Since 2009 - a new system will work fully computerized tracking of shipments to Romania for intra under suspension of excise goods: EMCS, the new system will record all economic validate who are entitled to send and receive excise goods within the EU. If the EU wants a company to deliver products to one of any other Member State, it may check the database if the recipient is a valid one and can work with him. The database will be updated daily and through the new system will simplify existing rules for commercial movements. EMCS is useful in reducing fraud by creating a system of rapid information exchange between customs authorities in the administration of excise duties.computer system, movements of excise, the Council European Directive

Finding Your Literature Match -- A Recommender System

The universe of potentially interesting, searchable literature is expanding continuously. Besides the normal expansion, there is an additional influx of literature because of interdisciplinary boundaries becoming more and more diffuse. Hence, the need for accurate, efficient and intelligent search tools is bigger than ever. Even with a sophisticated search engine, looking for information can still result in overwhelming results. An overload of information has the intrinsic danger of scaring visitors away, and any organization, for-profit or not-for-profit, in the business of providing scholarly information wants to capture and keep the attention of its target audience. Publishers and search engine engineers alike will benefit from a service that is able to provide visitors with recommendations that closely meet their interests. Providing visitors with special deals, new options and highlights may be interesting to a certain degree, but what makes more sense (especially from a commercial point of view) than to let visitors do most of the work by the mere action of making choices? Hiring psychics is not an option, so a technological solution is needed to recommend items that a visitor is likely to be looking for. In this presentation we will introduce such a solution and argue that it is practically feasible to incorporate this approach into a useful addition to any information retrieval system with enough usage.Comment: Contribution to the proceedings of the colloquium Future Professional Communication in Astronomy II, 13-14 April 2010, Cambridge, Massachusetts. 11 pages, 4 figures

Construction of online catalog topologies using decision trees

    Get PDF
Organization of a Web site is important to help users get the most out of the site. A good Web site should help visitors find the information they want easily. Visitors typically find information by searching for selected terms of interest or by following links from one Web page to another. The first approach is more useful if the visitor knows exactly what he is seeking, while the second approach is useful when the visitor has less of a preconceived notion about what he wants. The organization of a Web site is especially important in the latter case. Traditionally, Web site organization is done by hand. In this paper, we introduce the problem of automatic Web site construction and propose a solution for solving a major step of the problem based on decision tree algorithms. The solution is found to be useful in automatic construction of product catalogs.published_or_final_versio

What Citizens Want to Know about their Government’s Finances: Closing the Information Gap

    Get PDF
There is an information gap between citizens and their governments when it comes to government finances. The inherent complexity of fiscal policy makes it exceedingly difficult for effective public participation. Effective public participation in fiscal decision making must address informing or educating the citizenry with accurate and meaningful government financial data. Better understanding citizen wants and perceptions is critical to closing the information gap between users and providers of financial information. This study uses information gathered from focus groups with residents of Norfolk, Virginia that asks what government financial information they want and how to make that information useful. Results suggest that citizens are interested in some types of information over others and that such information must be timely, made relevant and contextualized

An analysis of the use of marketing 4.0 principles for managing customers relationships in microbreweries in the capital city of Prague

    Get PDF
Technological progress also affects the development of marketing, currently known as Marketing 4.0, which is characterized by digitization and indicates a connection with Industry 4.0. With digitization, companies can use a variety of tools and methods to collect useful customer data and then use it. Marketing 4.0 is mainly characterized by the fact that the customer wants to be part of the product development and wants to share her information and opinions and experience on the product. Thanks to the Internet, customers can get all the information from other customers. The aim of this analysis was to verify that microbreweries in Prague use Marketing 4.0, use digitization and adapt to the latest trends in marketing and define what methods they use to manage customer relations. The analysis is suitable for long-term monitoring of the development of this issue. Corresponding conclusions and recommendations for the future were drawn from the research findings. © 2020 Potravinarstvo Slovak Journal of Food Sciences, Licence

Offering a candidate answer: An information seeking strategy

    Get PDF
Interactants use a variety of strategies to seek information from one another. One strategy involves incorporating a Candidate Answer in a query. In using this strategy, a speaker provides a model of the type of answer that would satisfy his/her purpose-for-asking. Supplying a model is useful when a speaker wants to guide, direct, or assist a respondent in providing particular information. In offering a Candidate Answer, a speaker can display having knowledge and familiarity of a circumstance. A Candidate Answer can be read as revealing the speaker\u27s attitude toward, and expectations of, relevant others

A Scheme for the Study of Discussions in the Social Media

    Get PDF
In case one wants to study discussions in the social media one needs a template for doing this. The discussions can range from comments on some event to developing a deliberative democracy. This template, or scoring system, should give insight in developments in the substance of the discussion, but it should also allow considering the development of the structure of the discussion. In this text a template is proposed that covers both questions. The information that is collected by using the template might be useful in the context of (new) policy making; it can also be used to study opinions

New Privacy Mechanism Design With Direct Access to the Private Data

The design of a statistical signal processing privacy problem is studied where the private data is assumed to be observable. In this work, an agent observes useful data YY, which is correlated with private data XX, and wants to disclose the useful information to a user. A statistical privacy mechanism is employed to generate data UU based on (X,Y)(X,Y) that maximizes the revealed information about YY while satisfying a privacy criterion. To this end, we use extended versions of the Functional Representation Lemma and Strong Functional Representation Lemma and combine them with a simple observation which we call separation technique. New lower bounds on privacy-utility trade-off are derived and we show that they can improve the previous bounds. We study the obtained bounds in different scenarios and compare them with previous results.Comment: arXiv admin note: substantial text overlap with arXiv:2201.08738, arXiv:2212.1247
