Collaborative Mapping of London Using Google Maps: The LondonProfiler
This paper begins by reviewing the ways in which the innovation of Google Maps has transformed our ability to reference and view geographically referenced data. We describe the ways in which the GMap Creator tool developed under the ESRC National Centre for E Social Science programme enables users to ‘mashup’ thematic choropleth maps using the Google API. We illustrate the application of GMap Creator using the example of www.londonprofiler.org, which makes it possible to view a range of health, education and other socioeconomic datasets against a backcloth of Google Maps data. Our conclusions address the ways in which Google Map mashups developed using GMap Creator facilitate online exploratory cartographic visualisation in a range of areas of policy concern

Map4rdf - Faceted Browser for Geospatial Datasets
Recently we have seen a large increase in the amount of geospatial data that is being published using RDF and Linked Data principles. Eorts such as the W3C Geo XG, and most recently the GeoSPARQL initiative are providing the necessary vocabularies to pub- lish this kind of information on the Web of Data. In this context it is necessary to develop applications that consume and take advantage of these geospatial datasets. An Open Context for Near Eastern Archaeology
The common use by archaeologists of ubiquitous technologies such as computers and digital cameras means that archaeological research projects now produce huge amounts of diverse, digital documentation. However, while the technology is available to collect this documentation, we still largely lack community-accepted dissemination channels appropriate for such torrents of data. Open Context aims to help fill this gap by providing open access data publication services for archaeology. Open Context has a flexible and generalized technical architecture that can accommodate most archaeological datasets, despite the lack of common recording systems or other documentation standards. It includes a variety of tools to make data dissemination easier and more worthwhile. Authorship is clearly identified through citation tools, including web-based publication systems that enable individuals to upload their own data for review, and collaboration is facilitated through easy download and "tagging" features. Near Eastern archaeologists will benefit from Open Context's flexibility to share a variety of content from diverse projects, no matter how large or small. Semantic Tagging on Historical Maps
Tags assigned by users to shared content can be ambiguous. As a possible
solution, we propose semantic tagging as a collaborative process in which a
user selects and associates Web resources drawn from a knowledge context. We
applied this general technique in the specific context of online historical
maps and allowed users to annotate and tag them. To study the effects of
semantic tagging on tag production, the types and categories of obtained tags,
and user task load, we conducted an in-lab within-subject experiment with 24
participants who annotated and tagged two distinct maps. We found that the
semantic tagging implementation does not affect these parameters, while
providing tagging relationships to well-defined concept definitions. Compared
to label-based tagging, our technique also gathers positive and negative
tagging relationships. We believe that our findings carry implications for
designers who want to adopt semantic tagging in other contexts and systems on

A Cognitive Model of an Epistemic Community: Mapping the Dynamics of Shallow Lake Ecosystems
We used fuzzy cognitive mapping (FCM) to develop a generic shallow lake
ecosystem model by augmenting the individual cognitive maps drawn by 8
scientists working in the area of shallow lake ecology. We calculated graph
theoretical indices of the individual cognitive maps and the collective
cognitive map produced by augmentation. The graph theoretical indices revealed
internal cycles showing non-linear dynamics in the shallow lake ecosystem. The
ecological processes were organized democratically without a top-down
hierarchical structure. The steady state condition of the generic model was a
characteristic turbid shallow lake ecosystem since there were no dynamic
environmental changes that could cause shifts between a turbid and a clearwater
state, and the generic model indicated that only a dynamic disturbance regime
could maintain the clearwater state. The model developed herein captured the
empirical behavior of shallow lakes, and contained the basic model of the
Alternative Stable States Theory. In addition, our model expanded the basic
model by quantifying the relative effects of connections and by extending it.
In our expanded model we ran 4 simulations: harvesting submerged plants,
nutrient reduction, fish removal without nutrient reduction, and
biomanipulation. Only biomanipulation, which included fish removal and nutrient
reduction, had the potential to shift the turbid state into clearwater state.
The structure and relationships in the generic model as well as the outcomes of
the management simulations were supported by actual field studies in shallow
lake ecosystems. Thus, fuzzy cognitive mapping methodology enabled us to
understand the complex structure of shallow lake ecosystems as a whole and
obtain a valid generic model based on tacit knowledge of experts in the field.Comment: 24 pages, 5 Figure

From open content to open thinking
So far Open Educational Resources (OER) research has focused on the objective to 'open' education by making accessible free educational resources to the world. In the latest years the movement has matured, and a growing amount of OER have been made available by universities, researchers and scholars through several portals. Nonetheless, the level of adoption of OERs into common teaching practices remains quite low. In this paper we suggest that one of the main barriers to OER's adoption is the lack of 'opening up' to people's thinking around OERs and we propose Cohere, a tool which aims at making this thinking visible and exportable in ways that support the emergence of 'collective intelligence' around OERs research. Accessing Collective Intelligence (CI) around OERs is presented as a medium to know and understand what people think, how people design and use OERs thus increasing the easy of re-use of OER in learning and research practices
Open budget data: mapping the landscape
This report offers analysis of the emerging issue of open budget data, which has begun to gain traction amongst advocates and practitioners of financial transparency.
Issues and initiatives associated with the emerging issue of open budget data are charted in different forms of digital media. The objective is to enable practitioners – in particular civil society organisations, intergovernmental organisations, governments, multilaterals and funders – to navigate this developing field and to identify trends, gaps and opportunities for supporting it.
How public money is collected and distributed is one of the most pressing political questions of our time, influencing the health, well-being and prospects of billions of people. Decisions about fiscal policy affect everyone - determining everything from the resourcing of essential public services, to the capacity of public institutions to take action on global challenges such as poverty, inequality or climate change.
Digital technologies have the potential to transform the way that information about public money is organised, circulated and utilised in society, which in turn could shape the character of public debate, democratic engagement, governmental accountability and public participation in decision-making about public funds. Data could play a vital role in tackling the democratic deficit in fiscal policy and in supporting better outcomes for citizens
