Sustainable industrial development requires a balance between economic growth, equity and environment. Two major components of industrial development are energy and raw materials. To minimize the environmental impacts of energy and raw materials, important steps are required to deal with the green economy and global warming issues. The use of innovation technology to industrial gas emission is a preventive solution facing global warming. A research has been done in Industrial Estate in Cilegon (IEC) Banten province, Indonesia, to see how to reduce energy demand and encourage uses of more environmentally-friendly energy in the estate. Fossil energy needs in the industrial estate were analyzed to see the opportunities of energy saving and renewable energy development. The target to be achieved is to reduce the greenhouse gas emissions and improve the energy efficiency in the industrial park

In the present paper, reasons for the increased interest in industrial policy in both developed and developing countries are explained. The systematisation of the results of the development of Russian industry from 1989 to 2014 showed a lack of systematic selection of its priorities, preventing the formation of a strategic vector of industrial policy. The target diversity of the industrial policy is established at the different economic development stages of the country. In the context of economic sanctions against Russia, it is shown that the emergence of a new industrial policy vector is connected to the need for import substitution and concomitant changes in the development model of the domestic economy. The dynamics and characteristics of the industrial development area are shown by the example of a highly developed region like the Central Urals. The total level of organisational innovation activity continues to be low and composes only 12%, although in the manufacturing sector this index is higher than the regional economy index by four absolute percentage points. The industrial policy of the Central Urals is analysed and innovation drivers of the industrial sector of the regional economy are established. The possibilities of the defence, civil engineering, mining, chemical/pharmaceutical and forestry complexes of the Sverdlovsk Region to implement its import substitution policy are explained. The most significant investment projects that will reduce the import dependence of the regional economy are presented. The possibilities of the research sector and created innovation infrastructure of the region in solving this problem are shown. It is necessary to develop the regional laws on the elaboration of industrial policy according to the basic regulations of the Federal Law “On Industrial Policy in the Russian Federation.”This article was prepared with support of the Grant of the Russian Foundation for Humanities No. 14-32-01030

The need to construct an effective strategy for industrial development in low-income countries has been largely ignored by development economists because industrial policies have failed in many developing countries. This does not imply, however, that industrial development cannot be promoted. This paper attempts to synthesize the conventional wisdom in development economics with recent advancements in various fields of economics (such as theories of endogenous growth and agglomeration economies) to provide a useful framework to design a strategy for industrial development, which consists of investments in managerial human capital followed by the provision of credit and the construction of industrial zones.Economic Theory&Research,Labor Policies,ICT Policy and Strategies,Access to Finance,Political Economy

The article is devoted to the identification of the characteristics and priorities of innovation and technological development in the industrial regions of the Russian Federation in the context of the ongoing global crisis. The authors come from the hypothesis that, in these circumstances, the strategy of innovative development of industrial regions, in order to ensure their sustainability and the creation of conditions for further growth, should be an integral part of their industrial policies and focus primarily on the modernization and improvement of technical and technological level of basic units. On the basis of the analysis of statistical data about the status of the innovation capacity in the Russian Federation, the authors have identified the root causes of the continuing backlog of advanced foreign countries by the level of innovative development (raw-material orientation of the Russian economy that enhances the technological dependence of the developed countries; insufficient financial support for innovation activities by the state; the orientation of innovation in imitation and borrowing). The necessity to take into account in the development and implementation of the socio-economic strategic regions of the Russian Federation and the close relationship between the industrial-technological and innovation component of social development is proved. In order to improve the effectiveness of regional development policies, the classification of Russian regions considering their industrial and technological specialization is proposed, the required elements and characteristics of effective innovation systems for each type of region are allocated. In the article, the proposals on measures of the state support for innovation development of industrial regions, with the aim of improving their sustainability and competitiveness in the face of geopolitical and economic uncertainty are determined. The article is addressed to professionals in the field of theory and practice in the management of innovative processes. The article has been prepared with the support of Russian Humanitarian Science Foundation, project 14–02–00331 Innovative and technological development of a region: assessment, forecasting, and ways of achievement»
