    Integrated Bounds for Disintegrated Storage

    We point out a somewhat surprising similarity between non-authenticated Byzantine storage, coded storage, and certain emulations of shared registers from smaller ones. A common characteristic in all of these is the inability of reads to safely return a value obtained in a single atomic access to shared storage. We collectively refer to such systems as disintegrated storage, and show integrated space lower bounds for asynchronous regular wait-free emulations in all of them. In a nutshell, if readers are invisible, then the storage cost of such systems is inherently exponential in the size of written values; otherwise, it is at least linear in the number of readers. Our bounds are asymptotically tight to known algorithms, and thus justify their high costs

    Varieties of Cognitive Integration

    Extended cognition theorists argue that cognitive processes constitutively depend on resources that are neither organically composed, nor located inside the bodily boundaries of the agent, provided certain conditions on the integration of those processes into the agent’s cognitive architecture are met. Epistemologists, however, worry that in so far as such cognitively integrated processes are epistemically relevant, agents could thus come to enjoy an untoward explosion of knowledge. This paper develops and defends an approach to cognitive integration—cluster-model functionalism—which finds application in both domains of inquiry, and which meets the challenge posed by putative cases of cognitive or epistemic bloat

    Intellectual autonomy, epistemic dependence and cognitive enhancement

    Intellectual autonomy has long been identified as an epistemic virtue, one that has been championed influentially by (among others) Kant, Hume and Emerson. Manifesting intellectual autonomy, at least, in a virtuous way, does not require that we form our beliefs in cognitive isolation. Rather, as Roberts and Wood (Intellectual virtues: an essay in regulative epistemology, OUP Oxford, Oxford, pp. 259–260, 2007) note, intellectually virtuous autonomy involves reliance and outsourcing (e.g., on other individuals, technology, medicine, etc.) to an appropriate extent, while at the same time maintaining intellectual self-direction. In this essay, I want to investigate the ramifications for intellectual autonomy of a particular kind of epistemic dependence: cognitive enhancement. Cognitive enhancements (as opposed to therapeutic cognitive improvements) involve the use of technology and medicine to improve cognitive capacities in healthy individuals, through mechanisms ranging from smart drugs to brain-computer interfaces. With reference to case studies in bioethics, as well as the philosophy of mind and cognitive science, it is shown that epistemic dependence, in this extreme form, poses a prima facie threat to the retention of intellectual autonomy, specifically, by threatening to undermine our intellectual self-direction. My aim will be to show why certain kinds of cognitive enhancements are subject to this objection from self-direction, while others are not. Once this is established, we’ll see that even some extreme kinds of cognitive enhancement might be not merely compatible with, but constitutive of, virtuous intellectual autonomy

    Policy Research Supporting Policy Making: The CIDE-CRE Agreement

    This paper presents a case study of regulation of natural gas pricing in Mexico as a case of “successful” policy research. Studies done under an academic agreement between the Comisión Reguladora de Energía (CRE) and the Centro de Investigación y Docencia Económicas (CIDE) in Mexico City have analyzed the welfare efficiency implications of the netback rule based on the Houston gas price that is used to set the domestic gas price. This rule results from a well structured welfare maximization general model. However, in practice the netback rule has been debated during several North American price spikes. Policy makers relied on CIDE studies to keep the netback rule. This case study examines how and why policy makers did so. The debate within the Mexican government is analyzed, and the actors involved in the policy discussions are described, as well as the relationships between CIDE and CRE that were developed, and that helped in the communication with policymakers.     Rapid methods of landslide hazard mapping : Fiji case study

    A landslide hazard probability map can help planners (1) prepare for, and/or mitigate against, the effects of landsliding on communities and infrastructure, and (2) avoid or minimise the risks associated with new developments. The aims of the project were to establish, by means of studies in a few test areas, a generic method by which remote sensing and data analysis using a geographic information system (GIS) could provide a provisional landslide hazard zonation map. The provision of basic hazard information is an underpinning theme of the UN’s International Decade for Natural Disaster Reduction (IDNDR). It is an essential requirement for disaster preparedness and mitigation planning. This report forms part of BGS project 92/7 (R5554) ‘Rapid assessment of landslip hazards’ Carried out under the ODA/BGS Technology Development and Research Programme as part of the British Government’s provision of aid to developing countries. It provides a detailed technical account of work undertaken in a test area in Viti Levu in collaboration with Fiji Mineral Resources Department. The study represents a demonstration of a methodology that is applicable to many developing countries. The underlying principle is that relationships between past landsliding events, interpreted from remote sensing, and factors such as the geology, relief, soils etc provide the basis for modelling where future landslides are most likely to occur. This is achieved using a GIS by ‘weighting’ each class of each variable (e.g. each lithology ‘class’ of the variable ‘geology’) according to the proportion of landslides occurring within it compared to the regional average. Combinations of variables, produced by summing the weights in individual classes, provide ‘models’ of landslide probability. The approach is empirical but has the advantage of potentially being able to provide regional scale hazard maps over large areas quickly and cheaply; this is unlikely to be achieved using conventional ground-based geotechnical methods. In Fiji, landslides are usually triggered by intense rain storms commonly associated with tropical cyclones. However, the regional distribution of landslides has not been mapped nor is it known how far geology and landscape influence the location and severity of landsliding events. The report discusses the remote sensing and GIS methodology, and describes the results of the pilot study over an area of 713 km2 in south east Viti Levu. The landslide model uses geology, elevation, slope angle, slope aspect, soil type, and forest cover as inputs. The resulting provisional landslide hazard zonation map, divided into high, medium and low zones of landslide hazard probability, suggests that whilst rainfall is the immediate cause, others controls do exert a significant influence. It is recommended that consideration be given in Fiji to implementing the techniques as part of a national strategic plan for landslide hazard zonation mapping
