illustrate and discuss how researchers might use these concepts to generate hypotheses in studies of information systems development processes

    Enforcement in Dynamic Spectrum Access Systems

    The spectrum access rights granted by the Federal government to spectrum users come with the expectation of protection from harmful interference. As a consequence of the growth of wireless demand and services of all types, technical progress enabling smart agile radio networks, and on-going spectrum management reform, there is both a need and opportunity to use and share spectrum more intensively and dynamically. A key element of any framework for managing harmful interference is the mechanism for enforcement of those rights. Since the rights to use spectrum and to protection from harmful interference vary by band (licensed/unlicensed, legacy/newly reformed) and type of use/users (primary/secondary, overlay/underlay), it is reasonable to expect that the enforcement mechanisms may need to vary as well.\ud \ud In this paper, we present a taxonomy for evaluating alternative mechanisms for enforcing interference protection for spectrum usage rights, with special attention to the potential changes that may be expected from wider deployment of Dynamic Spectrum Access (DSA) systems. Our exploration of how the design of the enforcement regime interacts with and influences the incentives of radio operators under different rights regimes and market scenarios is intended to assist in refining thinking about appropriate access rights regimes and how best to incentivize investment and growth in more efficient and valuable uses of the radio frequency spectrum

    On the Design of IT Artifacts and the Emergence of Business Processes as Organizational Routines

    Much of the BPM literature views business process design and implementation as a top-down process that is built on strategic alignment and managerial control. This view is inconsistent with the observation that information infrastructures, including a company’s business process infrastructure, are at drift, a term that refers to the lack of top-down management control. The paper contributes to resolving this inconsistency by developing a framework that conceptualizes business processes as emergent organizational routines that are represented, enabled, and constrained by IT artifacts. IT artifacts are developed in processes of functional-hierarchical decomposition and social design processes. Organizational routines have ostensive and performative aspects, forming a mutually constitutive duality. A literature review demonstrates that the propositions offered by the framework have been insufficiently considered in the BPM field. The paper concludes with an outlook to applying the framework to theorizing on the emergence of business processes on online social network sites
