    The toll of the automobile

    Animal-vehicle collisions are a common phenomenon worldwide, causing injury or death to millions of animals and hundreds of human passengers each year. Collision numbers can be significant to species conservation, wildlife management, traffic safety, as well as from an economic and political point of view, and should thus be evaluated from these different perspectives. In this thesis, I assess, evaluate, analyse and predict animal-vehicle collisions with respect to their extent, their effect on populations, and their broad and fine scale distribution. A questionnaire with Swedish drivers indicated that nationwide road traffic in 1992 may caused an annual loss in harvest of common game species of 7% to 97% and of 1% to 12% of estimated populations. Road mortality did not appear as an existential threat to most species, although in badgers (Meles meles), traffic probably is the largest single cause of death. A slow population growth rate coupled with a high proportion of adult badger road-kills is responsible for their sensitivity to road mortality. Provided that road mortality is additive, we predicted that losses due to nationwide traffic might already exceed birth rates and limit badger population growth. In roe deer (Capreolus capreolus) and moose (Alces alces), road mortality is of minor importance to the population. Broad-scale trends and patterns in collision numbers correlate with harvest and traffic volumes, thus providing a simple means to monitor the toll of road traffic. To predict local collision risks with these species, information on animal abundance and landscape composition, on road traffic parameters, and on the spatial coincidence of roads and landscape elements is needed. However, vehicle speed appeared as one of the most important factors determining collision risks with moose, underlining the influence of human factors on collision risks. Successful counteraction therefore requires an interdisciplinary approach that addresses both the animal and the driver in their shared environment

    By offering a series of decision support tools for stakeholders of metropolitan regions, SUSMETRO facilitates and enables evidence-based decision making by means of ‘serious gaming’. Making use of the Phase 1 thematic maps such as on agricultural competitiveness, nature conservation and recreational values, stakeholders can compare impacts of traditional versus innovative forms of agricultural production. The SUSMETRO Impact Assessment tool provides information on the expected effects of spatial planning with regard to the self-supportive capacities of the region (ecological footprint) and the share of recreational and nature conservation facilities (land use functions), offering cost-benefit calculations regarding the expected economic revenues. The whole process is embedded in a Landscape Character Assessment process and guided by Knowledge Brokerage procedures to strengthen the science-policy interface.     Operationalizing the circular city model for naples' city-port: A hybrid development strategy

    The city-port context involves a decisive reality for the economic development of territories and nations, capable of significantly influencing the conditions of well-being and quality of life, and of making the Circular City Model (CCM) operational, preserving and enhancing seas and marine resources in a sustainable way. This can be achieved through the construction of appropriate production and consumption models, with attention to relations with the urban and territorial system. This paper presents an adaptive decision-making process for Naples (Italy) commercial port's development strategies, aimed at re-establishing a sustainable city-port relationship and making Circular Economy (CE) principles operative. The approach has aimed at implementing a CCM by operationalizing European recommendations provided within both the Sustainable Development Goals (SDGs) framework-specifically focusing on goals 9, 11 and 12-and the Maritime Spatial Planning European Directive 2014/89, to face conflicts about the overlapping areas of the city-port through multidimensional evaluations' principles and tools. In this perspective, a four-step methodological framework has been structured applying a place-based approach with mixed evaluation methods, eliciting soft and hard knowledge domains, which have been expressed and assessed by a core set of Sustainability Indicators (SI), linked to SDGs. The contribution outcomes have been centred on the assessment of three design alternatives for the East Naples port and the development of a hybrid regeneration scenario consistent with CE and sustainability principles. The structured decision-making process has allowed us to test how an adaptive approach can expand the knowledge base underpinning policy design and decisions to achieve better outcomes and cultivate a broad civic and technical engagement, that can enhance the legitimacy and transparency of policies

    Induced Technological Change in a Limited Foresight Optimization Model

    The threat of global warming calls for a major transformation of the energy system the coming century. Modeling technological change is an important factor in energy systems modeling. Technological change may be treated as induced by climate policy or as exogenous. We investigate the importance of induced technological change (ITC) in GET-LFL, an iterative optimization model with limited foresight that includes learning-by-doing. Scenarios for stabilization of atmospheric CO2 concentrations at 400, 450, 500 and 550 ppm are studied. We find that the introduction of ITC reduces the total net present value of the abatement cost over this century by 3-9% compared to a case where technological learning is exogenous. Technology specific polices which force the introduction of fuel cell cars and solar PV in combination with ITC reduce the costs further by 4-7% and lead to significantly different technological solutions in different sectors, primarily in the transport sector.Energy system model, Limited foresight, Climate policy, Endougenous learning, Technological lock-in

    Conservation science in NOAA’s National Marine Sanctuaries: description and recent accomplishments

    This report describes cases relating to the management of national marine sanctuaries in which certain scientific information was required so managers could make decisions that effectively protected trust resources. The cases presented represent only a fraction of difficult issues that marine sanctuary managers deal with daily. They include, among others, problems related to wildlife disturbance, vessel routing, marine reserve placement, watershed management, oil spill response, and habitat restoration. Scientific approaches to address these problems vary significantly, and include literature surveys, data mining, field studies (monitoring, mapping, observations, and measurement), geospatial and biogeographic analysis, and modeling. In most cases there is also an element of expert consultation and collaboration among multiple partners, agencies with resource protection responsibilities, and other users and stakeholders. The resulting management responses may involve direct intervention (e.g., for spill response or habitat restoration issues), proposal of boundary alternatives for marine sanctuaries or reserves, changes in agency policy or regulations, making recommendations to other agencies with resource protection responsibilities, proposing changes to international or domestic shipping rules, or development of new education or outreach programs.     The Interrelationship of Planning, Participation and ICT: the Case of Developing a Curriculum in Agia Varvara, Athens, Greece

    One of the main problems in recent urban planning is how to make more practical very broad and commonly used theoretical, and interrelated, principles such as sustainability and governance. The main aim of the paper is to demonstrate how one of the main issues of urban governance, i.e. public participation in planning, can be helped through the use of new technologies. The data are provided by the PICT (Planning Inclusion of Clients through e-training) project which was a three-year (2002-5) pilot project co-funded by the Leonardo da Vinci Programme of the European Commission. The main aim of the project was to encourage and facilitate effective public participation in planning by providing the necessary skills to planners and the public to communicate with each other and by developing the appropriate tools that would make such communication meaningful. The project addresses all participants in the planning process, the key objectives being to introduce key IT skills, fight technophobia and disbelief, improve communication skills, acquire an understanding of the built environment and spatial representations, and finally introduce game like activities to implement VR support tools. The PICT partners came from the UK, Greece, Belgium and Hungary. The Project Contractor was Knowsley Metropolitan Borough Council (UK) and the Project Coordinator was PRISMA Centre for Development Studies (Greece). The paper focuses on the curriculum developed for the Municipality of Agia Varvara which lies to the west of the City of Athens. It has a population of approximately 30,500 people with a multicultural identity and high unemployment rates. The developed curriculum consists of three parts: a ‘core’ part that is shared by both planners and the public, and two distinct parts: one addressing the public and the other the planners. Each part consists of several modules, to cater for different learning levels, abilities and interests. The structure is flexible and the whole idea was to have a curriculum with a scientific, and not a ‘journalistic’, basis that could, at the same time, be simple, but not simplistic.
