    An evaluation of performance information procurement system (PIPS)

    Since procurement is seen as crucial for project success, many\ud methods have been developed and papers written about this issue. A remarkable\ud contribution in this field comes from Dean Kashiwagi (Arizona State University,\ud USA) who underpins his support for the Performance Information Procurement\ud System (PiPS) with claims of high project performance and client satisfaction.\ud Kashiwagi’s explanation for PiPS’s effects is based upon a theoretical\ud framework that relates to staff members’ ability to deal appropriately with\ud information by making sound decisions based not just on implicit expectation\ud and tacit experience. This is not, however, a satisfactory explanation. This paper\ud provides an overview of New Institutional Economics perspectives which are\ud better able to explain the effects of PiPS. The linking of these theories to\ud innovative PiPS elements clears the path to effectively select and apply PiPS\ud elements within suitable projects in the Dutch construction industry. This will\ud enhance industry performance and is of interest to all stakeholders

    Promoting the Kenyan Potato Value Chain: Can Contract Farming Help Build Trust and Reduce Transaction Risks?

    African economies are increasingly confronted with changing food and commodity markets, due to globalisation, economic liberalisation and urbanisation. Subsequently, consumer preferences change. This poses new opportunities but also challenges to small-scale producers, traders and processors along agricultural value chains. The value chain is increasingly seen as an important development framework, with contract farming being viewed as an instrument for improving value chain performance by reducing transaction costs and risks and by building trust in vertical cooperation. This paper uses the case study of the potato value chain in Kenya to examine these assumptions. It is shown that contract farming can be used to reduce transaction costs and risks, and to improve the organisation and governance of value chains by creating stable business relationships.     Key issues in trade facilitation : summary of World Bank/European Union workshops in Dhaka and Shanghai in 2004

    Trade facilitation is the ability of countries to deliver goods and services on time at the lowest possible cost. It has emerged as an important issue in unilateral, bilateral, and multilateral trade liberalization. Most countries have embarked on heroic reforms aimed at reducing transaction costs of trade. Thus, among the four new Singapore issues, there was least resistance from World Trade Organization (WTO) member countries to include trade facilitation in the Doha Round discussions. However, all countries are not equally placed in initiating reforms in the complex areas of customs procedures, transport and port logistics, harmonization of standards, and simplification of procedures. Trade facilitation reforms require a large volume of technical assistance for national capacity building. To facilitate what these reforms entail and what can be learned from cross-country experiences, the EU and the World Bank organized two workshops in Dhaka (South Asian countries) and Shanghai (East Asian countries) in 2004. Jointly they succeeded in bringing together renowned experts from multilateral organizations, selected bilateral donor community, the private sector, ex civil servants, and scholars. The participants were largely drawn from the relevant government departments and chambers of commerce and industry. This paper summarizes the main presentations in the workshops. It also indicates the areas that need more focus in future events. The paper should serve as a reference document for national policymakers and for future seminars and workshops on trade facilitation.
