    Mainstreaming women into disaster risk reduction in the built environment in Sri Lanka

    Intense damage to women caused by natural disasters urges the necessity of incorporating a women’s perspective into DRR. Gender mainstreaming has been demonstrated as a way of bringing a gender perspective into DRR as it could translate into identifying the different capacities and needs of different gender roles. Due to the criticality of the built environment’s role in DRR, mainstreaming women into the built environment in order to reduce their vulnerability could be considered vital. The paper in this context, aims to investigate how women can be mainstreamed into DRR in the built environment based on case study on Sri Lanka. The process of mainstreaming women is distinguished into two sequential steps in the paper. It consists of identification of women’s DRR knowledge and needs followed by the integration of the knowledge and needs into development within the built environment. Participatory methods, community feedback and complaints, expert knowledge, and relevant literature are identified as the most appropriate methods to identify women’s DRR knowledge and needs whilst the identified knowledge and needs can be integrated into development within the built environment through regulations, project documentation, and awareness, expertise and commitment of the built environment professionals. The paper further outlines the existing barriers, responsible parties, relevant protocols and ways of promoting the process in relation to mainstreaming women in DRR in the built environment

    The majority of human and direct economic losses from natural hazards occur as a result of damage to the built environment due to the vital role that the built environment performs in serving human endeavours. One of the key reasons for people in developing countries to be more vulnerable to natural disasters than their wealthier counterparts is the limited capacities in their construction industries. Among the people in developing countries, women are evidently even more vulnerable to natural disasters. Due to higher disaster vulnerability of women, recognising the different roles, capacities, vulnerabilities and needs of women, and considering them in disaster risk reduction in the built environment is significant to reduce women’s disaster vulnerabilities. Gender mainstreaming as a way of bringing a gender perspective into disaster risk reduction can be applied to recognise the varying needs and capacities of women, and integrate them into disaster risk reduction in the built environment. The paper in this context aims to demonstrate how gender mainstreaming helps to bring a women’s perspective into disaster risk reduction in the built environment. It identifies two main steps which involve in the process, identification of women’s DRR knowledge and needs, and integration of the identified DRR knowledge and needs into DRR in the built environment. The paper provides an account of the process that the study established to incorporate a gender perspective into disaster risk reduction in the built environment based on a case study conducted in Sri Lanka.     Improving the resilience of post-disaster water distribution systems using a dynamic optimization framework

The Publisher's final version can be found by following the DOI link.Improving the resilience of water distribution systems (WDSs) to handle natural disasters (e.g., earthquakes) is a critical step towards sustainable urban water management. This requires the water utility to be able to respond quickly to such disaster events and in an organized manner, to prioritize the use of available resources to restore service rapidly whilst minimizing the negative impacts. Many methods have been developed to evaluate the WDS resilience, but few efforts are made so far to improve resilience of a post-disaster WDS through identifying optimal sequencing of recovery actions. To address this gap, a new dynamic optimization framework is proposed here where the resilience of a post-disaster WDS is evaluated using six different metrics. A tailored Genetic Algorithm is developed to solve the complex optimization problem driven by these metrics. The proposed framework is demonstrated using a real-world WDS with 6,064 pipes. Results obtained show that the proposed framework successfully identifies near-optimal sequencing of recovery actions for this complex WDS. The gained insights, conditional on the specific attributes of the case study, include: (i) the near-optimal sequencing of recovery strategy heavily depends on the damage properties of the WDS, (ii) replacements of damaged elements tend to be scheduled at the intermediate-late stages of the recovery process due to their long operation time, and (iii) interventions to damaged pipe elements near critical facilities (e.g., hospitals) should not be necessarily the first priority to recover due to complex hydraulic interactions within the WDS

    Quantifying the Effect of Sentiment on Information Diffusion in Social Media

    Social media have become the main vehicle of information production and consumption online. Millions of users every day log on their Facebook or Twitter accounts to get updates and news, read about their topics of interest, and become exposed to new opportunities and interactions. Although recent studies suggest that the contents users produce will affect the emotions of their readers, we still lack a rigorous understanding of the role and effects of contents sentiment on the dynamics of information diffusion. This work aims at quantifying the effect of sentiment on information diffusion, to understand: (i) whether positive conversations spread faster and/or broader than negative ones (or vice-versa); (ii) what kind of emotions are more typical of popular conversations on social media; and, (iii) what type of sentiment is expressed in conversations characterized by different temporal dynamics. Our findings show that, at the level of contents, negative messages spread faster than positive ones, but positive ones reach larger audiences, suggesting that people are more inclined to share and favorite positive contents, the so-called positive bias. As for the entire conversations, we highlight how different temporal dynamics exhibit different sentiment patterns: for example, positive sentiment builds up for highly-anticipated events, while unexpected events are mainly characterized by negative sentiment. Our contribution is a milestone to understand how the emotions expressed in short texts affect their spreading in online social ecosystems, and may help to craft effective policies and strategies for content generation and diffusion.Comment: 10 pages, 5 figure

    Networking societies with electronic based technologies can change social morphology, where key social structures and activities are organized around electronically processed information networks. The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency. Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making.
