    Data and Information Quality Framework Development: Proposed for Indonesia Higher Education

    The main objective of this research is to find solutions to improve the quality of data and information on higher education in Indonesia. The target is the availability of a structured and comprehensive Framework and strategy accompanied by manual book adoption and implementation, which is expected to encourage efforts to obtain quality data and information (accurate, complete, timely, and consistent) utilizing information technology in supporting governance good governance. In the long run, it is expected that all higher education institutions in Indonesia have an information system that is organized with valid and reliable data quality. This quality data and information is used for policy formulation, process clarity procedures, data cleansing approaches, adequate planning, and appropriate decision making, and management of higher education institution management at all levels and levels of management (institutions, faculties, departments and study programs) towards the realization of the national education industry in Indonesia. To achieve this goal, this study uses a mixed method approach, namely quantitative methods (National and national studies and surveys) and qualitative (case studies). Delphi studies were conducted over three rounds involving experts in data / information quality and higher education. National surveys are carried out using online questionnaires, while case studies are conducted with semi-structured interview techniques. Framework development is carried out by triangulation between Delpi findings data, studies and case studies. The research population is State and Private Universities (Universities, Institutions, Colleges, Academies) which are spread across all major islands in Indonesia (Sumatra, Java, Bali, Kalimantan, Sulawesi, Maluku and Papua)

    Pembelajaran berbasis m-learning di pendidikan tinggi (PT) membantu institusi pendidikan untuk meningkatkan aksesibilitas, interoperabilitas dan usabilitas sumber daya pendidikan dan juga untuk meningkatkan fleksibilitas dan interaktivitas perilaku belajar pada waktu dan tempat yang nyaman. Berbeda dengan pembelajaran tradisional, pembelajaran mobile berfokus pada mobilitas pelajar dan juga mobilitas proses belajar itu sendiri. Bagi peserta didik pada umumnya, pembelajaran mobile memfasilitasi penggunaan waktu yang sebelumnya tidak produktif, memungkinkan perilaku belajar terlepas dari waktu dan tempat dan membawa kemungkinan besar untuk layanan pendukung pembelajaran personal, fleksibel dan sadar konteks (cerdas)

    Kebutuhan terhadap data/informasi yang akurat makin meningkat namun ternyata sistem informasi pendidikan (SIP) saat ini masih belum dapat menghasilkan data yang akurat, lengkap dan tepat waktu. Berbagai masalah masih dihadapi dalam penyelenggaraan SIP, diantaranya adalah belum adanya persepsi yang sama diantara penyelenggara pendidikan tinggi terhadap SIP. Penyelenggaraan SIP belum dilakukan secara efisien, terjadi “redundant” data, dan duplikasi kegiatan, selain itu kualitas data yang dikumpulkan masih rendah, bahkan ada data yang tidak sesuai dengan kebutuhan, ketepatan waktu laporan juga masih rendah, sistem umpan balik tidak berjalan optimal, pemanfaatan data dan informasi di tingkat fakultas/jurusan/program studi untuk advokasi, perencanaan program, monitoring dan manajemen masih rendah menyebabkan tidak efisiennya penggunaan sumber daya

    International Consensus on Data and Information Quality For Better Quality Decision Making in Higher Education Institutions

    The main objective of this study is to develop a structured and comprehensive framework and strategy for obtaining high quality data and information in Indonesian higher education (HE) institutions. This study employs three research methods. A three-round international Delphi study was used in the first year of the study (reported in this paper). A national survey and a case study will be conducted in the second and third years. The integrated framework and strategy for forming a better HE system will consist of the triangulation of the findings of these three methods. The most significant findings of the Delphi study were the key data and information quality (DIQ) dimensions related to HE; the DIQ together with the factors impacting the problems in HE from technological, organisational, and personal approaches; and a strategic way to identify and correct DIQ problems to develop better decision-making to improve the competitive advantage of the national education system.
